  • Global conservation outcomes depend on marine protected areas with five key features

    • In line with global targets agreed under the Convention on Biological Diversity, the number of marine protected areas (MPAs) is increasing rapidly, yet socio-economic benefits generated by MPAs remain difficult to predict and under debate(1,2). MPAs often fail to reach their full potential as a consequence of factors such as illegal harvesting, regulations that legally allow detrimental harvesting, or emigration of animals outside boundaries because of continuous habitat or inadequate size of reserve(3-5). Here we show that the conservation benefits of 87 MPAs investigated worldwide increase exponentially with the accumulation of five key features: no take, well enforced, old (>10 years), large (>100 km(2)), and isolated by deep water or sand. Using effective MPAs with four or five key features as an unfished standard, comparisons of underwater survey data from effective MPAs with predictions based on survey data from fished coasts indicate that total fish biomass has declined about two-thirds from historical baselines as a result of fishing. Effective MPAs also had twice as many large (>250 mm total length) fish species per transect, five times more large fish biomass, and fourteen times more shark biomass than fished areas. Most (59%) of the MPAs studied had only one or two key features and were not ecologically distinguishable from fished sites. Our results show that global conservation targets based on area alone will not optimize protection of marine biodiversity. More emphasis is needed on better MPA design, durable management and compliance to ensure that MPAs achieve their desired conservation value.

  • Fewer invited talks by women in evolutionary biology symposia

    • Lower visibility of female scientists, compared to male scientists, is a potential reason for the under-representation of women among senior academic ranks. Visibility in the scientific community stems partly from presenting research as an invited speaker at organized meetings. We analysed the sex ratio of presenters at the European Society for Evolutionary Biology (ESEB) Congress 2011, where all abstract submissions were accepted for presentation. Women were under-represented among invited speakers at symposia (15% women) compared to all presenters (46%), regular oral presenters (41%) and plenary speakers (25%). At the ESEB congresses in 2001-2011, 9-23% of invited speakers were women. This under-representation of women is partly attributable to a larger proportion of women, than men, declining invitations: in 2011, 50% of women declined an invitation to speak compared to 26% of men. We expect invited speakers to be scientists from top ranked institutions or authors of recent papers in high-impact journals. Considering all invited speakers (including declined invitations), 23% were women. This was lower than the baseline sex ratios of early-mid career stage scientists, but was similar to senior scientists and authors that have published in high-impact journals. High-quality science by women therefore has low exposure at international meetings, which will constrain Evolutionary Biology from reaching its full potential. We wish to highlight the wider implications of turning down invitations to speak, and encourage conference organizers to implement steps to increase acceptance rates of invited talks.

    • Resilience to specified kinds of disasters is an active area of research and practice. However, rare or unprecedented disturbances that are unusually intense or extensive require a more broad-spectrum type of resilience. General resilience is the capacity of social-ecological systems to adapt or transform in response to unfamiliar, unexpected and extreme shocks. Conditions that enable general resilience include diversity, modularity, openness, reserves, feedbacks, nestedness, monitoring, leadership, and trust. Processes for building general resilience are an emerging and crucially important area of research.

    • Reproductive timing in many taxa plays a key role in determining breeding productivity(1), and is often sensitive to climatic conditions(2). Current climate change may alter the timing of breeding at different rates across trophic levels, potentially resulting in temporal mismatch between the resource requirements of predators and their prey(3). This is of particular concern for higher-trophic-level organisms, whose longer generation times confer a lower rate of evolutionary rescue than primary producers or consumers(4). However, the disconnection between studies of ecological change in marine systems makes it difficult to detect general changes in the timing of reproduction(5). Here, we use a comprehensive meta-analysis of 209 phenological time series from 145 breeding populations to show that, on average, seabird populations worldwide have not adjusted their breeding seasons over time (-0.020 days yr(-1)) or in response to sea surface temperature (SST) (-0.272 days degrees C-1) between 1952 and 2015. However, marked between-year variation in timing observed in resident species and some Pelecaniformes and Suliformes (cormorants, gannets and boobies) may imply that timing, in some cases, is affected by unmeasured environmental conditions. This limited temperature-mediated plasticity of reproductive timing in seabirds potentially makes these top predators highly vulnerable to future mismatch with lower-trophic-level resources(2).

  • Lessons Learned from U.S. Experience with Regional Landscape Governance: Implications for Conservation and Protected Areas

    • It is generally acknowledged that protected areas do not encompass the scale necessary for effective conservation of socio-ecological systems. Consequently, there have been repeated calls for a "new paradigm" for conservation that transitions from "islands" to "networks." By extending conservation to reflect wider landscape perspectives, this approach integrates community development and economic and quality of life interests, thereby forging productive relationships between protected areas and their regional context. This broadened agenda involves many more landowners, organizations, and levels of government and requires coordination, partnerships, and new forms of governance. Drawing from nearly a decade of research, this contribution examines US experience with this new paradigm for conservation and models of network governance. The findings from this research program indicate that three key dimensions are fundamental to governance: engaging a diversity of stakeholders and building consensus, creating and sustaining ongoing networks of partners, and developing a central hub for the network. This central coordinating and facilitating function appears to be an essential governance element as it is the activity of these networks of private and public partners that deliver accomplishments. This contribution suggests that despite their challenges, networked-based models can strengthen social capital at regional levels, thereby increasing capacity for innovation, adaptation, and resiliency.

    • This paper examines how and why innovations are reshaped as they become implemented and used in locales that are distant and distinct from those where the innovation was initially developed. Drawing on an in-depth field study of the innovation process that produced a mobile money system for Kenya, we contribute an understanding of the particular dynamics that arise when an innovation trajectory interacts with local trajectories that constitute the local conditions and practices of specific places. We identify four distinct patterns of trajectory dynamics—separation, coordination, diversification, and integration—each of which has different implications for the innovation, its implementation, and consequences on the ground. Developing a model of trajectory dynamics in innovation, we theorize the processes through which innovations are transformed over time as they interact with multiple local trajectories and the specific innovation outcomes that are generated as a result. Such theorizing reconceptualizes traditional notions of innovation diffusion by explicating how and why innovations change in multiple and unexpected ways as they move to particular places and engage with local conditions and practices.

    • This article provides a brief overview of Ed Cairns’ (1945–2012) personal and professional life. Born, raised, and educated in Belfast, Ed’s career at the University of Ulster spanned the years of Northern Ireland’s contemporary political violence—from the riots of the early 1970s, through the Good Friday Agreement of 1998, and into the present postconflict period. A fellow of both the British Psychological Society and the American Psychological Association, Ed was a leading international scholar on social identity, conflict and peace, and children and political violence. He was a committed teacher and mentor of many university students and of many peace psychologists from around the globe. He was also an influential leader worldwide and the first international President of APA’s Division 48, the Society for the Study of Peace, Conflict, and Violence.
