- This book is part of a stream of research on intermodal terminal governance carried out by the authors throughout 2013-15, building on their previous research on intermodal transport and logistics. One of the inspirations for this book is that much work has been done on port governance yet so little has addressed intermodal terminal governance, despite the clear similarities. Research on intermodal transport tends to focus either on the development process or the operational phase, with less attention given to the link between the two, i.e. how the developer finds an operator and secures both efficient operations and acceptable prices for users. In particular, there has been a lack of research linking these phases together, exploring how the development model anticipates the kind of concession model adopted and how both of these influence the operational model, and especially the ability of the owner and operator to make operational decisions. Research into the long-term management of strategic terminal infrastructure is even more scarce, meaning that conditions under which terminals should be sold or redeveloped remain unexplored. Research is, therefore, required into the link between the initial funding (both public and private), the business model of the terminal and the ongoing economic viability of the terminal over the course of its life, which may be decades. The topic of intermodal transport has risen to prominence in the last ten years, with an explosion of academic papers on intermodal terminals appearing in a range of academic journals, aligned with much public funding for research that is hoped to support government goals of emissions reduction, congestion amelioration and economic growth. As this book will attempt to show, such motivations are not easy to achieve, especially all at the same time. The epigraph quotation from van Ark reveals the scope of the challenge and indeed intermodal operators have commented to the authors that it takes years of doing everything right to attract shippers to intermodal transport and only one thing wrong to turn them away. It is our contention that one reason for this difficulty is the lack of a life cycle framework in which to situate the analysis of different aspects of intermodal terminals as they pass through stages of conception, planning, funding, building, concessioning, operation and maintenance. The aim of this book is to provide such a framework.
