    • In this article we review the legal regulation of an obligation to self-isolate in Ukraine. For the period from 22 April 2020 till 22 June 2020 four groups of persons were obliged to self-isolate due to COVID-19. These groups are: persons diagnosed with or suspected to have COVID-19, persons that have been in contact with those diagnosed with COVID-19, those who consented to self-isolation when entering Ukrainian borders instead of being placed in special facilities, and everyone aged 60 and above. In the article, we analyse whether an obligation to self-isolate should be viewed as interference with the right to liberty and security or with the freedom of movement for each of these groups. The analysis focuses on the Constitution of Ukraine and the European Convention for the Protection of Human Rights and Fundamental Freedoms. We also study circumstances when the above-mentioned rights can be limited lawfully in cases related to spread of infectious diseases, such as COVID-19. This article questions if the actions of Ukrainian government and existing legal regulation of obligatory self-isolation meet the requirements of lawful limitation of rights.

    • Influence of sintering temperature on both phase composition and structure of ceramic matrix composites based on cubic boron nitride with binders in a form of Al and the Ti, Cr, V carbides are investigated by methods of physical materials science. As the object of study, three cBN–TiC–Al, cBN–Cr3C2–Al, cBN–VC–Al compositions containing 60% vol. cBN are selected. The composites are obtained by high-pressure high-temperature (HPHT) sintering in high-pressure apparatus AVTT-30 in the temperature range of 1600– 2450°C under pressure of 7.7 GPa. In the process of HPHT sintering of composites in the cBN–TiC–Al and cBN–Cr3C2–Al systems, the formation of titanium and chromium diborides is found at the temperatures of sintering Тsint ≥ 1850°С and Тsint ≥ 2150°С, respectively, simultaneously with the formation of alu-minium nitride.

  • Journal article (peer-reviewed)abstract
    • Carrying out long-term search and rescue missions, intelligence, surveillance and reconnaissance, which are carried out with the help of unmanned aerial vehicles (UAVs), overload the operator and reduce the effectiveness of solving the assigned tasks, up to the point of making their implementation impossible. The paper proposes the concept of increasing the speed of the human-machine system based on information obtained from images transmitted in real time by video cameras installed on a platform moving relative to the UAV, by mean of the intelligent control system of this platform. Thus, the image from the main video camera with a wide viewing angle is divided into rectangular sections (zones), the size of which is determined by the viewing angle (zoom) necessary for the operator to make the final decision. The software system of the lower level, evaluating the video frame, determines and marks the areas in which the object of interest may be present. For the zone where the probability of the presence of the candidate object is the greatest, the focal length is increased and focusing (ie, zooming the image), as well as the positioning of the main camera. In another variant, a separate spot camera with a reduced and fixed field of view is aimed at the yaw and pitch angles, which requires that this camera be directly suspended on a gyro-stabilized platform, where a block of other sensors is installed, including the main video camera. An example of modeling the electric drive of a spot camera by the yaw angle is given and further steps are determined for the development of subsystems of three levels: software (recognition), hardware (scaling and positioning), human-machine (coordination of information flows). To improve the dynamic characteristics in comparison with the basic proportional-integral laws, it is proposed to use quasi-optimal algorithms for regulating electric drives.
