  • Swedish development cooperation policy in an international perspective

    • Swedish aid policy has changed surprisingly little over the years. The main perspectives in the Government Bill 100 from 1962, often referred to as the Swedish “bible for development cooperation”, have to a large extent been retained in later studies and policy documents. Poverty alleviation, support for human rights, justice and equality and ownership have all formed important parts of Swedish development cooperation over the years – all issues deeply rooted in the Swedish society and driven by the Swedish civil society but also strongly supported by the political parties. Recent changes seem to follow similar patterns. We will discuss here the Swedish development cooperation and its policies. We will start by drawing a background picture of the recent international developments within the area. The national developments here, as elsewhere, follow the international one. This will be followed by a short historical presentation as we are convinced that much can be learned from the past when going into the future. Many issues of today have been discussed and tested before and by studying mistakes in the past it is possible to avoid repeating them. However, it must be emphasized that we do not have the ambition to give a full historical account, only present enough information to form a background to the present politics. Finally we present and analyse the present policies and implementation thereof.

    • The year 2005 will not only enter the history books as the year in which the donor community again committed itself to increasing the volume of development aid, but also as the year in which donors pledged to transform the ways in which aid is planned,delivered and evaluated. One of the documents in which donors have joined with partner countries in committing themselves to this transformation is the 2005 Paris Declaration. This Brief takes a look at the way in which these changes are currently being made in Tanzania.

  • Changing aids relations in Zambia

    • The aid architecture is changing radically in many countries today, largely in step with the implementation of the 2005 Paris Declaration on Aid Effectiveness. In that document, donors and partner countries committed themselves to new ways of operating in which aid is more efficiently planned, delivered and evaluated. Zambia’s relationship with the donor community has undergone multiple revisions over the years. Particularly the manner in which aid is disbursed and the conditionalities to which it may be attached have emerged as discussion topics in Zambian politics. A special focus herein has been the potential impacts of the reforms under way in the wider aid system on the possibilities for Zambia to implement its own development plans. To position itself to take advantage of the new aid modalities currently being promulgated, the country has drafted an aid policy and strategy, implemented a joint assistance strategy and developed its local planning processes. This Discussion Paper examines the process of changing aid modalities, commenting on the time, resources and commitment that both donors and national governments must invest to make the new aid framework work, in cooperation with key stakeholders from national civil society. Focusing on the case of Zambia, it concludes that new aid modalities and revitalised national governance processes are vital if development cooperation is to lead to sustainable development and reduced aid dependency.

  • Humanitarian assistance

    • It would seem as if humanitarian assistance based on the humanitarian imperative and major international conventions would be rather simple to deliver. However at times it appears that problems that have to be dealt in relation to humanitarian actions are rather more complicated than those related to with development assistance. The problems in implementation relates to a number of difficult questions such as those of ownership and capacities on the receiving end, the challenge of going from a humanitarian situation towards development (the problem of transition) and some major problems of ethical and moral nature. Major conflicts like the genocide in Rwanda has even further complicated the situation and many actors are today talking about “mainstreaming” conflict prevention in all their cooperation programs. Others have developed "codes of conducts" to mitigate possible problems. The dilemmas and how they are dealt with are discussed more in detail in the following essays, which are written by master students at the Centre for African studies at Gothenburg University during the 2005-2006 master course.

    • The basic premise of Sweden’s Africa policy is Africa’s responsibility for its own development. Sweden’s role and the role of other donors is to support and encourage the adoption of that responsibility. The strategy is underlined by the positive changes, such as improving economic, social and political conditions in many African countries and the still existing widespread challenges such as poverty, oppression and conflicts as obstacles for sustainable development. The new strategy also reflects strongly the closeness of the EU Africa policies and Sweden’s Africa policy.
