After Apartheid : The Effects of ANC Power

- The African National Congress (ANC) can look back on eighty years of struggle which resulted in the liberation of black Africans, the creation of a democratic constitution and free elections. However, the last twenty years of ANC rule has been criticized for the failure to bring higher living standards for the formerly oppressed. With the party's dominance and the challanges facing South Africa in mind, I estimate the effect of ANC power in municipalities on economic, social and budgetary outcomes. To estimate the causal effect of the party, this paper uses an instrumental variable approach developed by Freier & Odendahl (2012) and a regression discontinuity design. Taken together, the results point to an adverse effect of the party: less is spent on repairs and water provision which in turn may explain why ANC power seems to lower the share of individuals who have access to piped water and electricity. Further, more resources are used on municipal employees and the councillors themselves, while I find suggestive evidence of an increase in the poverty rate due to the party. Lastly, although being their major political support, we cannot conclude that the ANC affects black African's living standards. From the IV analysis, I find indications that oppositional parties many times have a more positive impact on outcomes as they gain power at the expence of the ANC.

An Active Noise Control Approach for Attenuating Noise Above the Plane Wave Region in Ducts

- In a narrow duct, a relatively simple single-channel feedforward ANC system may be used to attenuate noise propagating as plane waves. However, for ducts with larger dimensions the cut-on frequencies for one or several higher-order acoustic modes may be within the frequency range where ANC is applied. In such situations it is generally necessary to use a multiplechannel feedforward ANC system with several secondary sources, error sensors, and perhaps reference sensors. Such a system has a significantly higher complexity than a single-channel ANC system. In this paper another approach is described. Instead of using a multiple-channel feedforward ANC system on a duct of large dimension, the idea is to divide the duct into several more narrow parallel ducts. In this way the complexity of the ANC system may be reduced. In the experiments conducted for this paper, a duct was divided into two more narrow ducts. The noise propagating in each duct was controlled by a feedforward ANC system based on the leaky filtered-x LMS algorithm, where different reference- and error microphone configurations were used. The different configurations were compared to a configuration where the noise in respective narrow duct was controlled using a basic single-channel ANC system per duct. The results preliminary show that high attenuation of low-frequency noise in a duct of large dimension may be achieved using this approach.

- Finland's special characteristics as a Nordic, non-aligned welfare state gave it the resources and motivation to support liberation movements - in spite of restrictions arising from trade interests and a reluctance to jeopardise the country's neutral image. The study shows that, although it is not an easy task, in a democracy ordinary, dedicated people can, over time, influence political decision making at its most closed and guarded area, foreign politics.

An Initial Study on Applying Active Noise Control to an Insulated Box Fan Used in Ventilation System Applications

- In many different applications and buildings fans are used to remove unwanted and used air. These fans often generate broadband and tonal noise. Commonly, passive resistive silencers are used to attenuate noise generated by different types of fans installed in ventilation systems. Passive silencers tend to become bulky and impractical when designed for low frequency attenuation. However, active noise control (ANC) is a technique known for its ability to produce high levels of attenuation in the low frequency range, even with a relatively moderate sized ANC system. This paper presents an initial study performed to investigate the possibilities of applying ANC to a radial fan installed inside a box, an insulated box fan. The box is connected to a duct system and can for example be used as a waste air fan. The primary interest in this application, when the fan is used as a waste air fan, is to attenuate the noise generated on the suction side, since that side generates noise into a particular room. Investigations were carried out to determine where the ANC system should be installed, e.g. inside the box, in the duct connected to the box etc. Factors considered were for example, turbulence, standing waves, the type of noise generated by the fan (tonal, broadband, or a combination), and space limitations. The noise generated by the fan was found to be dominated by a tonal component, but also to have broadband energy in the low frequency range. Further, a feedforward ANC system was applied on the suction side, producing approximately 28 dB attenuation of the tonal component, and 5-10 dB attenuation of the broadband noise between 50 and 200 Hz.

- One-dimensional (1-D) adaptive noise canceler (ANC) has been used for false alarm reduction in low frequency SAR change detection. The paper presents possibilities to process two-dimensional (2-D) data by an 1-D ANC. Beside concatenating the rows of 2-D data in a matrix form to convert it to 1-D data in a vector form, two conversion approaches are considered: concatenating the columns of 2-D data and local concatenation, i.e., the conversion to 1-D is performed locally on each block of the 2-D data. A ground object can occupy more than one row and/or more than one column of 2-D data. In addition, the properties in cross-range and range of an image are not the same. Thus, different conversion approaches may lead to different performance of an 1-D ANC and hence different change detection results. Among the considered approaches, the local concatenating approach is shown to provide slightly better performance in terms of probability of detection and false alarm rate. IEEE

Utlakning från kalkade avrinningsområden. Effektuppföljning av Skogsstyrelsens program för kalkning och vitaliseringsgödsling av skogsmark

- IVL Svenska Miljöinstitutet har bearbetat och utvärderat resultat från undersökningar av ytvatten i tio kalkade avrinningsområden i skog samt ett kalkat hygge. Fyra av de kalkade områdena samt hygget har dessutom matchande referenser. Redovisningen omfattar perioden hösten 1990 fram till och med hösten 2004. Kalkningen, i flertalet fall med tre ton per ha av en blandning av krossad kaksten och dolomit, utfördes huvudsakligen under hösten 1990 och hösten 1991, inom ramen för Skogsstyrelsens program för kalkning och vitaliseringsgödsling av skogsmark. Resultaten beskriver de långsiktiga effek-terna på avrinningsvatten (13 till 14 år efter behandling) av skogsmarkskalkningen. Generellt ökar koncentrationen av kalcium i bäckvattnet liksom den syraneutraliserande förmågan (ANC) omedelbart efter kalkning och denna effekt kvarstår fortfarande efter 14 år. Samtidigt har surheten och halten oorganiskt aluminium minskat i de behandlade områdena. Bäckvattnet från de behandlade områdena uppvisar också en högre motståndskraft mot tillfälliga kemiska förändringar såsom havssaltepisoder. Kalkningen har inte ökat nitratutlakningen förutom en kortvarig svag ökning strax efter kalkningen. Snarare har utlakningen minskat, sannolikt på grund av en stimulerad denitrifikation i bäcknära zoner. I hyggesförsöket ökade också kalciumhalten och ANC i avrinningsvattnet efter behandling och effekten kvarstår fortfarande. Initialt noterades även här en mindre ökning av nitratutlakning men denna upp-hörde också efter drygt ett år. Utlakningen av totalaluminium var också låg jämfört med referensbäcken.
