    • This volume reports on the findings of an international research project on aid effectiveness in Africa. Research teams in eight African countries in collaboration with northern research institutes conducted field work to seek to understand why aid often failed to promote development and how it could be improved. The volume provides evidence that Africa's economic crisis has had a devastating effect on aid effectiveness and that too often, donors dominate aid decisions, leaving governments without any sense of ownership over their own development efforts. The volume concludes that to become more effective in the future, aid to Africa will have to find ways to develop more effective public institutions that are able to fully take charge of the development process.

By way of an introduction a presentation is given of the World Bank Report "Accelerated Development in Sub-Saharan Africa - An Agenda for Action", and of the Lagos Plan of Action, adopted by the Organization of African Unity.

    • Zambia, a once prosperous African country, now has 73 percent of its people below the poverty line and by the early 1990s, the country had reached a level where the UN General Assembly included it on the list of the least developed countries. With crippling indebtedness amidst poor economic performance, Zambia is at present one of the world's most heavily indebted low-income countries. And poverty continues to take its toll with the province housing the capital city registering the highest increase in poverty over the 1996 to 1998 period. This means that, although rural areas have the highest poverty levels, Zambia's urban centres are fast catching up. With help from donors, poverty reduction is at the centre stage on the Zambia development agenda after almost two decades of externally prescribed experiments with adjustment and stabilisation as a panacea for welfare improvement. But despite significant aid volumes and structural reforms, the country is getting deeper and deeper into poverty. What is the missing link between aid and positive change? Is the problem mainly that the volume of aid is not sufficient and, as is often heard, more of it would make a difference? Is the sluggish social and economic progress in Zambia appropriately diagnosed and correct remedies and strategies prescribed? This book attempts to address these and related questions.

  • South-south relations in a changing world order

    • The traditional division of labour in the world economy, with its clearest expressions during the colonial period, is gradually disappearing. The emerging world order exhibits as one of its most significant features, increasing economic and political contacts between countries situated in the South. This trend represents a challenge to the previously so dominant North-South relations. It therefore raises a number of important questions, particularly with regard to the future of the South. To examine and discuss the problem areas involved, the Scandinavian Institute of African Studies organized a seminar in May 1981 on "The Emergence of South-South Relations in a Changing World Order". The agenda of the seminar concentrated on two major issues: Do South-South relations contain possibilities for development in the South not found in the old international division of labour? Or do they simply possess the same exploitative characteristics as the classic North-South exchange, therefore creating a process of accelerating unequal development in the South? The present volume addresses itself to these important issues by focusing on two particularly interesting cases of expansionism in the South, the Brazilian penetration of West Africa and the Indian activities in Asia and Africa.
