    • From Jim March we learned that organizational intelligence demands adaptation to the needs of a distant future as well as the efficient use of resources in the present. Commitment to new ideas that deviate from norm is necessary for long-term adaptation, but comes with great uncertainty as to if when or how success will come. This article uses a historical study of military aircraft manufacturer Saab to explore the transition from experimenting with physical models and dangerous test flights in the development of rather simple aircraft systems, to the development of complex integrated aircraft systems using virtual models that can be tested in a simulated world, thereby postponing choice and the need for commitment of resources in the physical world. We show how modeling techniques and tools were developed over five generations of aircraft to help developers represent and evaluate alternative ideas, in an increasingly realistic virtual reality, thereby reducing material and fatal consequences in aircraft development. We distinguish hybrid forms of evaluation and a transition that seems to be moving in the direction of “virtual online evaluation,” where empirically informed simulation models, based on real flight data reduces the fidelity gap between reality and representation. Drawing upon a selection of Jim March’s writings, we speculate what this transition implies for learning from experience and the possibility of foolishness without consequence.

  • Catch-up dynamics in early industry lifecycle stages - A typology and comparative case studies in four clean-tech industries

    • The literature on catch-up cycles has not yet systematically conceptualized how catch-up dynamics differ between the various industries that are emerging in the green techno-economic paradigm. We address this gap by connecting catch-up cycle theory with an industry typology from global innovation systems (GISs) literature, which distinguishes four generic industry types with footloose, spatially sticky, market-, and production-anchored innovation system characteristics. Catch-up patterns in early industry lifecycle stages are expected to systematically differ between these four industry types. This assumption is explored based on a comparative case study of the solar photovoltaics, wind power, solar water heaters, and membrane bioreactors industries, each of which exemplifies one of the four generic GIS configurations. We find that the speed and disruptiveness of early leadership changes differ significantly between the four industries, and that the effectiveness of capability upgrading strategies and catching-up policies are contingent on the innovation and valuation characteristics of each industry's underlying GIS type.

    • The literature on the catching up of latecomer countries has pointed at windows of opportunity as a precondition for catching up. Previous research has however failed to illuminate the determining factors affecting the number of firms benefitting from windows of opportunity. The current article addresses this gap by combining insights on the nature of knowledge spillovers with sectoral characteristics. This perspective is applied empirically by analyzing the number of firms benefitting from a ‘green’ window of opportunity in the Chinese biomass power plant industry, specifically related to changes in the institutional framework conditions in the form of a feed-in tariff and specified targets for renewable energy. The article finds that while a single Chinese firm constituted the initial phase of the catch-up cycle, domestic knowledge spillovers allowed a larger number of Chinese firms to benefit from the window of opportunity in the later stage of the catch-up cycle. The article points at the importance of combining sectoral characteristics with the degree of domestic knowledge spillovers as key determinants for the number of firms profiting from windows of opportunity.

    • The article examines Janos Kornai's influential argument that soft budget constraints impede innovation, and finds that under certain conditions, they may promote it instead. Kornai's concept is derived from his analysis of socialism. In capitalism, soft budget constraints can promote innovation if competition is enforced and finance is well regulated. This argument is developed using the same Schumpeterian foundation as Kornai, illustrated empirically with the case of innovation in post-war Japan. Implications are relevant for innovation and industrial policy in general.

    • From the sectoral systems of innovation perspective, the windows of opportunity (hereafter referred to as WoOs) for industrial latecomers to catch-up could be opened up through abrupt changes in the technological, market, and institutional dimensions. Existing literature discusses different dimensional changes in isolation. Nevertheless, for green industries, the systemic interplay of these dimensions is of key importance; yet few studies have probed into this. These limitations in the literature are largely rooted in the lack of novel methods to detect and specify these abrupt changes, especially in a quantitative way. This paper, therefore, proposes a framework combining natural language processing methods with experts’ knowledge to detect these abrupt changes—named turbulences—by using multi-source heterogeneous data, in order to better identify the co-occurrences and interactions of turbulences across the technological, market, and institutional dimensions that have a high probability to open up WoOs. We apply this framework to analyze China’s hydropower sector as a case study. The hydropower sector is considered a “green” energy sector, in which China, as this study finds, has recently gained technological leadership. By analyzing the interactions between these multiple dimensions of WoOs, we discover that institutional turbulences proactively intertwine with other turbulences, and collectively form Green WoOs for the successful catch-up of China’s hydropower sector.
