    • Trots att det finns ett stort intresse för urban vattenburen logistik (UVL) hos nationella, regionala och kommunala myndigheter, används urbana vattenvägar i Sverige mycket sparsamt. I denna rapport analyserar vi vad myndigheter kan göra för att driva på utvecklingen för ökad användning av UVL. Vår analys visar att en större användning av UVL begränsas av hinder på flera nivåer som förstärker varandra och resulterar i inlåsningsmekanismer i dagens transportsystem. Förutom hinder som är kopplade till ekonomiska parametrar, regelverk, fysiska förutsättningar samt tekniska artefakter, spelar även hinder som är relaterade till beslutfattarnas beteende, kultur och värderingar en viktig roll i detta sammanhang. För att UVL ska kunna implementeras och komma till användning i större skala krävs det därför förändringar på samtliga nivåer. Det finns flera möjligheter för myndigheterna att utveckla marknaden för UVL och att stärka UVL:s konkurrenskraft. Dessa är dock svåra att genomföra på grund av beslutfattarnas rutiner, vanor och tillvägagångssätt som upprätthåller inlåsningsmekanismer. Den viktigaste åtgärden för att driva på utvecklingen av UVL är därför att skapa en stödjande kultur för UVL hos myndigheterna.

    • Cities and metropolitan areas serve a wide variety of functions. Those cities which have a port function may be subject to significant increases in traffic flows. Thus in recent years port activities have at times been viewed as a problem by those responsible for traffic planning in the city with which the port is connected. This paper considers the port-city interactions over time and highlights how these have changed. A new phase of these interactions may be at hand with significant implications for urban freight movements. Ports’ strategies are constantly evolving and port managers seek to make better use of the port’s assets. One of the main assets is land and here there are some emerging trends that have important implications for the port-city interface. In addition, city authorities are increasingly looking for opportunities to use non-road modes for some of the movements of goods to, from and possibly within their cities. Cities that are connected to a port have some interesting opportunities in this area. These developments imply a new period of more intense port-city interaction.

  • The rise of on-demand ‘Instant Deliveries’ in European cities

    • This exploratory paper contributes to a new body of research that investigates the potential of digital market places to disrupt transport and mobility services. We are specifically looking at the urban freight sector, where numerous app-based services have emerged in recent years. The paper specifically looks at ‘instant deliveries,’ i.e. services providing on-demand delivery within two hours–by either private individuals, independent contractors, or employees–by connecting consignors, couriers and consignees via a digital platform. The paper provides an overview of the main issues concerning instant deliveries, supported by data (including a survey of 96 courier delivery providers) and examples. After presenting a typology of companies (digital platforms) involved in ‘instant deliveries,’ we question in what way they transform the urban freight current patterns. We highlight four issues, discussing their potential to impact urban freight services and related policies in European cities: 1) Freight trips and data; 2) Business models; 3) Labor legislation and work conditions; and 4) Local public policies. We conclude by saying that predicting the medium-term consequences of these changes is difficult, but it is essential that city planning and policies take account of these developments and consider how planning and possibly regulation needs to be adapted to these new ways of doing things.
