- This document lays out the background for the research program “A promised land? Drivers, challenges and opportunities related to the (green) industrialization of Northern Sweden,” (nr. M22-0029) awarded by the Swedish Riksbankens Jubileumsfond’s in 2022. The document summarizes work in progress and may therefore be updated and republished in different versions according to the requirements of the program. This interdisciplinary program aims to understand the economic, social, and political challenges and opportunities of the ongoing industrial transformation in northern Sweden. A key element of the program is to identify drivers, obstacles, and preconditions in a historical, present, and forward-looking process-perspective.

- Ocean temperatures are rising; species are shifting poleward, and pH is falling (ocean acidification, OA). We summarise current understanding of OA in the brackish Baltic-Skagerrak System, focussing on the direct, indirect and interactive effects of OA with other anthropogenic drivers on marine biogeochemistry, organisms and ecosystems. Substantial recent advances reveal a pattern of stronger responses (positive or negative) of species than ecosystems, more positive responses at lower trophic levels and strong indirect interactions in food-webs. Common emergent themes were as follows: OA drives planktonic systems toward the microbial loop, reducing energy transfer to zooplankton and fish; and nutrient/food availability ameliorates negative impacts of OA. We identify several key areas for further research, notably the need for OA-relevant biogeochemical and ecosystem models, and understanding the ecological and evolutionary capacity of Baltic-Skagerrak ecosystems to respond to OA and other anthropogenic drivers.

- It is widely assumed that stakeholder participation has great potential to improve the perceived legitimacy of natural resource management (NRM) and that the deliberative-democratic qualities of participatory procedures are central to the prospects of success. However, attempts to measure the actual effects of deliberation on the perceived legitimacy of participatory NRM are rare. This article examines the links between deliberation and legitimacy in participatory NRM empirically by tracing the determinants of stakeholders' level of policy support and their views about procedural fairness. The study uses statistical methods to analyse survey data from a state-led initiative to develop new plans for ecosystem-based coastal and marine management through a participatory approach in five coastal areas in Sweden. We find that the perceived quality of deliberation had a positive impact on these aspects of legitimacy. However, both policy support and perceived procedural fairness were mainly driven by instrumental-substantive considerations rather than deliberative-democratic qualities of the process.

- Major climate and ecological changes affect the world's oceans leading to a number of responses including increasing water temperatures, changing weather patterns, shrinking ice-sheets, temperature-driven shifts in marine species ranges, biodiversity loss and bleaching of coral reefs. In addition, ocean pH is falling, a process known as ocean acidification (OA). The root cause of OA lies in human policies and behaviours driving society's dependence on fossil fuels, resulting in elevated CO2 concentrations in the atmosphere. In this review, we detail the state of knowledge of the causes of, and potential responses to, OA with particular focus on Swedish coastal seas. We also discuss present knowledge gaps and implementation needs.

Who moves and who gains from internal migration in Egypt?: Evidence from two waves of a labor market panel survey

- In recent decades, Egypt has experienced rapid internal migration movements triggered by urbanization, socioeconomic development, and environmental changes. From a literature perspective, few scholarly studies have empirically examined the drivers and welfare impacts of internal migration in Egypt, despite the increasing recognition of its inextricably links to urban sustainability. The present study utilized data from two waves of an Egyptian Labor Market Panel Survey (ELMPS) conducted in 2012 and 2018 and consisting of 63,909 observations to examine factors that determine internal migration decisions and their subsequent welfare effects. The results of the two-stage Heckman selection model indicate that both the determinants of internal migration decisions and welfare outcomes differ appreciably depending on migration stream as well as the socioeconomic characteristics of the migrants. In particular, females were found to be more likely to migrate from rural to urban areas, lending support to the growing literature on the “feminization of migration” in developing countries. The OLS regression results, after correcting for self-selection, make a strong case for the positive welfare gains from internal migration in Egypt. Specially, we found that the welfare gains for older and female migrants are much higher than other age and gender groups. A comparison of the welfare effects between different migration streams shows that all migratory movements were associated with positive and statistically significant welfare gains, except for rural-to-urban migration that was surprisingly found to be associated with significant welfare loss for the migrants. Urban-to-urban migration was found to have the strongest welfare enhancing effects on all migrant groups. The empirical findings underline a number of research and policy implications for a sustainable management of internal migration in Egypt and other countries with similar internal migration trends.

- This paper addresses the issue of environmental policy instrument choice for achieving deep emission reductions in the industrial sector. Specifically, it provides: (a) a theoretical and empirical review of the conditions under which performance standards can provide efficient incentives for deep emission reductions and technology adoption; and (b) an analysis of the design and the outcomes of the standards-based regulation of industrial pollutants in Sweden during the period 1970–1990. Our empirical findings suggest that the Swedish regulatory approach comprised many key elements of an efficient policy-induced transition towards radically lower emissions in the metal smelting and pulp and paper industries. The regulation relied solely on performance standards, thus granting flexibility to firms in terms of selecting the appropriate compliance measures. These standards were implemented in combination with extended compliance periods. R&D projects and the new knowledge that was advanced incrementally in interaction between the company, the environmental authorities and research institutions provided a direct catalyst to the regulatory process. In these ways the Swedish regulatory approach provided scope for creative solutions, environmental innovation, and permitted the affected companies to coordinate pollution abatement measures with productive investments.

- Efficient power plant licensing procedures are essential for the functioning of deregulated electricity markets. The purpose of this paper is to review and analyse the licensing process for nuclear power plants in Sweden, and in part contrast the Swedish case with the corresponding approaches in a selection of other countries. This approach permits a discussion of how licensing processes can be altered and what the benefits and drawbacks of such changes are. The paper highlights and discusses a number of important legal issues and implications, including, for instance: (a) the role of political versus impartial decision-making bodies; (b) the tension between national policy goals and implementation at the local level; (c) public participation and access to justice; (d) consistency and clarity of the legal system; and (e) the introduction of license time limits.

Teaching methods should support and encourage the understanding that learning can occur in many different ways; traditional lectures and seminars may be only one part of the learning process. Active learning must include various learning activities that engage learners in learning beyond listening and memorising. Effective methods support learners’ active participation. Standard active learning methods include problem-based learning, simulation-based learning and integrating technology into learning. These methods promote learner engagement, critical thinking, problem-solving and decision-making, preparing learners for future academic and professional challenges.

- This paper suggests a method for developing, implementing and assessing a concept inventory test for electrical engineering students (CITE). The aim of this test is to help students better understand and learn core concepts, plus increase their awareness about links between the different courses and other themes of the program. Our and other experiences show that students often struggle to understand and use fundamental concepts, and how these relate to the various courses. This issue is probably due to the fact that traditional exams mainly focus on assessing procedural tasks (e.g., directly solving specific problems following step-by-step approaches). The investigated programs at Uppsala University (UU) and Luleå Uni-versity of Technology (LTU), nonetheless, have no tool for collecting quantitative data on how students develop conceptual knowledge throughout the programs, and thus no means to obtain an holistic view about their learning process. The here proposed methodology thus describes how to develop tests that would not only provide students with valuable feedback on their progression, but also equip teachers and program boards with high-end data for pedagogical and course development purposes. Besides illustrating the developmental methodology, the paper includes reactions and remarks from students on what the tests would provide and what would motivate them to take it.

- The innovative contributions of third sector organizations (TSOs) to tackle work-related societal challenges are increasingly acknowledged in policy and research, but rarely in Nordic working life studies. The article helps fill this knowledge gap by an empirical mapping of efforts by Swedish TSOs to promote work inclusion among people considered disadvantaged in the regular labor market, due to age, disabilities, origin, etc. Previous studies of social innovation help distinguish their innovativeness in terms of alternative or complementary ways to perceive and promote work inclusion in regard to Swedish labor market policies. By combining various measures for providing and preparing work opportunities, addressing their participants through individualistic and holistic approaches, and manag-ing work inclusion by varying organization, funding, and alliances, the mapped cases seem to innova-tively compensate for government and market failures in the work inclusion domain to some extent, while also being limited by their own voluntary failures.
