    • This article introduces a theoretical and analytical framework for discussing regional development and regional advantage with reference to a regional innovation system strategy. It uses the differentiated knowledge base approach to transcend the traditional codified-tacit dichotomy of knowledge, and for providing a trans-sectoral understanding of economic activities. Different regional innovation systems are presented and described. The discussion of various types of regional innovation systems is contextualized using a variety of capitalist perspectives. The article concludes by discussing the question if regional innovation systems can exist.

  • Designing for social inclusion of immigrant women : The case of TeaTime

    • We present our design of a digital service supporting social inclusion among immigrant women in an ethnically and socially diverse neighbourhood of a small Finnish town. The aim is to explore experiences and perceptions as well as potential barriers and challenges for using the web-based service. The case study is framed as design research having a strong user-centred design approach. We describe the design process and present the results of a mixed-method evaluation. The results are scrutinized from the perspectives of experience design. The analysis reveals a potential to facilitate social inclusion through the fulfilment of needs related to relatedness, autonomy, competence, pleasure and stimulations as well as popularity. However, some challenges in the interface design and communication of the security and purpose of the site were identified in the study. Significant differences were also found between immigrant women and local people regarding the need for this digital service.

    • The gap between what is known about climate change and the action taken to prevent it has instigated debates around how to reconfigure global environmental assessment organizations to better inform and foster transformative change. One recurring request involves the need for a broader and better inclusion of social scientific knowledge. However, despite such intentions, the inclusion of social scientific research remains limited. How can this be explained? Through a detailed analysis of the IPCC special report on limiting global warming to 1.5 degrees, this article reveals how the institutional conditions of global environmental assessments condition and shape what knowledge is included in these assessments, as well as how this knowledge is represented. It discusses how and why the understanding of social processes and structures remains underdeveloped, despite such knowledge being critical for transformative change. To integrate such knowledge into environmental assessments would require substantial changes to the current epistemic infrastructure used by global environmental assessments. It is therefore time to think beyond global environmental assessments and consider complementary institutional science–policy relations through which social scientific research can assist policy actions to promote deep transformative change.

    • A historical overview of European science and technology suggests the existence of two parallel trends: those of nationalization and de-nationalization. Since the Enlightenment, besides the modernist universalist perspective on science we find nationalist pressures pushing the idea of socially constructed technology, thus generating scientific results determined by national (cultural) factors. Nationalization and de-nationalization thrive together in certain circumstances--for instance, in disciplines such as geology, meteorology, botany or even physics and chemistry. The entry into the scene of commercial interests gives rise to national interests, in turn hampering efficiency and progress from the scientific perspective. Through national research policies these differential development patterns have tended to create an often unnecessary conflict between basic and applied research. The EU RTD framework has still to resolve these contradictions.

    • In this paper, we trace how ‘social procurement’ (SP) translates from policy to practice. Launched as a driver of social innovation and sustainability, SP offers a novel way of strengthening the implementation of active labor market policies locally. Policy tools are not neutral instruments, however; they shape the substance of policy in decisive ways. That is, how tools are used determines what the policy ‘becomes’. Building on a qualitative case study, the analysis shows how local translations enabled new roles, approaches and purchasing practices, and how the practice of purchasing ‘social goods’ largely became a practice of providing competence to private enterprises. The implications of such a shift for local work on active labor market policies, as well as broader implications of attempts to use procurement to attain social sustainability, need to be further explored in future research.

    • Martin’s home base was Scandinavia, but he felt equally at home when, as guest lecturer or conference speaker, he journeyed from the Baltic Sea to the River Plate, from the Bosporus to the coast of New England. He participated in research projects under the auspices of or funded by UNESCO, the EU Framework Programmes, the Nordic Council’s research programme NordForsk, and the Swedish Council for Planning and Co-ordination of Research. A prolific writer, he published works on identity, urban and rural development, cultural encounters, industrial democracy, research policy, the threatening dismantling of the welfare state, and social inclusion and exclusion.

    • Seven years ago the Swedish government launched a Regional Reform Programme with the aim of establishing a new intermediate level of governance alongside the national level and that of the local municipality. The conditions for achieving constructive institutionalization differ considerably in Skåne and Västra Götaland, the two regions participating in the pilot programme. However, the level of citizen participation (i.e. voter turnout in regional elections) in the two regions does not differ--in both regions, citizens have demonstrated tremendous indifference towards the new fora. One reason for this could be that the reform has to a very large degree been built on traditional political structures, which in turn have suffered a loss of credibility in the past decades. There might, however, also be reason to question the often presupposed link between a region's degree of socio-cultural consolidation and its acceptance as a vital and meaningful political entity.

    • The social sciences have undergone profound changes. The causes of these changes are many, and in this article we discuss the most important ones. First, we discuss the shift to a situation where the American tradition is the norm and European and national traditions are vanishing. Secondly, we discuss the shift from a focus on the empirical context to a pure internal research focus. These and other changes cause dramatic effects for the social sciences. In our article we analyze these effects on the topics, results, methods and values of the social sciences. We especially focus on the career system and the PhD education. Our conclusion is that changes implemented to gain higher quality have instead caused decreasing quality to a point where the social sciences as a whole are at risk.

    • The transition from a fossil fuel-based energy system to a renewable one has emerged as a priority for many governments. This, in turn, has facilitated a rapid increase in renewable energy investments. However, this development raises important questions about the sustainability of energy governance when it comes to access and control of energy, public participation and transparency. In this article, decentralized renewable energy production is presented as one of the pathways towards more participation in sustainable energy development. Community renewable energy projects help to enable communities to act as citizens, rather than consumers. In this article, we aim to understand the interactions between community renewable energy transition and collective practices of citizenship. We investigate collective practices in energy development within the ecological citizenship framework by addressing the extent to which each community’s energy project displays the characteristics of ecological citizenship, in terms of how their collectivity is organized, articulated and shaped the future goals and vision. Based on the empirical data collected in Feldheim (Germany) and Samsø (Denmark), we find out that when collectivity is embedded in community renewable energy development, it resonates with the particularities of communitarian ecological citizenship that has a local focus rather than a political focus, and primarily prioritizes the cohesiveness and interests of the community (i.e. economic development) rather than the global commitment to sustainability discourses (i.e. climate change). This article also raises questions about the importance of intentionality in bringing about ecological outcomes of renewable energy transitions.
