    • Vid regeringsbildningar har flera länder ett system där det enligt så kallade investiturregler krävs en omröstning i parlamentet. I och med 1974 års regeringsform är detta fallet även i Sverige. I den jämförande analys av olika länder som genomförs i detta kapitel visar det sig att ett sådant system är känsligt för förändringar av partisystemet. En genomgång av alla statsministeromröstningar i Sverige visar också att dessa inte har påverkat regeringens sammansättning men däremot förlängt regeringsbildningsprocessen något. Finns det anledning att se över denna innovation i 1974 års regeringsform?

  • When Political Ethics Meets Political Practice : Dilemmas, Virtues & Vices in the Swedish Parliament

    • In this dissertation, I offer a novel perspective on what happens when political ethics meets political practice by exploring how Swedish parliamentarians reason about ethical dilemmas related to transparency, honesty, and compromise. Additionally, I study what parliamentarians consider to be the most challenging ethical dilemmas, the most important virtues, and the most problematic vices. Drawing on 74 in-depth scenario based interviews and using a multi-stage analytical framework, I empirically show how several under-theorized aspects of political dilemmas are critical to how parliamentarians’ reason about everyday political dilemmas.Transparency, often seen as a cornerstone of democratic accountability in the literature, is considered by parliamentarians in relation to how it affects their political independence, appearance, and judgment. Honesty, a virtue often mentioned by parliamentarians, is, I argue, more about avoiding lying than always speaking about everything that is true. Compromising, generally viewed favorably in the literature, was in practice challenged by the difficulties in upholding and properly communicating the theoretically crucial difference between making a compromise and finding consensus. In the chapters on virtues and vices, I show how a multi-theme and multilevel perspective illuminates the role of virtues and vices in politics overall and their influence on how parliamentarians reason about dilemmas.Theoretically, a key contribution lies in the introduction of powerlessness as a central aspect for understanding what political dilemmas are, who faces them, and how they are handled. Moreover, by synthesizing the results from the empirical chapters with previous literature, I show how three additional analytical categories are critical for understanding how politicians reason when they face political dilemmas: the ethical sphere in which the dilemma occurs, the optics of the action taken, and how they have demarcated their responsibility.These results inform the literature on political dilemmas, particularly those in the ‘dirty hands’ genre, by underlining previously under-theorized aspects of political dilemmas. The dissertation also makes a methodological contribution by introducing an empirical method that future studies can use to operationalize, explore, and analyze political dilemmas.

    • This chapter traces democracy in Sweden during the past decade and looks at factors that might conceivably make this democracy more vulnerable in the future. It assesses stability and change in Swedish democracy at the level of central institutions and the party system in view of the emergence of the right-wing anti-immigration Sweden Democrats party and the challenges this poses for Swedish political parties in general. In particular, the challenge of remaining representative in the face of competition by parties considered to be anti-democratic and developing workable interaction by crafting new political alliances. The chapter then goes on to assess Swedish democracy in the wider context of globalisation, digitalisation, increasing global inequality and the individualisation of political cultures, factors commonly explaining the backsliding of democracy by asking why Sweden, despite being highly sometimes uniquely exposed to these processes, does not show signs of weakening of its democracy.

    • From 1960 and onwards the Swedish tax system has gradually changed from mostly progressive to mostly proportional and heavily dependent on taxation on consumer goods. This dissertation aims to describe and explain the role of Social Democracy in this process by studying the forming and further development of the omsättningsskatt, later transformed to a proper value added tax mervärdesskatt (VAT), from an historical institutional perspective. Previous research has considered these taxes as mainly financing tools, linked to the building of the well-fare state. While taxes are crucial in the financing of public expenditure, I claim a more complex background to the consumer tax, thereby highlighting a neo-corporative income political setting, hitherto not paid attention to, between a Social Democratic Government and the Trade Union Confederation (LO).Empirically the dissertation covers a period from the late 1950:s up to 2006. Drawing on an extensive material, including protocols from the major decision-making bodies within the Social Democratic Party, I demonstrate how Social Democracy, in a constant interplay between the two power centres, Government and LO, has formed a tax structure closely aligned with LO income political goals of closing the gap between blue and white-collar workers. In the formative moment, LO agreed to restrain wages and was rewarded by targeted cuts in income tax, transfer payments and an extensive labour market policy, made possible by the new tax. In the years to come the resulting informal institutional structure was increasingly strained as tactical-strategical considerations tempted the Government to use the tax instruments for vote- and office-seeking purposes. Not without difficulties both parties, however, succeeded in upholding the informal institutional arrangements until 1986 when internal discontent within LO set forces in motion. Social Democratic tax policy, until now considered beneficial for trade union members, was rejected and in conjunction with an ideational paradigmatic shift towards supply-side economics, the institution was pushed towards a critical junction and a new institutional setting.The VAT-ties to LO were eventually cut, permitting the Government to align the VAT-policy with an overriding goal of office-seeking through alliance building. From 1991 and onwards a highly political- strategical VAT-policy has thus resulted not only in a differentiated VAT, but also in numerous tax cuts on minor items of symbolic importance to various political parties. The strategy has hollowed the tax revenues but proved successful in forging and upholding temporary political alliances in Parliament.The main empirical findings – the presence of a neo-corporatist income policy and the pursuing of a class-based tax policy – departs from earlier research and shed new light on what we call “The Swedish model”. The institutional conclusions are, however, in line with an historical institutional perspective stressing the importance of a formative moment, path dependency, ideas as agents of change and the theory of gradual institutional development, a theory that might benefit from further theorising in the interplay between formal and informal veto points.
