    • Purpose As climate change shocks and stresses increasingly affect urban areas in developing countries, resilience is imperative for the purposes of preparation, recovery and adaptation. This study aims to investigate demographic characteristics and social networks that influence the household capacity to prepare, recover and adapt when faced with prolonged droughts or erratic rainfall events in Mbale municipality in Eastern Uganda. Design/methodology/approach A cross-sectional research design was used to elicit subjective opinions. Previous studies indicate the importance of subjective approaches for measuring social resilience but their use has not been well explored in the context of quantifying urban resilience to climate change shocks and stresses. This study uses 389 structured household interviews to capture demographic characteristics, social networks and resilience capacities. Descriptive and inferential statistics were used for analysis. Findings The ability of low-income households to meet their daily expenditure needs, household size, and networks with relatives and non government organizations (NGOs) were significant determinants of preparedness, recovery and adaptation to prolonged droughts or erratic rainfall events. Originality/value Even the low-income households are substantially more likely to prepare for and recover from prolonged droughts or erratic rainfall events if they can meet their daily expenditure needs. This finding is noteworthy because the poorest in society are generally the most vulnerable to hazards.

    • Many countries around the world are facing a shortage of healthcare resources, especially during the post-epidemic era, leading to a dramatic increase in the need for self-detection and self-management of diseases. The popularity of smart wearable devices, such as smartwatches, and the development of machine learning bring new opportunities for the early detection and management of various prevalent diseases, such as cardiovascular diseases, Parkinson’s disease, and diabetes. In this survey, we comprehensively review the articles related to specific diseases or health issues based on small wearable devices and machine learning. More specifically, we first present an overview of the articles selected and classify them according to their targeted diseases. Then, we summarize their objectives, wearable device and sensor data, machine learning techniques, and wearing locations. Based on the literature review, we discuss the challenges and propose future directions from the perspectives of privacy concerns, security concerns, transmission latency and reliability, energy consumption, multi-modality, multi-sensor, multi-devices, evaluation metrics, explainability, generalization and personalization, social influence, and human factors, aiming to inspire researchers in this field.

  • Exploring changes in hydrogeological risk awareness and preparedness over time : a case study in northeastern Italy

    • Hydrogeological hazards are increasingly causing damage worldwide due to climatic and socio-economic changes. Building resilient communities is crucial to reduce potential losses. To this end, one of the first steps is to understand how people perceive potential threats around them. This study aims at exploring how risk awareness of, and preparedness to, face hydrological hazards changes over time. A cohort study was carried out in two villages in the northeastern Italian Alps, Romagnano and Vermiglio, affected by debris flows in 2000 and 2002. Surveys were conducted in 2005 and 2018, and the results compared. The survey data show that both awareness and preparedness decreased over time. We attribute this change to the fact that no event had occurred in a long time and to a lack of proper risk communication strategies. The outcomes of this study contribute to socio-hydrological modelling by providing empirical data on human behaviour dynamics.

    • The future risk for droughts and water shortages calls for substantial efforts by authorities to adapt at local levels. Understanding their perception of drought hazards, risk and vulnerability can help to identify drivers of and barriers to drought risk planning and management in a changing climate at the local level. This paper presents a novel interdisciplinary drought case study in Sweden that integrates soft data from a nationwide survey among more than 100 local practitioners and hard data based on hydrological measurements to provide a holistic assessment of the links between drought severity and the perceived levels of drought severity, impacts, preparedness, and management for two consecutive drought events. The paper highlights challenges for drought risk planning and management in a changing climate at the local level and elaborates on how improved understanding of local practitioners to plan for climate change adaptation can be achieved.

    • This paper reports on a novel method for manufacturing microscopic Langmuir probes with spherical tips from platinum bond wires by fusing for plasma characterization in microplasma sources. Here, the resulting endpoints, formed by droplets on the ends of a fused wire, are intended to act as spherical Langmuir probes. For studying the fusing behavior, bond wires were wedge bonded over a 2 mm wide slit, to emulate the final application, and fused with different voltages and currents. For electrical isolation, a set of wires were coated with a 4 μm thick layer of Parylene before they were fused. After fusing, the gap size, as well as the shape and area of the ends of the remaining stubs were measured. The yield of the process was also investigated, and the fusing event was studied using a high-speed camera for analyzing its dynamics. Four characteristic tip shapes were observed: spherical, folded, serpentine shaped and semi-spherical. The stub length leveled out at  ~400 μm as the fusing power increased. The fusing of the coated wires required a higher power to yield a spherical shape. Finally, a Parylene coated bond wire was integrated into a stripline split-ring resonator (SSRR) microplasma source, and was fused to form two Langmuir probes with spherical endpoints. These probes were used for measuring the I–V characteristics of a plasma generated by the SSRR. In a voltage range between  −60 V and 60 V, the fused stubs exhibited the expected behavior of spherical Langmuir probes, and will be considered for further integration.

    • Climate change, globalization, urbanization, social isolation, and increased interconnectednessbetween physical, human, and technological systems pose major challenges to disaster risk reduction(DRR). Subsequently, economic losses caused by natural hazards are increasing in many regions of theworld, despite scientific progress, persistent policy action, and international cooperation. We argue thatthese dramatic figures call for novel scientific approaches and new types of data collection to integratethe two main approaches that still dominate the science underpinning DRR: the hazard paradigm and thevulnerability paradigm. Building from these two approaches, here we propose a research framework thatspecifies the scope of enquiry, concepts, and general relations among phenomena. We then discuss theessential steps to advance systematic empirical research and evidence-based DRR policy action.

    • Action toward strengthened disaster risk reduction (DRR) ideally builds from evidence-based policymaking to inform decisions and priorities. This is a guiding principle for the Sendai Framework for Disaster Risk Reduction (SFDRR), which outlines priorities for action to reduce disaster risk. However, some of these practical guidelines conceal oversimplified or unsubstantiated claims and assumptions, what we refer to as 'truisms', which, if not properly addressed, may jeopardize the long-term goal to reduce disaster risks. Thus far, much DRR research has focused on ways to bridge the gap between science and practice while devoting less attention to the premises that shape the understanding of DRR issues. In this article, written in the spirit of a perspective piece on the state of the DRR field, we utilize the SFDRR as an illustrative case to identify and interrogate ten selected truisms, from across the social and natural sciences, that have been prevalent in shaping DRR research and practice. The ten truisms concern forecasting, loss, conflict, migration, the local level, collaboration, social capital, prevention, policy change, and risk awareness. We discuss central claims associated with each truism, relate those claims to insights in recent DRR scholarship, and end with suggestions for developing the field through advances in conceptualization, measurement, and causal inference.

  • Perceptions of resilience to climate-induced disasters in Mbale municipality in Uganda

    • Resilience has been raised as a core task within disaster risk reduction frameworks, yet it remains difficult to implement these global ideas in local communities. This study used Community Based Resilience Analysis Approach to investigate the components that are perceived as important in resilience and the extent to which these components have been achieved. It explored the trend of resilience and beneficial interventions for building resilience as perceived by interviewed participants in Mbale Municipality in Eastern Uganda. The study results indicate that access to education, healthcare, employment, peace and security were the most important components of resilience. Respondents perceived to have progressed in accessing credit, building productive farms and sustaining peace and security by July 2017. However, they assessed a lack of diverse income-generating activities, access to insurance, food security, employment and health care. Moreover, the study showed that respondents from marginalised parts of the municipality experienced decreasing resilience while respondents in other divisions had increased resilience. These results provide context-specific components of resilience by the local people. This can inform the formulation of resilience indices and bear relevance for policy-makers and practitioners to understand areas to invest more resources to achieve resilience.

    • Miniaturized optogalvanic spectroscopy (OGS) shows excellent prospects of becoming ahighly sensitive method for gas analysis in micro total analysis systems. Here, a status reporton the current development of microwave induced microplasma sources for OGS is presented,together with the first comparison of the sensitivity of the method to conventional single-passabsorption spectroscopy. The studied microplasma sources are stripline split-ring resonators(SSRRs), with typical ring radii between 3.5 and 6 mm and operation frequencies around2.6 GHz. A linear response (R2 = 0.9999), and a stability of more than 100 s are demonstratedwhen using the microplasma source as an optogalvanic detector. Additionally, saturationeffects at laser powers higher than 100 mW are observed, and the temporal response of theplasma to periodic laser perturbation with repletion rates between 20 Hz and 200 Hz arestudied. Finally, the potential of integrating additional functionality with the detector isdiscussed, with the particular focus on a pressure sensor and a miniaturized combustor toallow for studies of solid samples.
