- This paper aims to reflect upon the future direction of development in post-PGR (State Agricultural Farms) estates in Poland. Using the estate Chotel (gmina Izbica Kujawska, Kujawsko-Pomorskie voivodship) as a case study, we analyze the current human resources as represented by the local youth. Our point of departure is the assumption that youths, as a social category, will in the nearest future influence the structure of human resources, which in turn will determine both the pace and the direction of change in rural areas. Given that post-PGR estates are considered some of the most problematic settlement forms with respect to rural planning, and given that their adult residents are known to exhibit loose social bonds, intensified enmity and lack of initiative for co-operation, a number of important questions arises. Firstly, what are the specific human resources of youths in post-PGR estates? Secondly, how do these resources differ from those of their parents? Thirdly, do these resources give hope for future melioration of socio-economic problems inherent of post-PGR estates? The conducted analysis is prognosticating – a quality, which otherwise is extremely difficult to obtain in the context of the studied estates.

- Celem niniejszego artykułu jest przedstawienie podejścia do problemu bezrobocia i migracji z jakim obecnie boryka się Szwecja oraz próba oceny programów przeciwdziałania bezrobociu powołanych przez szwedzki ALMP. Szwecja jest krajem Unii Europejskiej charakteryzującym się rozbudowanym systemem pomocy społecznej, starzejącym się społeczeństwem oraz otwartą polityką migracyjną. Napływ imigrantów, poza wzrostem liczby ludności w wieku produkcyjnym, to także duże wyzwanie dla rynku pracy, zarówno na poziomie krajowym jak i regionalnym. Problematyka zagadnienia będzie omówiona na przykładzie regionu Kronoberg, który to w ostatnim czasie przyjął największy odsetek imigrantów.W niniejszej pracy rozpatrywane będą formy wspracia zatrudnienia finansowane z budżetu państwa bez udziału środków unijnych. Wszelkie subwencje oraz wsparcia finansowe będą analizowane z punktu widzenia pracodawcy. Nazewnictwo programów i form kompensacji pozostaje w języku szwedzkim z racji braku polskich odpowiedników.

- One could argue that the choice of software is a minor issue when setting up an institutional repository and that the big task is the one that follows, namely to induce the researchers to actually add their publications to the archive. It is true that getting the researchers to actually use the archive is the big challenge no matter what software you are using. Even so the choice of software and what it can do does affect the acceptance of the archive. In my paper I will make a presentation of requirements on software and organization that we have found are important to make a repository accepted and used by the researchers and the administration at Lund University. I will also give a brief overview of some of the main software alternatives available for setting up IRs, including the one we are developing ourselves which is based on the experiences that we have gained since 2002, when we launched our present archive.

- 99 procent wszyskich szwedzkich firm to male przedsiebiorstwa, a cztery z dziesieciu zatrudnionych w sektorze prywatnym osob pracuje w malych spolkach (MSP). Male i srednie firmy maja kluczowe znaczenie dla ochrony srodowiska i zrownowazonego rozwoju. Zgodnie z Nutek, Szwedzka Agencja Wzrostu Ekonomicznego i Regionalnego, jedno z trzech przedsiebiorstw (31%) jest aktywnie zaangazowane w ustalanie i osiaganie celow srodowiskowych. W pracy nad srodowiskiem moze byc wykorzystywany szereg roznorodnych narzedzin. Nalezy dodac, ze 43 % malych przedsiebiorstw, ktore podejmuja aktywnie prace srodowiskowa, nie stosuje w tym celu zadnego konkretnego srodka. Wiekszosc narzedzi uzywanych do ustalania i osiagania celow srodowiskowych prze MSP to ogolne srodki pracy srodowiskowej; tylko nieliczne sposrod nich sa przystosowane do uzycia w malych przedsiebiorstwach. ISO 14001 jest najbardziej powszechnym narzedziem pracy srodowiskowej malych przedsiebiorstw.W Szwecji dostepnych jest jednak kilka instrumentow, ktore byly stoworzone, aby pomoc malym przedsiebiorstwom w pracy nad kwestiami srodowiska i zrownowazonego rozwoju. Jednym z nich jest znak jakosci dla ekosturystyki – Nature’s Best (To co najlepsze w naturze/dla natury). Znak przyjeto w 2001 roku, a wdrozono w roko 2002. Od poczatku, ten innowacyjny system snakowanie stal sie popularny w przemysle turystycznym i jest obenie jednym z wazniejszych znakow ekosturystyki w Szwecji.

Applying Threshold Analysis to Stimulate the Sustainable Renewal of Cities

- This paper describes the threshold analysis for economic growth developed by Boleslaw Malisz in the 1960’s reflecting the city and region planning debates in Poland and Great Britain at that time. Malisz developed a simple method for growth that considers the rational use of all options, natural and man-made. Discussed first are the spatial limitations that arise during the process of development and renewal of city structures. Malisz’s method helps select the best solutions that limit barriers that impede the process of planning with the lowest threshold costs. His method applies to the range of investments that are linked to fixed expenditures made with the aim to increase the existing capacity of resources. These thresholds affect the costs of adapting the material environment to city development. Typically, large studies are undertaken either to build new city areas increasing the number of inhabitants or alternatively, raise the standard of existing areas through renewal. Yet another kind of big investment is the revitalization of a city’s post industrial areas.This paper then discusses the differentiation between threshold costs and the “normal” costs of city investments. Threshold costs are relatively fixed and are not location dependent. Malisz distinguished between threshold costs and low, but rising costs that result from worsening site development aspects, from those of “jumping costs” which involve one-time expenditures to be borne at fixed moments. Site exploitation costs should be also considered. Typically, the threshold costs together with exploitation costs must be reduced to achieve effective economic investments. Finally, the differences between the identification of threshold limitations and the strategy of overcoming thresholds are explained. Good examples of overcoming threshold costs for further investments are provided. These include: the building of Rotterdam’s Erasmus Bridge connecting the city with its post industrial areas and Bytom’s renovation of its main square, buildings, technical infrastructure and communication system to stimulate new planning in cooperation with IBA Emscher Park. Yet another sample is building of the light rail and streetcar public transportation systems in Portland, Oregon, USA to connect city districts providing better access to the city center. Such strategies underscore the larger benefits of leveraging strategic public investments to stimulate private growth and urban vitality.

- In the current environment of rapid global change, the ability to achieve stable sustainable development is a difficult challenge. This is due to often uncontrolled and spontaneous social, economic and environmental change in cities. Sustainable Development is socially desirable because it is rightly assumed to be a positive evolution. Yet the realities behind achieving such goals contain many limitations as well as conflicting and contradictory interests. As a result of democratic and free market economic changes in Poland since 1989, Polish cities and urban settlements seem to be overcoming inherited environmental, economic and social limitations and moving towards more integrated development. However, ongoing conflicts, barriers and the inability to realize desired development thresholds continue to remain significant challenges.Successful development planning is severely constrained when undertaken without recognizing all relevant environmental, social and economic limitations. While the process of planning is neither completely determinate nor absolute, these limitations do cause discontinuities. These breaks in the development process often result in delays or even the inability to complete projects. This strategic planning would tie up structural conditions, strategic goals, development directions, rules and the space management. This planning must follow a search for more appropriate methods and tools to select solutions that reduce barriers to successful development, methods that allow planning with the lowest economic, environmental, and social costs (i.e. the threshold analysis developed by Bolesław Malisz in the 1960's).
