    • The integration of the Internet of Things (IoT) and Machine Learning (ML) technologies has opened up for the development of novel types of systems and services. Federated Learning (FL) has enabled the systems to collaboratively train their ML models while preserving the privacy of the data collected by their IoT devices and objects. Several FL frameworks have been developed, however, they do not enable FL in open, distributed, and heterogeneous IoT environments. Specifically, they do not support systems that collect similar data to dynamically discover each other, communicate, and negotiate about the training terms (e.g., accuracy, communication latency, and cost). Towards bridging this gap, we propose ART4FL, an end-to-end framework that enables FL in open IoT settings. The framework enables systems’ users to configure agents that participate in FL on their behalf. Those agents negotiate and make commitments (i.e., contractual agreements) to dynamically form federations. To perform FL, the framework deploys the needed services dynamically, monitors the training rounds, and calculates agents’ trust scores based on the established commitments. ART4FL exploits a blockchain network to maintain the trust scores, and it provides those scores to negotiating agents’ during the federations’ formation phase. © 2023 IEEE.

  • Phase Control in Interpolation for Backprojection of THz FMCW SAR Signals

    • The THz frequency spectrum opens a lot of applications in the imaging at sub-mm level. The increase of the operating frequency band for SAR imaging systems to the THz range has proportionally affected the amount of raw data to be stored and used for accurate image reconstruction. As a consequence, improvements in the existing SAR imaging algorithms to reduce the amount of data needed to achieve the appropriate quality of imaging is desired. This paper introduces the phase control procedure as an extension to the existing sinc interpolator for backprojecting complex-valued FMCW SAR data into a defined image plane. The proposed extension controls the phase of interpolated complex-valued SAR data parameters so that it includes appropriate information about the range distance between the SAR system and the given point of space. The extended algorithm is incorporated into the global backprojection algorithm and examined on the measurement data acquired via the 2pSENSE FMCW SAR system. The efficiency of the extended algorithm is evaluated through the comparison with the conventional nearest neighbor and sinc interpolation algorithms. © 2022 Warsaw University of Technology.

    • Higher education (HE) today is a diversified area which has grown expansively over the last two decades in response to a rapidly changing educational and political climate (e.g., Englund, 2018). In this age of complexity, development and change are omni present and intrinsic parts of the university teacher’s practice, from the development of the teachers’ individual practice at microlevel, to the collaborative development of scholarly practice at the meso-level of the department, and to the strategic institutional approach at macro-level, which links to employment and promotion frameworks and the recognition of teaching quality (Bolander Laksov & Scheja, 2020). As changing demands has placed focus on learning and teaching, higher education in Sweden has followed the European development from quality assurance towards quality enhancement (e.g., Pelik, 2016; Nygren & Sjöberg, 2022). The universities are now responsible for developing their own quality assurance systems and more emphasis has been placed on ownership and the possibilities of influencing the process (Swedish Higher Education Authority), which has grownmore complex. Through their professional teaching work, academic teachers are expected to strengthen a pedagogical "culture of quality" at the higher education institution (e.g., Elken &Stensaker, 2018).What we are witnessing is a more mature quality assurance work which is characterized by increased trust in the universities them selves and the ways in which they choose to organize theirquality work. But we are also witnessing the heightened complexity of academic development where academic developers has become involved in work on all three levels (micro, meso,macro), for example, appointment procedures, career structures and promotion criteria. Academic developers have become central to the implementation of these strategies, which has greatly extended the range of their professional activities. This development goes hand in handwith the shift in focus from quality assurance to quality enhancement. By allowing the universities to develop their own quality assurance systems, the new quality assurance system signals a heightened awareness of the importance of ownership and to affect the process, which relates to national governance strategies of teaching and learning. As the changing educational and political demands on higher education have deeply affected the professional activities of the academic developer and the academic teacher, this article addresses the changes and challenges faced.The present paper will present the results of a study of Swedish academic development units planned to be conducted in early 2023 and which focus on the areas of responsibilities and 29 everyday practice of academic developers today. In the paper, we will discuss the implications for teachers and academic developers in this diversified context. Our aim is also to contributewith further knowledge and understanding of structural and organisational prerequisites for academic development in higher education.

  • How Application Integration, Security Issues and Pricing Strategies in Business Intelligence Shape Vendor Differentiation

    • This paper is investigating, through a mixed-method research combining interviews and an online survey, how BI vendors differentiate themselves when it comes to application integration, security issues and pricing strategies. The conclusion is that BI vendors differentiated themselves mainly by having individual definitions of what BI is. Buyers should therefore compare vendors through the vendor’s definition of Business Intelligence. Security issues were mainly user centric and pricing strategies implied that vendors approach buyers in a similar way where they offered standardized software bundles that could require some degree of customization in order for the buyer to derive the maximum benefit from the applications. It can be deduced from the obtained results that the most competitive BI vendors are acting more homogenous towards buyers when they offer their products and handle customers, compared to niche BI vendors.

    • Geoeconomics is gradually replacing the importance of Geopolitics. The transition is marked by the start of the process we call Globalization , about two decades old now, but still in its infancy, when government and government institutions discovered that they no longer were self-evident key actors and watchmen of world events . The process is an effect of the end of the Cold War and marks a strategic shift from political ideologies to economic realities.For decades fellow economists have praised the value of public and private borrowing, the production of services at the expense of the production of goods and they have underestimated the importance of trade surpluses for the Competitive Advantage of Nations. They have done so because they have failed to see what makes a nation, a region or a city wealthy in the long run. We have developed a social science paradigm at our universities which have undermined our own development. At the same time we have disregarded much of the tradition for critical thinking, as implied in Critical Theory but more fundamentally as understood for centuriesThe study of all living organisms is now studied with the use of Evolutionary Theory; except for the study of Man. We must start to ask ourselves why. Why should the Social Sciences be any different than Zoology in this respect, unless we say that Man stands outside of biology?

  • Towards the approaching of different Academic Intelligence Traditions : A place for Geopolitics

    • There are different academic communities studying the subject of intelligence today whose methodological approach is quite different and as a partial consequence are not integrated. Not only the French tradition of Intelligence Economique, but also that of Geopolitique and Geoeconomie, which tend to discuss specific strategic problems from a broad multi disciplinary perspectives which includes philosophical and sociological considerations, the Anglo Saxon tradition of Competitive Intelligence, which tends to focus on empirical tests of real life cases, that of Market Intelligence which study problems of intelligence in the marketing function, that of Business Intelligence which focuses on the technology involved (Data Mining, CRM, etc), that of the Swedish Omvärdsanalys, or surrounding world analysis, focusing on both private and public side intelligence, and the German tradition of Wirtschaftsspionage, which tend to stick to definitions and historical parallels can all profit from more cross-disciplinary, cross-cultural reading and research.

    • Social media are becoming an increasingly relevant channel for user involvement. However, their uptake in Living Labs environments, as a means to engage users in innovation processes, is still limited. The aim of this paper is to explore challenges and opportunities related to the usage of social media for user involvement in co-creative processes, The findings presented emerge both from the available literature and case studies, and emphasise four different dimensions influencing user engagement: facilitator, community, platform and innovation process. Based on these dimensions, the authors propose a basic framework, intended as the point of departure for taking the next step toward the construction and verification of theoretical constructs that can help inform and guide future innovation projects.
