    • Over the last decade, policy initiatives to promote innovativeness and growth, inspired by normative models of capacity building through industrial clusters, triple helix and innovation systems, have proliferated. Theories of economic development offer several explanations of the emergence of clusters in particular environments. Most theorists would argue that specific, natural, economic, or institutional factors determine capacity building in terms of cluster development. Other theorists emphasize the role of local social networks and phases of regional knowledge-based spaces in explaining the emergence of such capacity building. Neither of these theoretical streams offers systematic explanations of differences in the emergence and success of capacity building, beyond finding that crucial resources are unevenly distributed. The theoretical linkage between triple helix and capacity building through innovation governance is unclear. We still do not have a relevant theory explaining the influence of innovation governance involving local/regional government–industry–university relationships on capacity building leading to successful innovations. Therefore, we are making a proposal to further develop theory by focusing on capacity building through different sequences of innovation governance in relation to components of local political capital - values/norms of identity, networks and local-global relations - in the era of the global knowledge economy.

    • The globalization movement in recent decades has meant rapid growth in trade, financial transactions, and cross-country ownership of economic assets. In this article, we examine how the globalization of national business systems has influenced the framing of corporate social responsibility (CSR). This is done using text analysis of CEO letters appearing in the annual reports of 15 major corporations in Sweden during a period of transformational change. The results show that the discourse about CSR in the annual reports has changed from a national and communitarian view of social responsibility (cf. a negotiated view of CSR) toward an international and individualistic view of social responsibility (cf. a self-regulating view of CSR). The article contributes theoretically (1) by adding a national–global dimension to previous conceptualizations of CSR and (2) by showing that the rise of CSR discourse and activities in the last 10 years does not have to imply an increased commitment and interest in corporate responsibility per se, only that there are increased societal expectations that corporations should develop the capability to act more independently as moral agents.

  • Frames of Thefts at Work – Security Culture and the Organisation of Responsibility in Transport Networks

    • In this paper we investigate how security cultures guide the way in which employees who work within global and constantly changing transport networks understand daily risks of thefts at work. Based on qualitative interviews with terminal workers at three Swedish freight terminals and on Mary Douglas's Grid/Group model, we elaborate theoretically on how their frames of security can be understood as dependent on the organizational context. We found that the terminal workers used a so-called industrial frame of security that promotes hierarchic organizations of security. However, a conventional industrial frame, expressed by confident workers who believed that thefts should be handled by managers who followed established routines, can be distinguished from an industrial frame expressed by discouraged workers who described unpredictable external conditions that demanded their individual responsibility. A conclusion drawn is that the differences between these industrial frames indicate that our understanding of security cultures, that is, the framing of individual responsibility and inclination to act against perpetrators, has to be based on an analysis of both the organization of work and a wider organizational context.

    • This paper explores the case of on-site sewage systems (OSSS) in Sweden with the purpose to identify what factors that influence individual house owners’ willingness to invest in new sewage systems and what makes them not. Such investments are needed, since release of nutrient-rich sewage water is one important cause of eutrophication of seas and lakes, not least of the environmentally vulnerable Baltic Sea. The situation is a social dilemma indeed: the responsibility - and hence the cost - lies with the property owner to invest in a sewage system with proper purification, while at the same time the benefits are collective and quite diffuse in space and time. However, the municipalities have a key role, because they are expected to translate national regulations into local standards while considering local circumstances. Hence, municipalities’ action is a potentially important factor for influencing individual behavior. However, the “failure” to implement proper OSSS is telling of the importance of other factors too. Potentially important factors are individuals’ trust in authorities and fellow citizens, adherence to different justice principles, as well as individually held beliefs, attitudes and norms. The paper will theoretically elaborate possible relations between these variables and in what way they may affect actors’ willingness to invest in environmentally improved on-site sewage systems.
