    • Value is a key concept in public service logic. However, exactly what the concept of value brings to public services, where the value of a service cannot be linked to a cost or a payment, has not received much attention. In this article, examples are shown of how value is expressed empirically by a corpus based on interviews with various stakeholders in a municipal service context. The study presents the value concept as a thick concept, and as a way of approaching user-orientation, but only if several value perspectives and timeframes are included, and if the user’s perspective (not user-perspective) is highlighted.

    • This article contributes to debates on public sector innovation by empirically analysing and conceptually unpacking organizational resistance. It is based on research following the attempts to launch a particular public sector innovation, Social Impact Bonds (SIB), in Swedish local government. Drawing on the literature on productive resistance, the analysis shows how a range of different actors, from consultants and investors to local civil servants, are entangled in interactions, negotiations and new organizational settings. The study concludes that SIB, beyond dichotomies, such as resistance/compliance, is continuously circumscribed, widened, reformulated and reassembled to grow the potential market and increase the local applicability.

    • The effects of NPM have been criticized for decades and we are now seeing how alternative, post-NPM, governance innovations emerge. What joins these innovations is the critique against NPM and the ambition to provide new ways of governing public organizations. From a critical stance, we engage in a discussion of governance innovations from the perspective of social imaginaries and analyse post-NPM from dystopian and utopian viewpoints. We argue that the main legitimacy for post-NPM lies in it demonizing NPM, whereas a more fruitful way forward would entail incorporating elements of NPM to create a holistic governance model for the future.

    • Public sector organizations are large buyers and in previous research public sector has been regarded to be able to affect the market through demand driven innovation, especially if different public sector entities collaborate with each other. However, what this study shows is that it is not necessary to be big or to collaborate in order to make an impact on the market, even smaller local authorities have the ability to affect. In fact it could even be an advantage to be small. The important factor is to think strategically about purchasing and to have knowledge about the market.

    • Public sector services are complex in relation to many private sector services. For example, public sector services contain non-voluntary service interaction. This area of practice has not been extensively researched to date. In this article, we explore and discuss service interaction in public non-voluntary services targeting children, in order to understand what elements go into value co-creation. We use a conceptual model of value co-creation in service developed by Christian Grönroos, and propose elaborations of the model to better reflect the complexities of public sector services.

    • Public Procurement for Innovation (PPI) requires multiple roles from the public administration according to the problem-solution space, delineated by the level of consensus around the definition of the needs of the contracting authority and the potential solutions to address them. Each role involves a distinct mix of capabilities, which we categorize as ordinary (i.e. doing things right), dynamic (i.e. doing the right things) and functional (i.e. addressing functional challenges). Following a Mutual Learning Exercise with procurement officials of 15 European countries, we identify 45 capabilities for contracting authorities to embrace the different facets of PPI as a transformative policy instrument.
