    • This article discusses practices, opportunities, and challenges in local e-government project management by means of a case study involving interviews, document studies, and an element of action research, over eight months. The analysis against e-government success factors finds seven "critical issues"; political timing, resource allocation, political mandate, distinction between administrative and political responsibilities, coordination of departments, dependence on providers, and use of standards. We found these issues open for local choice, influences of strong individuals and groups, and chance. This is a consequence of the prevailing strategic model for the public sector, New Public Management, which leaves these issues to be filled by negotiations among many actors with different roles, goals, and action space. The general lesson is that there is a need for practical ways of acting strategically to reduce the risk level and increase the ability to implement policy.

    • Action research is widespread in many of the background disciplines that underpin the e-Government field andis beginning to take root as a legitimate e-Government research method. Canonical Action Research (CAR)is the most widely used form of action research; however it relies on premises that can be problematic in thee-Government context. This article details some of those underlying assumptions, and shows the difficulties that result when applied to a relatively typical e-Government case study: the implementation of an advanced email system in Danish public administration. The empirical experience calls many of the standard premises into question, and these are categorised. The authors summarize the resulting experience as nine challenges for action researchers working in the e-Government field, and investigate some possible responses.

  • Accountability for Digital Dreamers : Patterns of Failed Digitalization Initiatives

    • To contribute to digitalization and accountability research, this study adopted a pattern arising from failure due to weak accountability that was initially identified in Great Britain. This was done to investigate if the pattern reappeared in digitalization initiatives at the Swedish municipal level. Attempting to answer this, the present study structured a survey sent to every municipality in Sweden, resulting in a response rate of 40.4%. It was not possible to statistically claim that the pattern repeated itself in the chosen context, making this study’s main contribution to stress that there might be a pattern as an effect due to weak accountability, without any knowledge of how this pattern presents itself.

    • The idea of eGovernment is moving rapidly within supra-national and national and local institutions. At every level leaders are interpreting the idea, attempting to grasp either the next step or indeed the very essence of the idea itself. This article outlines a diagnostic framework, resting on three different dimensions; translation, interpretative frames and sensemaking, to create knowledge about the translation processes and by doing so, emphasize enactment rather than vision. The diagnostic framework is then empirically examined to explore its possible contribution to the understanding of the complexity of leader’s translating and mediating the idea of eGovernment in their local context. In conclusion it is noted that the diagnostic framework reveals logic of appropriateness between local mediators, eGovernment, different areas of interest and appropriate organizational practices.

  • State of the art in e-Gov research : surveying conference publications

    • This article assesses the maturity of the e-government (e-gov) field by examining the nature of 170 papers published at three major e-gov conferences using a straightforward maturity model. Papers were examined mainly for rigor but, to some extent, also for relevance. It was found that theory generation and theory testing are not frequent, while case stories (no theory, no structured data collection) and product descriptions (no analysis or test) are. Also, claims beyond what is reasonable, given the method used, are frequent. As for relevance, only a few of the cases where theories are either tested or generated concern the role and nature of government and governance; most concern general organizational issues that could well find a place within traditional IS conferences. On the positive side, involvement of various pertinent disciplines appears relevant, and global outreach goes far beyond the Atlantic shores. It is concluded that e-gov conferences need to address quality criteria, both rigor- and relevance-oriented, if e-gov is to develop into a mature research field.

  • Secure e-government services : A comparative analysis of e-government maturity models for the developing regions - The need for security services

    • E-Government offers many benefits to government agencies, citizens and the business community. However, e-Government services are prone to current and emerging security challenges posing potential threats to critical information assets. Securing it appears to be a major challenge facing governments globally. Based on the international security standards - the paper thoroughly investigates and analyzes eleven e-government maturity models (eGMMs) for security services. Further, it attempts to establish a common frame of reference for eGMM critical stages. The study utilizes the Soft Systems Methodology (SSM) of scientific inquiry/ learning cycle adopted from Checkland and Scholes. The findings show that security services (technical and non-technical) are lacking in eGMMs - implying that eGMMs were designed to measure more quantity of offered e-government services than the quality of security services. Therefore, as a step towards achieving secure e-government services the paper proposes a common frame of reference for eGMM with five critical stages. These stages will later be extended to include the required security services.

  • A Systematic Literature Review on the Use of Games for Attitude Change : Searching for Factors Influencing Civil Servants' Attitudes

    • Governments are increasingly using games for civic engagement, decision making, and education. Serious gaming is a type of game that has often been advocated as a means for changing the attitude of its players and can be used for changing the attitude of civil servants. However, the relationship between games and attitude change in civil servants remains unexplored. This paper aims at identifying factors leading to attitude change of civil servants. As hardly any paper is focused on civil servants' attitude change through games, the authors broaden their research to attitude change through games in general. Out of 483 documents, 19 reference papers were analyzed in detail. Eighty-one games were found, and more than 13 different theories were identified containing 30 different influencing factors, which were found mostly to be unrelated and context-dependent. The conceptual dispersion between studies indicates that the resulting overview of factors is a first step towards creating a uniform theory. The results can help governments to design better games.

    • There exists a vast amount of different texts (policy documents, guidelines, action plans etc.) with the aim of stipulating the road forward for digitalisation of public sector, and an often used rationale for digitalisation is that the use of digitalised services will stimulate efficiency, reduce costs and at the same time enhance service quality. This is also often coupled with the idea that guarantee of success can be found participatory practices. This paper aims to disclose some of the underpinnings to the above logic by a closer analysis of 'the who, the why and how' of involving participators in digitalization of public sector. This paper uses a combination of discourse analysis and a Bourdieuan inspired use of the concept of epistemic cultures as an analytical framework to disentangle the notion of a participatory eGovernment development. The empirical case is a text analysis of a national action plan for digitalisation and the results of the analysis unfold two interesting notions; 1) three conflicting notions of for whom, why and how this is done, and 2) the consequences of conflicting epistemic cultures for practitioners to solve in the everyday practice when customer-oriented market logics are naively linked with democratically oriented inclusive participatory decision processes; two not so easily combined ideologies.     • The article aims to investigate how key e-Governance dimensions related to openness, such as transparency and accountability, which are a necessary condition for reaching a high maturity of e-Government, may not be sufficient for open government. For this purpose, an interpretative framework to identify country attitudes towards Open Government is proposed and it is applied to two cases drawn from different legal, cultural and organisational backgrounds. Among the key findings of the article, the ‘attitudes mapping’ resulting from the application of the interpretative framework to the case studies points out the key role of different governance traditions in the path towards open government.
