  • Digitalisering i den offentliga förvaltningen : IT, värden och legitimitet

    • Vi lever i ett samhälle där elektronisk information och kommunikation får en allt större betydelse både i vardags- och arbetslivet. I föreliggande avhandling studeras den utveckling som innebär att offentliga organisationer digitaliseras, det som kan kallas för e-förvaltning. Utgångspunkten för dessa studier är en vilja att undersöka vilka betydelser värden har i digitaliseringsprocesser i offentliga organisationer. Tre kvalitativa, tolkande, studier har genomförts. En av dessa var en studie av svenska e-förvaltningspolicyer. De två andra delstudierna var fallstudier av digitalisering som företogs i dels Landstinget i Östergötland, dels på Försäkringskassan. Fallstudierna har baserats på intervjuer, dokumentstudier och observationer. Teoretiskt bygger avhandlingens analyser på teorier om offentliga värden, legitimitet samt samspelet mellan teknik och organisation. Analyserna visar på vilka värden som ges betydelse i digitaliseringsprocesser i det offentliga och hur digitaliseringen kan påverka grundläggande demokratiska värden i offentliga organisationer. Avhandlingens resultat kan sammanfattas i tre övergripande slutsatser: 1) Digitaliseringen av den offentliga förvaltningen är kontextberoende och sker i ett samspel mellan teknik, policy och förvaltning samt de värden som är knutna till dessa. 2) Utvecklingen mot e-förvaltning ger uttryck för en mångfald av värden, och inspireras och formas av tankegods från olika värdegrunder. 3) Digitaliseringen kan påverka de demokratiska värdenas ställning i offentliga organisationer, och därmed ha betydelse för förvaltningens legitimitet. Avhandlingens centrala kunskapsbidrag är en större förståelse för vilka implikationer e-förvaltningsreformer kan ha för förvaltningens demokratiska och byråkratiska värden och dess legitimitet. Digitaliseringsprocesser är inte värdeneutrala, utan både formas av och formar värden i samspelet mellan teknik, politiska målsättningar och förvaltningens unika organisatoriska och verksamhetsmässiga förutsättningar. En medvetenhet kring digitaliseringens värden är därför betydelsefull när e-förvaltningsreformer initieras och genomförs. Ytterligare forskning om hur de processer ser ut där värden hos teknik och offentliga organisationer formar och präglar varandra kan bidra till att upprätthålla den offentliga förvaltningens legitimitet i en digitaliserad värld.

  • Sensitive Forensic DNA Analysis : Application of Pyrosequencing and Real-time PCR Quantification

    • The field of forensic genetics is growing fast and the development and optimisation of more sensitive, faster and more discriminating forensic DNA analysis methods is highly important. In this thesis, an evaluation of the use of novel DNA technologies and the development of specific applications for use in forensic casework investigations are presented.In order to maximise the use of valuable limited DNA samples, a fast and user-friendly Real-time PCR quantification assay, of nuclear and mitochondrial DNA copies, was developed. The system is based on the 5’ exonuclease detection assay and was evaluated and successfully used for quantification of a number of different evidence material types commonly found on crime scenes. Furthermore, a system is described that allows both nuclear DNA quantification and sex determination in limited samples, based on intercalation of the SYBR Green dye to double stranded DNA. To enable highly sensitive DNA analysis, Pyrosequencing of short stretches of mitochondrial DNA was developed. The system covers both control region and coding region variation, thus providing increased discrimination power for mitochondrial DNA analysis. Finally, due to the lack of optimal assays for quantification of mitochondrial DNA mixture, an alternative use of the Pyrosequencing system was developed. This assay allows precise ratio quantification of mitochondrial DNA in samples showing contribution from more than one individual.In conclusion, the development of optimised forensic DNA analysis methods in this thesis provides several novel quantification assays and increased knowledge of typical DNA amounts in various forensic samples. The new, fast and sensitive mitochondrial DNA Pyrosequencing assay was developed and has the potential for increased discrimination power.

  • Emotional Empathy, Facial Reactions, and Facial Feedback

    • The human face has a fascinating capability to express emotions. The facial feedback hypothesis suggests that the human face not only expresses emotions but is also able to send feedback to the brain and modulate the ongoing emotional experience. It has furthermore been suggested that this feedback from the facial muscles could be involved in empathic reactions. This thesis explores the concept of emotional empathy and relates it to two aspects concerning activity in the facial muscles. First, do people high versus low in emotional empathy differ in regard to in what degree they spontaneously mimic emotional facial expressions? Second, is there any difference between people with high as compared to low emotional empathy in respect to how sensitive they are to feedback from their own facial muscles? Regarding the first question, people with high emotional empathy were found to spontaneously mimic pictures of emotional facial expressions while people with low emotional empathy were lacking this mimicking reaction. The answer to the second question is a bit more complicated. People with low emotional empathy were found to rate humorous films as funnier in a manipulated sulky facial expression than in a manipulated happy facial expression, whereas people with high emotional empathy did not react significantly. On the other hand, when the facial manipulations were a smile and a frown, people with low as well as high emotional empathy reacted in line with the facial feedback hypothesis. In conclusion, the experiments in the present thesis indicate that mimicking and feedback from the facial muscles may be involved in emotional contagion and thereby influence emotional empathic reactions. Thus, differences in emotional empathy may in part be accounted for by different degree of mimicking reactions and different emotional effects of feedback from the facial muscles.

  • Arbetslösa i rörelse : Organisationssträvanden och politisk kamp inom arbetslöshetsrörelsen i Sverige, 1920-34

    • This doctoral thesis sets out to analyse the development of the unemployed movement in Sweden during the period 1920–34. The study is divided into two parts. The first is empirical and descriptive while the second is interpretive and explanatory, and seeks to examine why this phenomenon developed in the way it did. Mass unemployment in Sweden between the World Wars did not cause the same social tensions as in many other countries. This relative peace endured despite high and consistent unemployment and hard living conditions for the unemployed. These conditions served as sources for tensions present in the unemployed movement, and which some actors sought to take advantage of and even exacerbate. Andréasson argues that a major reason that society did not take a more radical turn in the period was that the reformist labour movement actively moderated these tensions. This was done by the Social Democratic Party (SAP) changing the environment of the unemployed organisations, for example by using local unemployment policy to polish off the rough edges of the national unemployment policy. More important was the crisis politics in the early 1930s that helped narrow the socio-economic gap between those who had and those who did not have a job. The Swedish Trade Union Confederation (LO) neutralised the movement of the unemployed by introducing changes within the unemployed movement itself, involving a variety of strategies. After 1933, the LO and SAP dominated and were able to direct the activities of most of the organisations that existed. Gaining control over the unemployed was as important for the LO and SAP as being able to exert control over other forces that might threaten to weaken their long-term strategies and aims. There was a conviction within the unemployed movement that mass unemployment was largely a consequence of technological developments in production. This argument had roots dating back to the early stages of industrialism in England when Luddites had attacked production machinery. The coalition of organisations of unemployed workers in Sweden during the 1920s and 1930s did not seriously consider engaging in machine-breaking activities. The movement’s criticism of technology did not extend into the Swedish model which envisioned the development of machinery as a way to prevent rising unemployment.

  • Towards Deep-learning-based Autonomous Navigation in the Short-loading Cycle

    • Earth-moving machines, such as wheel loaders, are a type of heavy-duty machinery used within the construction industry to perform vital tasks, such as digging, transporting, and mining applications. One of these tasks is the short-loading cycle, where an operator manoeuvres the wheel loader to move material from a pile to the tipping body of a dump truck, through navigation, scooping, and dumping. The short-loading cycle is a repetitive task performed in high quantities, often as part of a larger refinement process, making it interesting for automation.The main objective of this thesis work is to investigate challenges facing the automation of the short-loading cycle, focusing in particular on subtasks that can be efficiently addressed with deep learning methods. A secondary objective is to examine how alternative development paths, such as scale models, or simulations, can be used to enable data-driven automation of the short-loading cycle, as directly experimenting on real vehicles has a high associated cost when large numbers of timesteps are needed to gather enough data.To investigate the two objectives, the literature is systematically reviewed to identify research gaps, challenges, and the usage of deep learning techniques. Secondly, a set of deep learning techniques is investigated to address perception and actuation problems identified as challenging and important for the automation of the short-loading cycle.The investigation of deep learning techniques involves training and validating a realtime object detector neural network to identify key components (wheels, tipping body, and cab) on a scale model dump truck while testing on a real vehicle. This resulted in a localisation and classification degradation of only 14% between the scale model and the real dump truck, with no additional training. In addition, an examination to minimize the annotation workload of humans found that it is possible to decrease the workload by 95% while still retaining similar detection performance by leveraging linear interpolation.Lastly, this thesis presents an investigation regarding the usage of reinforcement learning for navigation during the short-loading cycle. The results indicate that training the agent in simulation is currently required as the agent obtains the maximum reward after timesteps in the order of millions before being capable of performing the task. The results suggest that the trained agent is capable of bridging the gap between simulation and reality to complete a simplified version of the navigation task during the short-loading cycle.The experiments presented in this thesis provide proof of concept that indicates deep learning techniques can aid in the realisation of an autonomous solution. Moreover, the results show that development paths allowing for experiments providing large numbers of timesteps can facilitate the practical use of such techniques.
