  • More than just a carding system: Labour implications of the EU’s illegal, unreported and unregulated (IUU) fishing policy in Thailand

    • Globally, the EU plays a leading role in combating Illegal, unreported and unregulated (IUU) fishing activities. Specifically, the EU exercises normative power to influence regulatory strategies and governing frameworks in third countries. In 2015, the EU issued Thailand a yellow card, indicating that economic sanctions would be implemented unless IUU fishing practices were eliminated. Concurrently, revelations about ‘modern slavery’ in Thailand's fishing industry had received international attention, through media and NGOs, exposing slavery-like practices among migrant fishworkers. Conventionally, the EU IUU policy addresses only issues of catch and environmental sustainability. This paper explores how an initial bilateral dialogue was bifurcated into two dialogues: a Fishery Dialogue and a Labour Dialogue. Drawing on semi-structured interviews with involved actors, expert opinions, field-visits and secondary documents, we ask: How were labour issues integrated into the bilateral dialogue, and what consequences emerged from the IUU policy for Thai fisheries management? Tracing the bilateral dialogue between EU and Thai governments, we argue that Thailand's fisheries reform was a result of both fisheries’ sustainability concerns and the kind of labour rights valued by the EU. Our Normative Power Europe approach shows how norms of labour rights shaped the reform through policies and implementation. We maintain that this unique case-study reveals how the EU incorporates a broad-based normative approach that goes beyond catch sustainability.

  • Achieving Social and Ecological Outcomes in Collaborative Environmental Governance : Good Examples from Swedish Moose Management

    • Collaborative governance approaches have been suggested as strategies to handle wicked environmental problems. Evaluations have found promising examples of effective natural resource governance, but also highlighted the importance of social-ecological context and institutional design. The aim of this study was to identify factors that contribute to the achievement of social and ecological sustainability within Swedish moose (Alces alces) management. In 2012, a multi-level collaborative governance regime was implemented to decrease conflicts among stakeholders. We carried out semi-structured interviews with six ‘good examples’ (i.e., Moose Management Groups that showed positive social and ecological outcomes). We found that ‘good examples’ collectively identified existing knowledge gaps and management challenges and used their discretionary power to develop procedural arrangements that are adapted to the social-ecological context, their theory of change, and attributes of local actors. This contributed to the creation of bridging social capital and principled engagement across governance levels. Thus, our results indicate the existence of higher-order social learning as well as a positive feedback from within-level collaboration dynamics to between-level collaboration. Furthermore, our study illustrates the importance of institutional flexibility to utilize the existing knowledge across stakeholder groups and to allow for adaptations based on the social learning process.

    • Contributing to the “Covid-19 and the Social Sciences” essay series, Oscar Abedi, Maria Eriksson Baaz, David Mwambari, Swati Parashar, Anju Oseema Maria Toppo, and James Vincent outline various paths toward reducing field research’s potential for exploitation, especially that of Global South collaborators. The pandemic has highlighted inequalities and immobility that differently affect facilitating researchers and contracting researchers. In response, the authors identify key issues that institutions, publishers, and individual researchers must reflect on in order to counteract these imbalances—and take advantage of an opportunity to fundamentally transform field research into collaborative knowledge production.

  • A Multidisciplinary Approach to Capability in Age and Ageing

    • This open access book provides insight on how to interpret capability in ageing – one’s individual ability to perform actions in order to reach goals one has reason to value – from a multidisciplinary approach. With for the first time in history there being more people in the world aged 60 years and over than there are children below the age of 5, the book describes this demographic trends as well as the large global challenges and important societal implications this will have such as a worldwide increase in the number of persons affected with dementia, and in the ratio of retired persons to those still in the labor market. Through contributions from many different research areas, it discussed how capability depends on interactions between the individual (e.g. health, genetics, personality, intellectual capacity), environment (e.g. family, friends, home, work place), and society (e.g. political decisions, ageism, historical period). The final chapter by the editors summarizes the differences and similarities in these contributions. As such this book provides an interesting read for students, teachers and researchers at different levels and from different fields interested in capability and multidisciplinary research.

  • Perceived adaptive capacity within a multi-level governance setting : The role of bonding, bridging, and linking social capital

    • In 2012 Sweden implemented a collaborative governance regime for managing moose (Alces alces). This was guided by the awareness that decentralization and stakeholder participation can help to reduce conflicts, foster systematic learning, and handle complexity. However, previous research has highlighted that there are no blueprint approaches to the governance and management of natural resources. In this case, diverse multi-use landscapes, ever-changing ungulate populations, and other external stressors (e.g. climate change, wildlife diseases) can create challenges for collaborative institutions. Adaptive capacity is therefore needed as it allows a system and the actors involved to react successfully to social-ecological changes and to develop even in times of no imminent change or risk. Using Swedish moose management as an example of a multi-level governance system, this research assesses the critical determinants of adaptive capacity across levels. We developed and applied a psychometric approach to measure actors’ perceived adaptive capacity on two levels in the management system. A web-based survey was sent to Moose Management Groups (n = 765, response rate = 81 %) and Moose Management Units (n = 1,380, response rate = 71 %). Using structural equation modelling, we assessed the relative importance of governance aspects, different types of social capital, as well as human and financial capital on actors’ perceived adaptive capacity. Linking and bridging social capital in the system had significant impacts on both levels. Actors felt more prepared to handle future challenges in moose management when they perceived benefits through collaborations with levels below and expressed social trust in authorities and the management level above. Besides those similarities between the two levels, fairness was a more important determinant of actors’ perceived adaptive capacity on the lower management level. These results can contribute to a future improvement of the collaborative governance setting by finessing strategic interventions on different levels. Furthermore, our results illustrate the importance of scale when assessing the adaptive capacity of a system.

  • Are fee-and-dividend schemes the savior of environmental taxation? Analyses of how different revenue use alternatives affect public support for Sweden's air passenger tax

    • This article studies if, how, and why different revenue uses affect public attitudes to environmental taxation. More specifically, using a large-scale (N = 4292) randomized survey experiment with a 2 x 3 factorial design, the article analyses how attitudes towards a proposed increase in the current air passenger tax in Sweden are altered when combining a tax increase with three different suggestions for revenue use. The increasingly popular fee-and-dividend solution, where revenues are distributed back to the public, thus decreasing negative distribu-tive tax effects, is compared with two additional revenue uses: unspecified government spending on welfare services, and re-investment of revenues into aviation biofuels. Our results show that, although some of the commonly used independent variables such as climate concern, personal norms and political-ideological orientation are significant in determining policy attitudes, varying both tax level and revenue use also tangibly affects how a policy proposal is received. Interestingly, however, the fee-and-dividend approach does not yield the most positive policy attitudes. Rather, directing the revenues to fund an increased use of biofuels for aviation is the alternative that most clearly drives positive attitudes to this policy, and is also the alternative that is perceived as the most effective and fair in both the high tax and the low tax alternatives.

  • How stakeholder representatives cope with collaboration in the Swedish moose management system

    • The collaborative ecosystem-based management of moose (Alces alces) in Sweden puts a strain on the involved stakeholders. Representatives have to cope with environmental uncertainty and social stress associated with goal conflicts. This article advanced the understanding of representatives' coping strategies in response to perceived challenges and how these coping strategies are associated with social trust, focusing upon salient value similarity. A mixed-method approach, combining a questionnaire survey (n = 624) and interviews (n = 21) among landowners and hunter representatives, was employed. Survey results showed that the presence of emotion-centered coping strategies that involve venting of negative emotions and behavioral disengagement were associated with relatively lower trust, whereas problem-solving centered coping was associated with relatively higher trust. The interviews indicated the importance of appointing group leaders who are skilled at initiating dialogue and working toward decisions and compromises, as this seemed to hinder expressions of emotion-centered coping strategies.

  • From politics to ethics : Transformations in EU policies on digital technology

    • Artificial intelligence (AI) and digitalisation have become an integral part of public governance. While digitaltechnology is expected to enhance neutrality and accuracy in decision-making, it raises concerns about the statusof public values and democratic principles. Guided by the theoretical concepts of input, throughput and outputdemocracy, this article analyses how democratic principles have been interpreted and defended in EU policyformulations relating to digital technology over the last decade. The emergence of AI policy has changed theconditions for democratic input and throughput legitimacy, which is an expression of a shift in power and in-fluence between public and private sectors. Democratic input values in AI production are promoted by ethicalguidelines directed towards the industry, while democratic throughput, e.g., accountability and transparency,receive less attention in EU AI policy. This indicates future political implications for the ability of citizens toinfluence technological change and pass judgement on accountable actors.
