  • Estimating matching functions when recruiting intensity matters
  • 2018
  • Ingår i: Applied Economics Letters. - : ROUTLEDGE JOURNALS, TAYLOR & FRANCIS LTD. - 1350-4851 .- 1466-4291. ; 25:17, s. 1212-1217
  • Tidskriftsartikel (refereegranskat)abstract
    • The article estimates matching functions - the relationships between new hires, job vacancies and unemployment - using monthly time series data for Sweden. The data contain rich information on types of job vacancies which provides information on firms' recruiting efforts. The analysis shows that the aggregate flow of new hires is well explained by an augmented version of a standard matching function that incorporates data on firms' recruiting intensity.

  • Lifetime versus Annual Tax-and-Transfer Progressivity : Sweden, 1968-2009
  • 2016
  • Ingår i: Scandinavian Journal of Economics. - : Wiley. - 0347-0520 .- 1467-9442. ; 118:4, s. 619-645
  • Tidskriftsartikel (refereegranskat)abstract
    • In this paper, we analyze the evolution of tax-and-transfer progressivity in Sweden over both annual and lifetime horizons. Using a rich micro panel covering the period 1968-2009, we calculate tax rates over a cohort's entire working life cycle. Our main finding is that taxes are considerably less progressive over the lifetime than in any single year. Social insurance transfers to transitory low-income earners account for most of this result. We offer a number of robustness checks of the measurement of lifetime incomes and progressivity, but none of them changes our overall findings.

  • Part-time unemployment and optimal unemployment insurance
  • 2015
  • Ingår i: International Tax and Public Finance. - : Springer Science and Business Media LLC. - 0927-5940 .- 1573-6970. ; 22:2, s. 201-223
  • Tidskriftsartikel (refereegranskat)abstract
    • A significant fraction of the labor force consists of employed workers who are part-time unemployed (underemployed) in the sense that they are unable to work as much as they prefer. This paper studies the design of optimal unemployment insurance in an economy with unemployment as well as part-time unemployment. Part-time work provides income insurance and serves as a stepping stone to full-time jobs. Unemployment benefits for part-timers reduce the outflow from part-time work to full-time employment. However, such benefits also increase the outflow from unemployment to part-time work, thereby reducing unemployment. We examine the optimal structure of benefits for unemployed and underemployed workers. The results indicate that there are welfare gains from part-time benefits. Moreover, there are welfare gains associated with time limits for unemployment benefits as well as for part-time benefits. The welfare gains from optimal insurance are larger when wages are fixed than when they are flexible.

  • What do labor market institutions do?
  • 2014
  • Ingår i: Labour Economics. - : Elsevier BV. - 0927-5371 .- 1879-1034. ; 30:SI, s. 62-69
  • Tidskriftsartikel (refereegranskat)abstract
    • The past couple of decades have seen a huge increase in research on various labor market institutions. This paper offers a brief overview and discussion of research on the labor market impacts of minimum wages (MW), unemployment insurance (UI), and employment protection legislation (EPL). It is argued that research on UI is largely a success story, involving a fruitful interplay between search theory and empirical work. This research has established that UI matters for labor market behavior, in particular the duration of unemployment, although there remains substantial uncertainty about the magnitudes of the effects. The research on MW should have shaken economists' belief in the competitive labor market model as a result of frequent failures to find noticeable employment effects despite considerable effects on wages. EPL research has established that employment protection reduces labor and job turnover but the jury is still out regarding the impact on overall employment and productivity.

  • Employment Dynamics
  • 2014
  • Doktorsavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • The main focus of this thesis is the employment decisions of firms. The thesis consists of three self-contained but closely related essays, all enlightening employment dynamics in different ways. The thesis is mainly empirical but there are also some theoretical developments when existing theory is insufficient to explain the empirical findings. The impact on employment of product market conditions and labor market conditions facing firms are investigated. The results suggest that product demand has a robust impact on firms’ employment dynamics, but also the market price, the wage costs, and the matching between vacancies and unemployed workers seem to matter. The empirical evidence of the relevance of imperfect competition in the product market is important, particularly since most research on labor market dynamics has assumed perfect competition. The results with respect to matching of vacancies and unemployed workers contradict the standard search and matching model as well as simple efficiency-wage or bargaining models with wage rigidity and excess supply but no frictions in the labor market. A richer model of the labor market is needed to explain the results, including on-the-job search and perhaps more heterogeneity between employed and unemployed workers.Essay I, “What are the Determinants of Hiring? - The Role of Demand and Supply Factors”, studies the importance of demand and supply factors for hiring in local labor markets. Essay II, “Vacancy Matching and Labor Market Conditions”, studies the probability of filling a vacancy, how it varies with the number of unemployed and the number of vacancies in the local labor market, and what impact it has on firms’ employment dynamics. Essay III, “The Dynamics of Firms’ Factor Demand”, studies firm-level adjustments of employment, the capital stock, and inventories in response to exogenous shocks theoretically and empirically. These three decisions have typically been studied one at the time, but here they are studied together in a way which allows for interactions and a better understanding of firm behavior.

  • Essays on Environmental and Energy Economics
  • 2014
  • Doktorsavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • Essay I: In January, 2005, the EU launched the first international emissions trading system (EU ETS), aimed at reducing carbon emissions in a cost-effective way by means of a market-based instrument. In this paper, we use the treatment/control, before/after design of the natural experiment approach to investigate the treatment effect of the EU ETS on the profitability of a sample of Swedish energy firms in 2005 and 2006. We also investigate whether under-cap and over-cap firms respond differently to the EU ETS. The estimation results in general suggest no significant impact in 2005 and a negative significant impact in 2006. The sub-sample analysis suggests that profitability of under-cap and over-cap firms were affected differently by the EU ETS in 2005, but not in 2006.Essay II: The paper empirically explores the possible causes behind electricity price jumps in the Nordic electricity market, Nord Pool. A time-series model (a mixed GARCH-EARJI jump model) capturing the common statistical features of electricity prices is used to identify price jumps. By the model, a categorical variable is defined distinguishing no, positive and negative jumps. The causes for the jumps are then explored through the use of ordered probit models in a second stage. The empirical results indicate that the structure of the market plays an important role in whether shocks in the demand and supply for electricity translate into price jumps.Essay III: Scientific evidence indicates that human development faces multiple and interacting regime-switching environmental thresholds such as climate change, ocean acidification and biodiversity loss. And crossing one or more such thresholds would trigger rapid and large changes in our life-support system with widespread consequences. This paper attempts to study the effects of such thresholds on human well-being in a growth theoretical framework. We derive the accounting prices of pollution stocks such as the concentration of greenhouse gases for the risk of triggering catastrophic events, which are needed for conducting a dynamic cost-benefit analysis. We first analyze a simple model with a single threshold and then extend it to a planar system with correlated double thresholds with a joint probability distribution. the results can be applied for analyzing global climate change and ocean acidification risks, which are highlighted in a Nature article by Rockström et al. (2009).Essay IV: Lump-sum transfers as a means of tackling climate change are mainly perceived as a theoretical construct to achieve the first best Pareto optimum. The previous literature on lump-sum transfers normally focuses on the two polar cases: the absence of lump-sum transfers and perfect or unconstrained lump-sum transfers, leaving the middle way aside. In this paper, we attempt to explore the unmarked part by developing a model where transfer costs are explicitly taken into account. We show that whether the Pareto optimum characterized by the equalization of marginal abatement costs is attainable depends on the formation of transfer costs. When the marginal transfer cost is zero, the separability of equity and efficiency under perfect lump-sum transfers is kept. However, when the marginal transfer cost is positive, the optimum with equalization of marginal abatement costs is neither attainable, nor desirable. We also simulate a policy experiment in China to review the optimal abatement and transfer patterns between China's provinces within a framework of imperfect lump-sum transfers. The highlighted welfare gains is supportive of considering lump-sum transfers as a national climate change policy.
