  • Place-based policy objectives and the provision of public goods in depopulating areas: equality, adaptation, and economic sustainability

    • This paper aims to contribute to practice and research by discussing the potential of place-based policies in public goods provision in areas facing long-term population decline. In the paper, it is argued that local governments in shrinking communities ought to develop explicit and transparent local adaptation policies, but that such policies must be embedded in state goals of territorial equality and cohesion. It is also argued that these policy objectives must be integrated with local policy goals of economic sustainability. Four ideal types of place-based interventions are presented - structural interventions, financial interventions, interventions that enable place-based innovation, and interventions that specifically address human capital needs. In the paper, it is concluded that these interventions need to be designed to be mutually reinforcing, even if they are implemented by different actors at different levels of government and pursuing different policy goals. The paper draws on an extensive reading of the international literature on long-term population decline and on field studies conducted in a Swedish, Nordic, and to some extent Northern European context.

    • Depopulation and shrinkage are a common socio-spatial phenomenon in many Northern localities and are frequently accompanied by a stigmatization of the affected localities and their populations. This editorial introduces the special issue on depopulation and shrinkage in a Northern context that takes its point of departure from the Nordic Geographers Meeting 2022 on multiple geographies and its keynote lecture by Josefina Syssner on the question: What can geographers do for shrinking geographies? The special issue displays a range of contributions from Northern context that discuss and evaluate the heterogenous processes of shrinking localities from multiple perspectives within and beyond geography. Through broad, yet empirically detailed and multiscalar focused assessments it stresses that shrinkage as a phenomenon is a fundamental character of Nordic and other societies, which requires a rethinking and should be acknowledged as a 'natural' development trajectory in planning and development.

    • This thesis aims to deepen the understanding of entrepreneurship as an ideal and practice in local government administration. Organization, practices and the roles of civil servants in public administration are all grounded in certain ideals of what a modern public administration should look like. In order to capture the relationship between ideals and practices in local government administration, this introductory essay takes its point of departure in an institutional logic perspective.Entrepreneurial practices are well documented in a public administration context. Both civil servants and organizations can be more or less creative, alert and energetic, in other words more or less entrepreneurial. However, practices such as these are often understood to derive from the motives, driving forces and extraordinary characteristics of the specific actor. By contrast, this thesis aims to contribute to the literature on public administrative trends and reforms, by discussing entrepreneurship in terms of institutionalized ideals and patterns of action, i.e., institutional logics.The analysis is based on empirical studies of local development work in ten Swedish municipalities. The research design is grounded in an interpretative ethnographic approach and the development projects in each of the municipalities were closely followed for three years. Local development work is studied as a policy field where entrepreneurial ideals and practices are likely to arise, making it a suitable subject for studies that aim to deepen the theoretical understanding of entrepreneurship in a public administration context.The thesis demonstrates how an entrepreneurial logic is institutionalized in local government development work and embedded in governance and administrative practices as a natural consequence of certain contemporary reforms and trends in local policy and administration.Through ethnographic studies of local development work, the ideals and practices of the entrepreneurial logic are made visible. The entrepreneurial logic is contrasted to the still prevalent and institutionalized bureaucratic- rational administrative logic. These two logics are in many respects the logical opposite of one another and provide different answers to the question of which administrative practices are appropriate.The thesis makes three contributions to different theoretical discussions. First, the clarification of the entrepreneurial logic helps both researchers and practitioners make sense of and bring conceptual order to the messy practices of local development work.Second, the entrepreneurial logic expands the concept of entrepreneurship in a public sector context by viewing entrepreneurship as an institutional phenomenon rather than a phenomenon that represents a break from traditional institutions.Third, the entrepreneurial logic sheds light on institutionalized administrative ideals and practices that potentially imply major changes in public administration legitimacy, values and norms.

  • Opening the black box of participatory planning : A study of how planners handle citizens’ input

    • Citizen dialogues and other participatory practices are basically the norm in contemporary spatial planning. Nonetheless, what happens to citizen input after it has been collected – how it is handled and utilized by planners in the continuation of the planning process – has been described as a ‘black box’, where most stakeholders lack insight. The aim of this explorative study is to open this black box and examine how citizen input is handled by local planning professionals. This practice lacks a common language and form among the studied municipalities, but the analysis reveals that it takes the form of a ‘sorting process’ in which input is categorized, evaluated and structured in preparation for its integration into final plans. The paper outlines the basic logics and considerations that guide this sorting process, and distinguishes between two modes, which have been termed ‘inclusive’ and ‘selective’ sorting. These modes determine how input is categorized and assessed. The analysis indicates that multiple micro-decisions are made throughout the sorting process, and that these decisions influence the input that reaches formal decision-making bodies, and in what form. The results reveal the power exercised by municipal planning actors and how they affect the destiny of the received citizen input.

    • For parts of the sparsely populated areas, the trends of globalisation, urbanisation and deindustrialisation constitute difficult circumstances. Population decline, escalating dependency ratios, lack of human and financial resources, and diminishing commercial and public services form part of lived experience in many of these areas. This paper discusses what geographers can do for these territories. The paper suggests that geographers can aid in understanding and demonstrating (a) how resources have been distributed in space over time and (b) why patterns of resource distribution take the shape they do. Geographers can also illuminate (c) what it means to live, work, and operate in shrinking, rural territories. Geographers could also (d) make implicit geographical imaginations explicit, (e) elucidate how shrinkage is dealt with by various policy actors, and (f) point to alternative policy directions. The paper also suggests that geographers in the Nordic countries could enrich an international research field of studies of shrinkage by (g) providing case studies or comparative studies from a Nordic context.

    • This dissertation critically explores ideas about values of culture within the context of Malmö’s urban renewal (1990–2012). The story of Malmö’s development is typical of narratives about contemporary urban regeneration processes: Malmö is depicted as a crisis-ridden former industrial town which, through private and public efforts, is transformed into a dynamic urban centre within a knowledge-based, creative economy. This dissertation’s analytical framework focuses on how municipal texts and policy documents are imbricated in ideological meaning-production, particularly regarding the role of culture within the context of urban development. The analysis therefore approaches the field of cultural policy, where two complementary understandings of this field are utilized: the traditional, nominal sense, in which cultural affairs are explicitly addressed on the (local) state level; and a broadened sense, as an arena where implicit cultural policy-making happens via debates about the social and developmental value of culture. This holistic framework is developed through an analysis of rich empirical material (including texts and policy documents originating from both the explicit and implicit conceptualizations of cultural policy) emphasizing its role in the ideological meaning-production around Malmö’s redevelopment.The dissertation demonstrates that the ideas about values of culture within this context have not only been myriad, but have also been largely ambiguous. While some ideas took shape via consensus between different agents and political fields, other ideas were more contradictory, and instead expressed conflicting notions about what culture is, why it is valuable, and in which ways it might function as a resource in the city’s regeneration. This can be seen particularly in the shifting ways culture is characterized as valuable for both increased social welfare and for increased economic growth, which in the analysis is highlighted as part of wider-reaching patterns of ideological consensus as well as conflict within the urban regeneration process.

    • In this report, we draw several background pictures and discuss a number of scenarios around the challenges of the local government sector in Sweden. The ambition is to raise questions, but also to question certain accepted notions of the local government mission in Sweden. There are no easy answers on the challenges and consequences needed and there is a great need of more research in the field that both can stimulate with new angles and work as a relevant basis for decision-making. The report begins with a description of the demographic development that affects the sector from several important aspects such as investment needs, skills supply and revenue and cost development. Then there is a discussion on how the spread in conditions between local government organizations may affect equality and how these conditions can build a sustainable future local government structure.The sector has its own opportunities to meet future challenges through efficiencies. A lot of work is needed concerning management, governance and organization. The last chapter compiles several issues that requires further research.
