- In the early 1920's, Professor Axel Brusewitz established an extensive research project totrace the origin of the Swedish parliamentary system. The central thesis was that the parliamentary system had been established through a practice. Despite the fact that the project was active for more than fifty years, it was never completed. In this investigation the main question at issue of the project is resumed. The central thesis is that the parliamentary system was established as a result of Prime Minister Boström's extended use of governmental committees. Instead of recruiting the chiefs of the party-system to the government, Boström choose to place them in governmental committees. The new system provided the Prime Minister with two main advantages. Firstly, he was able to control the political agenda and improve the possibility of realising his own intentions. Secondly, hecould test the ground for parliamentary support in order to assess in advance the outcomeof a vote and thus avoid a possible defeat. Both these circumstances helped him in thefirst place to reduce the need of a parliamentary system. Despite a formally positive trendof events Prime Minister Boström lost control over the developed system. The composition of governmental committees was dependent on the same political elements as in the parliament.The dissertation concludes by discussing the significance of decision-making by committee to enhance a minority government's influence over the political agenda and to generate stability between government and parliament.
