  • Perceived Contribution of Indicator Systems to Sustainable Development in Developing Countries

    • The contribution of indicators and indicator systems to sustainable development is discussed controversially – from positive and limited to negative impacts. Yet, the perception of the potential and risks of sustainability indicator systems influences the success of their implementation. In view of this correlation and the existing research gaps, we investigate the perceived contribution of indicator systems to sustainable development in five Asian cities of developing countries. Thirty interviews with local key actors have been held and a Qualitative Content Analysis has been conducted, drawing on the interview material. Results include a typology of positive and negative contributions based on the type of indicator systems' use, as well as a quantitative description of the level of awareness of different actors. Perceived positive and negative contributions are discussed considering the actors' functions, experiences and cities. The research shows that developers of sustainability indicator systems and scholars have the most awareness concerning risks whereas users and potential users are lacking this, and it portrays future implementation requirements.

    • The research project MAMMUT explores synergies between the processes of urbanization and sustainable development. In a pilot study, we tested the assumption that the concept of situations of opportunity can define the project's unit of analysis. We applied MAMMUT's conceptual framework to the Stockholm Underground, identified that situation's formative moment (1941, when main decisions were taken) and analysed its prehistory and factual outcome. To illustrate its field of options, a counterfactual highway and roads scenario was developed. For outcome and scenario, we outlined the resulting urban structure, the institutions of development and operation and the households' ways of life, and assessed environmental impacts. The situation concept was found to be useful for identifying and analysing synergies between urbanization and sustainable development. It needs to be further developed to study the relationships between its four disciplinary aspects. Applying it to futurological studies calls for methodological development including scenario techniques and backcasting.

  • Planning for sustainable development: a paradigm shift towards a process-based approach

    • Prevailing approaches of planning and strategy making, which traditionally deal with the states of systems in terms of fixed goals, fail to acknowledge the process nature of sustainable development. Using a system dynamics approach and relying on the concept of viability loops, the paper aims to illustrate a practical implementation of sustainable development with an urban water system as an example. It argues that planning for sustainable development should be 'process-based' - rather than 'fixed-goal'-oriented. Unlike the traditional approaches of strategy making to set fixed goals related to either supply-side and/or demand-side management, it is argued that triggering a social learning process with full involvement of all stakeholders and planners in the process would be the most suitable strategy for sustainable development. To this end, backcasting is recommended as a suitable tool and the process of model building is regarded as a means of learning rather than forecasting.     • The accomplishment of sustainable development goals has become a global initiative to encourage renewable energy, reduce wasteful energy consumption and increase investment in energy efficiency projects. The number of publications devoted to sustainable development, environmental protection and green investments is growing exponentially. Firstly, this study is committed to provide a comprehensive overview of research literature on enterprise development in decades-long, focusing on the sustainable development and business environment field. Secondly, it seeks to elaborate the most comprehensive structural model examining the multilateral and facilitative role of internal and external business environment changes in the relationship between sustainable development and enterprise development. A bibliometric analysis via VOSviewer was applied to detect and visualize the research trends and display the research status of enterprise development under the changes in the business environment and sustainable development. A confirmatory factor analysis and structural equation modeling were performed to develop, implement and verify a conceptual structural model examining the multilateral and facilitative role of internal and external business environment changes in the relationship between sustainable development and enterprise development. Mapping bibliographic data based on co-citation, co-occurrence, bibliographic coupling, and network and content analysis showed that generally, researchers had made significant efforts to investigate different links that arise between enterprises development, sustainable development, and business environment separately in different combinations. Structural equation modeling showed that the argument that sustainable development directly causes enterprise development is disputable since sustainable development focuses on changes in the internal and external business environment that eventually influence enterprise development, which in turn leads to a further new shift in the external environment.

    • There is a growing understanding of the potential of spatial planning to constitute a co-ordinating arena for sustainable development, and planning processes are expected to merge all dimensions of sustainability. Since the concrete manifestation of spatial planning takes place at a micro level, it all boils down to the need for bringing together stakeholders at municipal level in a well functioning planning processes. Alongside this viewpoint, there is also an increasing awareness of the need for a decentralization of such processes, bringing them closer to the grassroots. Communicative planning is a planning ideal and a theoretical stream that has developed from this new paradigm. It is based on citizen participation as a win-win situation, where the planning process builds a social sustainability, in turn enhancing the likelihood of the process to be successful. However, global and national visions of sustainability and local implementation are in many ways separate from one another. Bringing it further, to the individual level, the gaps are even wider. These gaps make the daily job for the planner increasingly complex and difficult. This article aims to contribute to understanding the characters of these gaps by describing them as four threats. The discussion is purely theoretical and based on the eight proposals of Goodin and Dryzek (2006) on possible pathways from micro-level deliberation towards the macro political system. However, the seed of the discussion is based on the authors' joint experiences from a number of evaluations of planning processes carried out in a Swedish context.

    • The possibilities of integrating the functions of quality and environmental auditors are explored. The various standards for quality and environmental management systems are presented and the different requiremens they place on an audtior are summarized. The effects of the integration of the auditor function are considered. It is noted that an integration of these management systems and an integration of the auditor function would be most feasibel in small- and medium-sized companies with limited sizes and resources. The integration could cause some conflicts, but these could be overcome by a strong commitment form the auditor and strong support from company management.

    • Governments and civil society are increasingly aware that the decarbonization of energy systems needs to be aligned with justice principles of recognition, distribution, and process. This paper establishes a conceptual linkage between “sustainable development”, “low-carbon energy transitions” and “energy justice” and examines social priorities to address peoples' competing priorities associated with low-carbon energy interventions. By analyzing a renewable energy project in Vietnam as a case study, the paper shows that linking social priorities to energy justice provides a useful contribution for energy policy makers toward a better understanding of the multidimensional and complex aspects of low-carbon energy transitions, and how different segments of society prioritize and perceive them for the achievement of socially just energy decisions.
