  • A journey into the new employment service landscape of responsibilisation: Towards de-personalisation of the caseworker-jobseeker relationship

    • The article analyses a new culture of responsibilisation implicated in a recent management reform in the Swedish Public Employment Service. Based on an interview study and organisational documents, it is shown that the reform entails a new form of responsibilisation of jobseekers as well as caseworkers. As jobseekers are expected to ‘carry their own case’ through the administrative job-search process, they are obliged to manage tasks that used to be in the caseworker's area of responsibility. Furthermore, caseworkers are expected to regulate themselves in new ways and change their mind-set according to new organisational values and behavioural norms, requiring a restraining of their availability to clients. It is argued that the employment agency is increasingly turned into the agency of the active and responsible jobseeker, which entails one further shift towards individual responsibility in Swedish labour market policy and one further step towards the breakup of a personal caseworker–jobseeker relationship.

  • A structural view on housing movements : Strategic lessons from a field of contention approach

    • In this article, we share strategic lessons from applying a ‘structural field of contention’ approach to a comparative study of housing struggles in Hungary and Romania since 1989. The aim is not to highlight details and specificities, but to show the benefits of looking beyond individual progressive movements in focus of most previous literature, instead capturing the ideological and structural complexity of housing contention, with different positions on the political spectrum, in an integrated way. With such analytical approach, we can grasp the broader field of relations where various answers to the same structural processes are generated and interact with each other in a dynamic way. In this way, a strategically informative view on how structural processes become politicized can be gained for both housing struggles and engaged research.

    • Urban gardening and gardens are increasingly recognized as a potential contributor to social and ecological sustainability in urban environments. Through their direct and indirect effects on the environment, on social inclusion, and on collective learning, they can be an important part of what the 2030 Agenda for Sustainable Development calls making “cities and human settlements inclusive, safe, resilient and sustainable”. A significant challenge in promoting urban gardening has been the multi-level, multi-sectoral and interactive process of their creation and maintenance. Like other areas of green infrastructure development, effective urban gardens planning requires cross-disciplinary and cross-sectoral collaboration between built environment professionals, public officials, ecologists, environmental scientists, horticulturalists, as well as different scales of institutional involvement from private and public sectors, NGOs, grassroots communities, central and local government (Sinnett et al. 2018). Previous research has noted that connecting such a multiplicity of actors in small-scale, conjunctural projects like local urban gardens and gardening initiatives tends to create new, flexible and highly interactive forms of institutional governance, where civic participation, bottom-up initiatives, collaborative planning and governance, and temporary/informal solutions play a larger role (e.g. Nikolaïdou et al. 2016, van der Jagdt et al. 2017, Rich et al. 2018). This complex, collaborative nature of urban gardening also constitutes its specific potential: it is a sphere of sustainability innovation where grassroots communities and complex multi-scalar, multi-sectoral institutional alliances are involved in creating new forms of social sustainability capacities. We propose this workshop to bring together sustainability and sociological approaches to urban gardening cases in different social contexts, in order to mobilize the capacity of social studies to better understand the social conditions of urban gardening, and the social aspects of the sustainability capacities they can create.

    • Sweden is known for its developed organized civil society with cooperative relationships between the state and civil society. However, less explored in previous research are the implicit norms and tacit knowledge governing associational life in Sweden, including the thresholds that such implicit norms may constitute for citizen groups who lack socialization into this civil society ethos. Based on ethnographic work in Swedish urban gardening associations, this article investigates the implications of implicit norms and taken-for-granted knowledge in urban gardening associations. By focusing on tacit organizational agreements performed as rituals, the analysis identifies the mechanisms of inclusion/exclusion at play in everyday organizational life, constraining the social inclusiveness of urban gardening associations in practice. In doing so, we simultaneously explore conditions for organizational harmony and rhythm in civic associations, showing that they mainly allow a structured and highly scripted space for improvisation.

    • The present thesis is a study of the Swedish Union of Tenants, an organisation with a long popular movement history, working in an ever-changing environment.The Swedish Union of Tenants is one of the major popular movements and has strongly influenced Swedish housing policy development including the 1978 reform concerning tenants’ right to negotiate rents collectively. Although it is a powerful organisation it is repeatedly exposed to external pressures for change on an issue it considers highly important including the 1978 reform. The purpose of the thesis is to generate knowledge concerning how an old popular movement organisation is affected by its external environment and how it reacts when traditions and institutions are exposed to contemporary pressures for change. The thesis investigates the Swedish Union of Tenants’ strategies for safeguarding the interests of its members as well as other tenants. Thre einstitutions within the framework of the organisation’s operations are examined in the thesis: the collective model of negotiations, tenant participation in decision making and the membership. The empirical materials primarily consist of internal organisational documents and interviews. The theoretical starting point has been institutional logics, organisational logics, logics of action and path dependency. The results portray how the complex operations of the organisation spur conflicts of interest whilst, at the same time, the operations mutually reinforce each other. Furthermore, the results demonstrate how the organisation’s operations interact with its environment to safeguard the interests of members and other tenants. Using my theoretical concepts, I have developed a model for the analysis of a complex organisation and the interactions within the organisation’s operational functions as well as with the external environment.

    • Aktivering är ett av vår tids modeord i välfärdspolitiska sammanhang. Arbetslösa kunde under en period delta i det arbetsmarknadspolitiska programmet Aktivitetsgarantin. Vissa unga personer med nedsatt arbetsförmåga mottar aktivitetsersättning medan arbetslösa varje månad ska aktivitetsrapportera till Arbetsförmedlingen för att kunna få ersättning från a-kassan eller Försäkringskassan. Aktivitetskravet har med andra ord skärpts alltmer i de offentligt finansierade trygghetssystemen. Samtidigt förändras rollen som offentlig tjänsteman eller välfärdsprofessionell när politiken byter inriktning. Det här temanumret riktar särskilt uppmärksamheten mot hur aktiveringspolitikens krav översätts i styrningen av de anställda i välfärdsbyråkratierna, vilket i sin tur kan få avgörande konsekvenser för deras klienter – de arbetslösa eller personer med nedsatt arbetsförmåga
