    • The SCAC-2 program was initiated to provide an extended scientific knowledge base in national and international discussions and negotiations on the development of new air pollution policies and measures. Specifically, the program was focused on four main areas where additional knowledge was needed to support further actions: air pollution and climate interactions and hemispheric transport; air pollution and human health with focus on particles from transport and domestic wood burning; ecosystem effects (and air pollution – climate interactions) of ozone and nitrogen, the latter with emphasis on national nitrogen budgets and biodiversity. Finally, integrated assessment modelling and identification of the most efficient abatement strategies was included.

    • A transition to a low-carbon economy requires farreaching reductions in emissions, which in addition will have to take place at the same time as the global population is growing. A growing population also makes ever greater demands on welfare, while the ecological, social and economic systems that have to sustain this development are already under severe strain. It is commonly argued that emission reductions in a growing world economy can and should be achieved by technical innovations so that the transition to a low-carbon economy does not imply a negative impact on human well-being.This report discusses whether there might perhaps be another way of understanding the situation. Is the presumed linkage between well-being and climate impact always negative? Could a greater focus on human well-being be a driver of, rather than an obstacle to, sustainable development? This report attempts to identify possible strategies to support both [the good life] and decreased emissions. By adopting this research approach, the authors aim to make a contribution to the discussion of low-carbon transitions in society.

    • Climate change and escalating environmental degradation is becoming key constraints to a sustainable development. Managing the environmental challenges is important for the well-being of all citizens, particularly for the least well-off. There has been some progress in terms of policies and creation of environmental authorities and international environmental commitments. There is however, a growing gap between the commitments made and the actual implementation to improve environmental outcomes. It is increasingly recognised that technical solutions to environmental problems are not sufficient to obtain sustainable development. Measures that strengthen important human rights principles such as the rule of law, transparency and public participation may be equally or more important than specific environmental policies or projects in order to improve environmental outcomes. The purpose of the report is to explore the linkages between governance and the implementation of environmental legislation (including multilateral environmental agreements) and other environmental measures. The report is intended as a source of information and inspiration to individuals and organisations working with environment and development.
