- In this short paper, we present glimpses from an interdisciplinary research and development project aimed at enhancing local democracy by developing ICT support for the consultation process around the comprehensive plan of a municipality. For the participating researchers, the project offered the opportunity of combining and comparing approaches and methods from two different design traditions that share democratic ideals and ambitions of nurturing citizen/user participation in design processes. This proved to be more challenging than we had originally anticipated. Differences in perspective gave different interpretations of the design context as well as of how participatory the processes actually were.

- Some results from the research project "Gender perspective on Strategic Planning" are presented. Planners way to work in practise indicate two approaches: Rational versus communicative planning. The approaches reflect the methods used. Uncertainness around the meaning of the concepts equal opportunity, gender and public interest as well as the role and content of strategic planning makes the integration of gender into strategic planning difficult.

- This report is the third and last working report in a research project with its overall aim to investigate how a gender perspective in strategic planning is expressed, or what it could be. Compulsory strategic planning at the level of the Swedish municipality has been in focus. Empirical data have been collected from practise through a questionnaire to all Swedish municipalities, the analysis of about 20 planning documents together with structured interviews with 20 planners engaged in the topic. In this report the planners view on how the concept gender equality can be realised in planning is thoroughly presented. Different tools, which were developed or asked for, are described and analysed. Furthermore special training programme in gender equality for planners is discussed as well as using alternative ways through study circles and the like to give the planning process another direction. The compilation of collected material takes the shape of a discourse analysis of prevailing planning practises which in turn is developed into a tentative counter discourse. This counter discourse is based on a discussion on how to merge feminist theory and planning theory. A central issue is how the hierarchical relation between strategic planning and detailed planning can be avoided through the use of an everyday life perspective.

- Due to ongoing modifications of the Swedish Planning and Building Law, the development of gender equality in the law and its preparatory work is examined. Central in the actual law is the overall aim to promote a society of equality. In the preparatory work of the law, however, gender equality is discussed at several places where strategic planning as the main arena for considering gender equality is emphasized. In later modifications of the law, ideas about gender equality as well as a social/human perspective have disappeared and are gradually replaced by phrases regarding the environment and sustainability.
