    • This paper examines the measurement of social welfare, poverty, and inequality, taking into account features that have been found to be important welfare determinants in behavioral economics. Most notably, we incorporate reference-dependence, loss aversion, and diminishing sensitivity—aspects emphasized in Prospect Theory—to social welfare measurement. We suggest a new notion of equivalent income, the income level with which the individual would be as well off, evaluated using a standard concave utility function, as he actually is, evaluated with a reference-dependent utility function. We examine the differences between standard poverty and inequality measures based on observed income and measures that are calculated based on equivalent income. These differences are illustrated using household-level panel data from Russia and Vietnam.

    • The object of this paper is to develop a framework in which the consequences of ignoring intra-household inequality in the measurement and decomposition of inequality and poverty can be assessed, and to apply this framework to a dataset from the Philippines. The conclusions are that while the measured levels of inequality and poverty could be subject to serious error (of the order of 30% or more), the patterns of inequality and poverty across key socio-economic groups are not affected dramatically. The decision on whether or not to undertake costly intra-household oriented surveys thus depends on whether the policy maker is more concerned with errors in the levels than with errors in the patterns of inequality and poverty.

    • If direct verficiation of low incomes on a case by case basis is too costly, then to some extent the allocation of a poverty alleviation budget will have to be directed towards broadly defined groups in the population. There is then a leakage of expenditure to those above the poverty line. The object of this paper is to formulate precisely the problem of optimal direction of a poverty alleviation budget towards thesee broadly defined groups, taking into account the leakages involved. using a recently suggested decomposable class of poverty indices the paper shows that the budgetary rules so derived have surprising and intricate features, and simple guidelines on budgetary stance towards a group, such a favoring disproportionately groups with greater poverty, turn out to be misleading.

  • Inequality, Poverty and Development : With an Application to Fiji

    • The object of this paper is to look at the relationship between equality, development and growth for a cross section of countries, and for Fiji, in particular. It is argued that there is no clear cross country relationship, despite the orthodox voew that inequality promotes saving and hence growth. In the particular case of Fiji, the quantitative magnitude of this linkeage is shown to be small. The paper also looks at the possible growth costs of a strategy of poverty eradication for Fiji. Some illustrative calculations are presented, which indicate that if 100 percent targeting were possible, and if poverty eradication were to be financed entirely out of taxation of the top six deciles, the growth rate would be reduced from its 3.2 percent per annum average over the past two decades to 3.09 percent per annum. If imperfect targeting leads to a 50 percent leakage, the poverty eradication would lead to a reduction of the growth rate to 2.97 percent. In the latter scenario, the tradeoff would be immediate poverty eradication versus an income shortfall, for the top six deciles, of under 5 percent at the end of twenty years. It should be emphasized, however, that these calculations are illustrative and preliminary, and do no more than support the need for careful further research.

    • This note analyses domainance relations between sequences of income distributions generated by income transition mechanisms. Necessary and sufficient conditions on these mechanisms are derived for a dominance relation to continue once established.
