    • In 2014, the Uppsala Conflict Data Program (UCDP) recorded 40 armed conflicts with a minimum of 25 battle-related deaths, up by six from 2013. This is the highest number of conflicts reported since 1999, and 11 of these conflicts were defined as wars, that is, conflicts generating 1,000 or more battle-related deaths in one calendar year. Further, an escalation of several conflicts, coupled with the extreme violence in Syria, resulted in the highest number of battle-related deaths in the post-1989 period. Yet, compared to the large-scale interstate wars of the 20th century, the number of fatalities caused by armed conflicts in 2014 was relatively low. Additionally, seven conflicts identified in 2013 were no longer active in 2014. However, four new conflicts erupted in 2014, all of them in Ukraine, and three previously registered conflicts were restarted by new actors. Furthermore, six conflicts reoccurred with previously registered actors. A positive development, however, is the increase to ten of the number of peace agreements concluded and signed in 2014, which represents a further four compared with 2013. And although this increase is part of a positive trend since 2011, it is worth noting that several peace processes remained fragile by the end of the year.

    • This report seeks to contribute to a growing research agenda on internal United Nations Security Council (UNSC) dynamics and the role of elected states (E10s). To study the role of elected states is important as research indicates that there has been increased interest among states to hold one of the elected Council seats, yet our understanding of E10 strategies and effects remains more limited. ​Research also indicates that the possibilities for elected states to have an impact on UNSC outcomes can differ between policy areas. For its 2017–18 Council term, Sweden decided that it should promote the integration of Women, Peace, and Security (WPS) into the mainstream of the UNSC’s processes and decisions, to contribute to making WPS "core Council business”. In fact, even though WPS is a policy area of growing importance for several elected states, there exists limited knowledge on the role of E10s in driving progress in the Council. Addressing gaps in our understanding of E10 roles, strategies, and effects, this report makes two contributions: First, we provide insights into preparations for, and the situation in, the UNSC for elected members. We begin by discussing the assessments and decisions involved in forming the elected state’s aims and strategy, and then outline four clusters of conditions that an elected state has to tactically maneuver during its term. Second, we structure and advance our knowledge of the potential effects a state can seek to achieve to better understand and study such efforts. We then go more in-depth into one of the effects that Sweden sought to achieve: that is, the improved integration of WPS language in UNSC resolutions, in particular peace operation and political mission mandates, to positively affect the lives of women and girls in conflict and post-conflict areas. We here outline a method for assessing progress on the integration of implementable language. To fulfill this objective, the report builds on a focused analysis of the experiences of Sweden and data on language developments in UNSC resolutions in the 2016–19 period. Importantly, this report does not constitute an authorized or official account of Sweden’s term and is not intended to be a comprehensive assessment of all of Sweden’s work during its two years on the UNSC. Rather, the interviews, written material, and data collection have been used to explore and expand our understanding of elected members and internal UNSC dynamics and to contribute to a growing research agenda on the role of states for WPS progress and setbacks. The report is the first publication in cooperation between the Peace Research Institute Oslo (PRIO), Uppsala University, and the Nordic Africa Institute (NAI) on the role of elected members in the Security Council and is a product of projects funded by the Norwegian Ministry of Foreign Affairs, the Folke Bernadotte Academy, and the Shattering Glass project funded by the Swedish Research Council (ID: 2020-05104_3)

    • In 2007, 34 armed conflicts were active worldwide, up by one from 2006 and by five from 2003, the year with the lowest number of active armed conflicts since the 1970s. While the number of conflicts increased, the number of wars, i.e. conflicts with over 1,000 battle-related deaths in a year, dropped by one to four. Five of the conflicts from 2006 were no longer active in 2007, but during the year, two previously recorded conflicts (in Mali and Pakistan) were restarted by new actors and two (in Angola and Peru) by previously recorded rebel groups. For the first time since 2004, two new conflicts were recorded: a conflict over governmental power in Niger and a territorial conflict in DRC. A conflict may involve one or more dyads or pairs of warring parties. In the 236 conflicts active since 1946, 487 dyads have been recorded in the new UCDP Dyadic Dataset. While most intrastate conflicts involve a single rebel group fighting the government, in 30 of the conflicts two or more dyads were active simultaneously. In 2002 and 2003, over 30% of the active conflicts involved more than one rebel group. The number of active rebel groups and changes in the set of groups are important elements of the complexity of any armed conflict, and the study of these aspects should be greatly facilitated with the new dataset. By adding the dyadic dimension to the study of conflicts, the analysis of a range of phenomena that have hardly been captured by previously available data is made possible.

    • Capitalizing on the newly released dataset on United Nations sanctions and armed conflicts, this article raises the question whether targeted sanctions have an impact on the dynamics of armed conflicts, and, if they do, in what way. To answer this question the authors correlate UN sanctions policies to measures related to armed conflict in the period 1991-2013. This is done by systematizing and analysing data produced by the UN Targeted Sanctions Consortium (TSC) and the Uppsala Conflict Data Program (UCDP). It is a first attempt to deal with questions such as the relationship between UN targeted sanctions and armed conflict type, conflict termination and conflict outcome (victory, peace agreements, etc.). The article demonstrates that there are several instances where the UN has decided not to impose targeted sanctions, although the conditions were similar to those cases that saw such action. There is a tendency to use targeted sanctions only in certain types of conflicts. The authors suggest that this is partly rooted in the structure of the UN as an inter-state organization. Thus, sanctions are more of a political instrument than has perhaps been recognized in sanctions research to date.
