  • A theoretical framework for assessing the impact of ICT-based interventions for carers

    • Purpose Initiatives using information and communication technologies (ICTs) as support for carers of dependent older people are reported since the early 1990s, mainly in form of phone services, computer networks, and video respite. Although the role of ICTs in home care gained increasing relevance in the last decades – for instance in the areas of social integration, care coordination and ambient assisted living (AAL) – few attempts have been made to systematically understand the potentialities of such technologies, overcoming single technology or intervention domains. In this respect, the issues of terminology ambiguity and lack of comparability represented major barriers, so that most of evaluation studies in this area led to mixed and/or inconclusive results. Drawing on the findings of the CARICT-project, this paper discusses the development of a theoretical and conceptual framework to assess the impact ofI CT-based interventions for carers. Method Literature review and a mapping exercise of 52 ICT-based initiatives for carers in 8 countries. Results & Discussion We will provide the results of a mapping exercise of 52 case studies, showing the diversity of existing good practices across Europe and carrying out a review of available impact assessment of these initiatives from a social ecological perspective (at micro-, meso- and macro-level). Subsewquently, we will discuss a theoretical and conceptual framework that is built on the basis of available evidence, leading toa proper classification of ICT-based interventions in relation to types of interactions between actors they support: an attempt is made to group the solutions in coherent and comprehensive classes, with related implications for impact assessments and comparative analysis. Main classes include: alarms, home automation, auto-communication, meta-services, information and training, cognitive stimulations and mental exercises, support group sessions, individual care and support services, and social participation tools. Finally, recommendations for future research in the field are formulated with regard to the assessment and comparability of these services, as well as to the testing and development of new solutions.

    • Even if outsourcing is a well-researched phenomenon, it can be stated that evaluation studies on IS outsourcing relationships are scarce. From a description of two IS outsourcing relationship cases, a set of lessons learned are presented. A boundary spanning perspective is then used when evaluating these lessons learned in the client-supplier outsourcing relationships and thereby adding a “new” theoretical perspective on outsourcing relationships. The evaluation is concluded in a set of propositions that present the boundary spanning perspective of the lessons learned. The aim of these propositions is to act as both a guiding tool for how to further develop boundary spanning roles in outsourcing relationships and to act as a base for future research on outsourcing relationships.

    • This paper aims to enhance the knowledge of business models in the mobile service sector by exploring their key mechanisms and underlying components. By combining the business model literature with empirical interview-based case studies of 69 business models in the mobile service sector, it illustrates the findings of a longitudinal case study of a business model design attached to an iPhone application. A model for managing business model design in an open innovation context of mobile services is proposed. The model extends earlier frameworks by adding contingency aspects and the view of core resources for addressing logics in the dynamic sector. Findings highlight the importance of ventures in the mobile service sector continually managing the business model design in order to support the sustainability of their business models.

    • Many countries are moving towards eGovernment for ensuring higher efficiency, transparency and accountability in the public administration. Accountability, the obligation to justify one’s conduct, has been widely discussed in the social, public and political spheres. However, it is not so well understood how and to what extent Government’s accountability is affected with the transformation to eGovernment. This paper focuses on this aspect by means of literature review and analyzing indexes related to eGovernment and the factors associated with accountability available during the period 2005 -2010. The findings show that the relationship between accountability and eGovernment among the countries as whole is not straightforward as it depends on the characteristics of the individual governance. However, evidence in general shows that strong accountability, which is measured here through a level of integrity, influences the government to adopt eGovernment as it helps to open up the government and its policy process to its citizens and other stakeholders.

    • Handheld computing and mobile information systems are continuously breaking new ground, with an increased importance for business. However, there is evidence that we still have lessons to learn concerning the design of handheld information systems. Handheld information system poses challenges to the designer in the unique properties of handheld technologies and the conditions of use of handheld technologies. Hence, this paper is based on the assumption that handheld information systems has unique properties, and dependencies between properties, that should to be considered in the design of such a system in order to design appropriate information systems for the mobile workforce. The purpose in this paper is to further enhance the usefulness of the Accentuated Factor Framework by describing dependencies between factors in the framework and by this enhance the efficacy in the design process. The theoretical foundation for the paper is the Accentuated Factor Framework, illustrating the unique properties of handheld information systems whereas the expected use settings are the mobile workforce. The empirical data collection was performed via interviews with experienced practitioners, case studies, workshops and studies of software. The Accentuated Factor Framework enhanced with explanatory dependencies between factors provides the opportunity to enhance the design process by reducing the risk of reengineering in design.

  • Harnessing Handheld Computing - Framework, Toolkit and Design Propositions

    • The rapid development of handheld technologies such as smartphones and personal digital assistants in recent years has created opportunities for the mobile workforce to take advantage of computerised information systems. To apprehend and harness the opportunities of computerised information systems implemented on handheld devices it is crucial to fully understand the user group and the handheld technology. However, there is a lack of comprehensive frameworks and toolkits supporting designers of computerised handheld information systems for the mobile workforce. The aim of this dissertation is to address this issue by developing both a framework and a toolkit for use early in the design process. To develop and evaluate the framework and the toolkit, various qualitative methods such as interviews, artefact studies, and experiments were applied for assessing both users’ and designers’ views on handheld computing. The analysis is made from a designers’ perspective and based on the entities, user, application, context and technologies. The proposed accentuated factors framework is a comprehensive framework of fifteen factors, evaluated and approved by experienced practitioners. The HISD Toolkit presented is based on the accentuated factors framework and supported by the design propositions Least Common Denominator, Flexible Forms, Tune-In and Defensive Design, which are also presented in this dissertation. The main implication for research is the use of the accentuated factors framework in analysis of handheld computing. The main implications in practice are the use of the HISD Toolkit in the design of handheld information systems, in the teaching of handheld computing, and in the evaluation of existing systems as in the procurement of computerised handheld information systems.     • Evaluation of information systems (IS) has come to be an important topic for study as well as practice. IS scholars perform studies of how to evaluate IS and different IS related phenomena, like e.g. methods and strategies. Evaluation is also used as a research approach in many IS research studies. However, the use and interest of evaluation seem to be rather fragmented and diversified in the IS field. The purpose of this paper is to bring more structure to evaluation in IS research. Based on a review of literature on evaluation in IS research and on evaluation research in general a conceptualisation of evaluation in IS is presented. This consists of 1) a conceptual practice model of evaluation (including generic questions for the design of evaluation) and 2) a classification of different roles of IS evaluation research. This classification consists of three main research types: 1) research about evaluation, 2) research through evaluation and 3) research about evaluation research. The second research type has been divided into three sub-classes: 2a) research through evaluation as main strategy, 2b) research through evaluation as companion strategy and 2c) research through evaluation as re-use strategy. The different research types have been characterized and exemplified.
