- Med startpunkt i Kvinnofridspropositionen från 1997 undersöks i den här artikeln sex statliga propositioner utifrån ett intersektionellt perspektiv. I artikeln diskuteras hur mäns våld mot kvinnor i nära relationer framställs som problem, hur de våldsutsatta kvinnorna framställs och konstrueras samt hur dessa framställningar förhåller sig till lagstiftarens motiveringar till lagstadgat stöd till dessa kvinnor. Analysen fokuseras kring hur kategorier som klass, kön och etnicitet synliggörs i det studerade materialet och hur detta kan förstås i relation till det lagstiftade stöd som formuleras för kvinnorna. I artikeln framkommer att de våldsutsatta kvinnorna framförallt beskrivs som kvinnor. I en del av texterna lyfts grupper av kvinnor (utländska, äldre, missbrukande t ex) upp som särskilt stödbehövande. Det handlar dock inte om en förståelse av hur olika maktstrukturer påverkar kvinnornas utsatthet för våld och deras skilda erfarenheter av konsekvenserna av våldet. Framställningen av den våldsutsatta kvinnan som å ena sidan ”vem som helst” och å andra sidan ”den andra” bidrar sannolikt till att det stöd som formuleras riskerar att inte möta de reella behov av stöd som våldsutsatta kvinnor har.

- This article discusses the position of working parents in labour legislation and the protection that labour law offers to the employee in his or her capacity as parent. The article argues that the rules in labour law concerning employees’ parenthood, despite the fairly strongly formulated protection of their rights, in practice have a relatively weak normative position in working life and in labour law. The weakness of the rules on parenthood can be explained as a result of a normative conflict, or incoherence, affecting the judicial sphere, which means that deviating norms and values encroach on the rules about parenthood and weaken their position. The central aim of the article is to elucidate and analyse some aspects of this normative conflict.

- Kommunala riktlinjer har enligt tidigare forskning stort inflytande över beslutsfattandet i svenska kommuner i jämförelse med lagstiftning. I studien undersöks olika uppfattningar om vad som bör ges betydelse vid bedömning av bistånd till hyresskuld, enligt kommunala riktlinjker i Stockholms län. Konsekvenser av variationer i riktlinjerna diskuteras därefter i relation till Socialtjänstlagens (2001: 452) (SoL) innehåll, grundläggande rättssäkerhetskrav samt det i SoL underliggande kravet på flexibilitet vid utformning av insatser.

- This article presents a study of the contradiction between the rhetoric of return, stressing that rejected asylum seekers should leave the country, and the reality of how migrants end up as legally stranded, in Sweden. Through a qualitative analysis of; 25 decisions by the Swedish Migration Agency, an internal quality report about the legal application, and the documentation in two complete individual casefiles, the study reveals assessments of facts which, combined with legal interpretations, push people out in social and economic destitution, i.e. they become superfluous with no right to residency and no way to leave Sweden. This position, the article argues, is produced in routine decision-making at the Migration Agency through (1) a negligence with regard to the key issue of practical enforcement barriers, (2) a complex and far-reaching organization of non-responsibility, and (3) an incommensurable circle of suspicion throughout the asylum process towards people seeking refuge. These technologies, the article argues, are in stark contrast to the idea of general basic welfare for all residing in the welfare state, and they tell a broader story of the continuous production and reproduction of unequal access to fundamental welfare services.
