    • This article examines the intertwined circulation of multiple kinds of Nordic models. We seek to understand how modelization of the region occurred at multiple levels and in disparate fields, in other words how different aspects of Nordic policies and politics came to be understood as worthy of interest and at times of emulation. In doing so, we aim to contribute to the critical scholarship on the Nordic model concept, exploring how it has been changed and contested over time, the contexts in which it circulates and why it has generated interest. Methodologically, we use digital tools to analyse scholarly literature in different disciplines published between 1965 and 2019. In focusing on intellectual constructions of the Nordic model, we locate academia as a crucial field for the development of the Nordic model concept, but one that is in communication with and integrates typologies developed in other fields. Following a brief discussion of the model concept, we assess intensifications and critical junctures in the modelization of the Nordics through wordclouds. Second, we demonstrate the variety of such modelizations through case studies. Third, we conclude by pointing to the rhetorical and heuristic effects of such modelizations.

  • Historical justice through redress schemes? : The practice of interpreting the law and physical child abuse in Sweden

    • The Swedish redress scheme intended for victims of historical child abuse in out-of-home care compensated only 46% of claimants who sought economic compensation for past harms. This article explores the reasons behind this comparatively low validation rate by investigating a) how the eligibility criteria of the Redress Act were evaluated by the Redress Board; and b) the justifications and underlying values used when applications were rejected with reference to the fact that reported abuse was not deemed to be sufficiently severe according to past standards. Victim capital, which determines how vulnerable or credible a victim is perceived to be by others, as well as competence and narration, are essential aspects for this type of legal proceeding. The article demonstrates that the claimants had to traverse a complicated web of criteria to be awarded compensation. The outcomes for claimants were affected by how the past was conceptualized in this legal setting, what competences the victims themselves possessed, what competence and resources the administrative system offered, and the extent to which the decision-making process fragmented victims’ narratives.

    • Based on digital readings of all records from the Swedish parliament1867–2019, we examine how the concept ‘propaganda’ was used in the debates. To track the concept, we have extracted word window co-occurrences, bigrams, and keywords. Research on the history of propaganda in liberal democracies has emphasized that the meaning of the concept was open-ended before WWI. By 1945, it had been contaminated by authoritarian propaganda, and its negative connotations were cemented at least by the 1960s. Our analysis, however, shows that 'propaganda' was used mainly in a negative sense from 1867 to 2019. Nevertheless, it was also possible to use 'propaganda 'in a positive and neutral sense between the 1910s and 1980s. We suggest that a period of deideologization in Sweden post-WWII made it possible to use 'propaganda' as long as the issues were seen as non-controversial. The radicalization in the late-1960s meant that authorities and previously non-controversial issues became contested. To suggest one-directional 'propaganda' in order to implement what politicians had decided was in people's best interest became difficult int his context. In this new communication setting, 'information' was a more flexible term in contexts where ‘propaganda’ had previously been used in a neutral or positive sense.

  • '6 to 8 slices of bread' : Swedish health information campaigns in the 1970s

    • Swedish health information, conducted by the National Board of Health and Welfare in collaboration with private participants, expanded rapidly in the 1970s. This study examines a controversial bread campaign, which declared that the National Board, in collaboration with the private Bread Institute, wanted citizens to eat six to eight slices of bread every day. Why and how could such a seemingly unholy alliance come about? Contextualizing the collaborations with the industry, with a network governance approach, this article seeks the answers by investigating the organizational conditions behind the various campaigns. Different conflicting dilemmas influenced the campaigns and their outcomes. For example, the desire to maximize the dissemination of information, and at the same time controlling it, as well as the imbedded power dynamics between private and public sector. The result points to a shift from strong to weak interdependence between the government agency and collaborating parties, basically due to the agency's diminishing campaign resources, which opened up for a stronger commercialization of the bread campaign.

    • In the year 1900, Sweden probably had the oldest population in the contemporary world. It was also the first nation to implement a universal pension system in 1913. The universal character in early social legislation has certainly been decisive for the development of the Swedish welfare state. This alternative has not been self-evident. Why did the reforms turn universal, when the continental model, the Bismarck social security system, was exclusively directed at industrial workers? Research has concentrated on demographic factors and growing demands for social security, or on the fact that Sweden was still a predominantly rural society with about 2,400 local authorities. This article examines the development of social legislation in the light of local government expenditures and incomes, and suggests an overlooked possibility: the formulation of the first universal national social security reform was a redistributional response to uneven distribution of incomes and general expenditures among the rural districts in Sweden.

    • As a reaction to emerging regional imbalances, discussions regarding growth centre policy began in the Nordic countries during the latter part of the 1960s. At this time, a working group within EFTA provided a policy option based on international theories from urban and agglomeration economics. Within the actual growth centre policies in Norway, Sweden and Finland, central elements from the EFTA concept related to the scale of the centres were however not adopted. Instead, growth centres were located to places which had a smaller population than the 30 000 inhabitants recommended by the EFTA concept. This outcome was related to the fact that the EFTA concept was adapted to the existing regional policy institutions. As these institutions were egalitarian and redistributive in character, the Nordic growth centre policies favoured a more dispersed settlement structure than suggested by the EFTA concept.

    • A remarkable reform in modern Swedish political history was the transformation of the local government structure between 1952 and 1974. In a mere 22 years, the number of municipalities was reduced from 2,498 to 277. This study aims to answer how such large-scale reforms could come about politically, particularly since much of the literature on institutions and political reform asserts that carrying out large-scale political change should be a difficult task. Two opposing stories of institutional change are presented: evolutionary accounts, which see the amalgamations as rational adaptations to changing circumstances, are contrasted with a social conflict perspective, which explains amalgamations in terms of their distributional consequences. By investigating the processes leading up to this vast restructuring of Swedish local political geography, we demonstrate that an understanding of these reforms as rational adaptations to changing circumstances, made on the basis of consensus among leading political actors, is not accurate. The reforms were not as uncontroversial and non-conflictual as they often have been portrayed. Our results weaken the evolutionary approach to institutional change, whilst supporting the social conflict perspective.

  • ARISTOCRATIC WEALTH AND INEQUALITY IN A CHANGING SOCIETY: SWEDEN, 1750–1900

    • The role of the European nobility and their ability to retain their political and economic power are part of the debate on the modernization of Europe’s economy. This paper contributes to the literature by exploring the wealth of the Swedish nobility as the country evolved from an agrarian to an industrial economy. We use a sample of 200+ probate inventories of nobles for each of the benchmark years 1750, 1800, 1850 and 1900. We show that the nobility, less than 0.5 per cent of the population, was markedly dominant in 1750: the average noble was 60 times richer than the average person, and the nobles held 29 per cent of all private wealth. 90 per cent of the nobles were richer than the average person. By 1900 the advantage of the nobles’ wealth had declined; the group held only 5 per cent of total private wealth. At the same time, stratification within the nobility had increased dramatically. One group of super-rich Swedish nobles, often large land owners from the high nobility, possessed the biggest fortunes, but a large minority of nobles were no richer than the average Swede.
