Katastrofriskreducering är ett växande område, såväl politiskt som inom forskning och utbildning. Det handlar om att förstå de samhällsprocesser som skapar risk för katastrofer och som påverkar villkoren för organisationer och individer att hantera dem. Denna kunskap kan bidra till att minska exponering och sårbarhet för människor, egendom och miljö och utveckla samhällens, organisationers och enskildas förmåga att reducera risker och hantera katastrofers konsekvenser, vad som på senare tid kallas resiliens. Det här är en bok som vänder sig till såväl studenter och forskare som praktiskt verksamma beslutsfattare inom krisberedskap, humanitära insatser och riskhantering på myndigheter, i kommunal verksamhet och i icke-statliga organisationer.

  • Core values and the expeditionary mindset : armed forces in metamorphosis

    • There is quite some consensus that today’s international security environment has substantially changed following the end of the Cold War in 1989/90 and that this requires the transformation of modern armed forces from conventional ones to something else. This ‘something else’ may indeed be an expeditionary military. The military metamorphosis that is needed seems to be nothing less than a substantial overhaul of the armed forces in various dimensions. One obvious dimension is organizational structure. The second dimension is technology and especially armament technology where weapons and equipment need to be adapted to present-day conflict and combat challenges including a shift in focus of procurement policies. The third dimension rests with the assumption that the given, current security political landscape necessitates a change not only in the military’s organizational format and technological posture, but also in mindset. Changing the conventional military mindset towards one that is focused on expeditionary operations calls into question how such a transformation will influence the core values of the military. The fourth and final dimension is educating and training the soldiers because expeditionary operations call for additional skills and expertise compared to those required for a Cold War military mission.The contributions to this book focus on the mindset and the core values of an expeditionary military and take different avenues to approach these themes. At times, they also reach out into the other dimensions. The book is divided into two parts. The first part covers concepts and conceptual approaches, while the second part contains contributions that basically carry case-study character. The contributors belong to a wide range of academic disciplines, which allows for different avenues and perspectives on our topic, thus enriching our knowledge of the problems involved. The book is of great interest and relevance to academia, military practitioners and political decision-makers.

  • The Path to Job Satisfaction : Applying the Theory of Purposeful Behavior to Military Conditions

    • The aim of this study was to examine the relationships between, on one hand,personality and performance orientation and, on the other, job satisfaction andturnover intentions, using Barrick’s et al. theory of purposeful behavior. Using aquestionnaire, data about job satisfaction, performance orientation and turnover intentions were collected from 300 newly recruited Swedish soldiers. A path analysis gave partial, but not full support to the assumptions behind the theory of purposeful behavior model. No relationships were found between the personality traits of emotional stability and conscientiousness, nor to either performance orientation or directly to job satisfaction. On the other hand, performance orientation showed a consistent relationship to perceived levels of the job characteristics, which mediated the path between the person-related variables and the outcome variables.Performance orientation also showed a strong direct relationship to general job satisfaction, which, in turn, was strongly related to turnover intentions.

    • The ability to lead armed combat is central to an officer. It is clear that the military professionis about more than possessing theoretical knowledge. Thus, in order to achieve an educationalprogram that includes the skills and abilities of the military profession there is a need to lookbeyond traditional written examination and apply practical examination in various forms.In this article we argue that while all practice can and should be examined through practicalexamination, not everything that is practically examined has to be practice. More specifically,this article will focus on the possibilities and limitations with practical examination. Focuswill be on the education of officers within the context of war studies. The article approachesthe issue on the basis of the legal framework for higher education in Sweden, research onteaching and learning in higher education and practice at the Swedish Defence University. Theoverall purpose is to understand practical examination with regard to what is allowed, howit is done with judicial security, and how it can be done in practice. The article also discusseswhat should be practically examined and how this should be done.

    • This mixed-methods study presents a comparative analysis of the use and perceived usefulness of Facebook and Twitter, among Swedish citizens and crisis communication professionals, as crisis communication tools and information sources. The use and per-ceived usefulness of Facebook and Twitter are not congruent and consistent betweenthe two different groups, according to the overall study. Communication professionals, for example, report higher levels of perceived usefulness regarding Facebook’s potential as a crisis communication tool than do the citizens. Taken together, the results show that researchers (within social media and crisis communication) and crisis managers both need to deal with the fact that social media is not a homogenous phenome non with a single coherent role in crisis management and communication research and practice.

  • Frames of the terrorist attack in Sweden : a qualitative study of true and fake news coverage

    • On 7 April 2017, a terrorist attack occurred in central Stockholm. A hijacked lorry was intentionally driven into crowds along a pedestrian street. The purpose of this study was to qualitatively explore how the media framed this terrorist attack. The data collection approach was inductive and explorative, mainly involving searching electronic media databases. The qualitative analysis of 1294 articles resulted in four overarching themes describing how the terrorist attack was framed in the media. These frames are as follows: the incident, framed as confirmed, unconfirmed and denied information; the perception of leadership and authorities as trustworthy; the site perceived as a place of sorrow; and crisis management framed as the initial and sequential framing of the professionals, the heroes and the villains. The primary conclusion is that true as well as fake news affects crisis management and public opinion, which may create challenges for the entire society within the crisis management area.
