    • Ju längre bort man är ifrån kärnverksamheten desto mindre verkar man förstå hur kvalitet egentligen skapas. Det finns tre grundproblem som politiker samt chefer på myndigheter och offentliga verksamheter måste förstå och agera på. 1. Överarbetade analyser och utredningar är ofta ett resursslöseri. 2. Högre kvalitet uppnås inte genom fler inspektioner och kontroller. 3. Byråkrati och administration hindrar förbättringar. Coronakrisen har exponerat de problem som finns inbyggda i hur svenska myndigheter och offentliga verksamheter leds. Trots dessa underliggande problem har medarbetare i kärnverksamheterna under pågående kris utfört fantastiska insatser och levererat vård och omsorg av hög kvalitet. Fokus har legat på att lösa de svåra problemen som man har ställts inför. Nya samarbeten har skapat lärande och innovationer. Slutsatsen är att det behövs mer lokalt problemlösande och förbättringsarbete, och inte en byråkrati som hindrar medarbetare i vård och omsorg att utföra den tjänst som medborgarna vill ha.

  • Caroli Church : An Obstacle or a Catalyst for Urban Regeneration?

    • Sulla base di un esempio di una chiesa cittadina trascurata, gli autori riflettono sul concetto di valori storici, su come questi siano interpretati in modo diverso dai diversi attori e quali conseguenze ciò potrebbe comportare per la conservazione, la gestione e l’uso delle chiese ridondanti. Una domanda fondamentale è se gli edifici religiosi storici, invece di essere ostacoli allo sviluppo sostenibile, possono essere considerati un riferimento nella rigenerazione di aree urbane degradate? La chiesa di Caroli fu costruita nel 1879 a Malmö, la terza città più grande della Svezia. Questa zona del centro storico è stata rinnovata negli anni ‘60 e ‘70 con la demolizione di molti vecchi edifici. La chiesa è stata sconsacrata nel 2010 e venduta al proprietario di un vicino centro commerciale. L'amministrazione della contea ha concesso il permesso di rimuovere la maggior parte degli arredi ecclesiastici. Il National Heritage Board, sostenendo che ciò distruggerebbe i valori storici protetti, ha presentato ricorso al tribunale amministrativo. Il Tribunale Amministrativo Superiore ha infine respinto il ricorso (2016), attribuendo al proprietario il diritto di apportare modifiche agli interni. La chiesa è stata finalmente restaurata ma è ancora inutilizzata. La nostra analisi del caso, con l'obiettivo di portare a proposte di soluzioni, è condotta sulla base dei concetti connessi al valore del patrimonio, all’economia circolare e al riuso adattivo degli edifici storici.

    • In this paper we analyze interviews from four technology-intensive companies, focused on service and service development. All companies have during the last two decades introduced interaction design units, and the corporations were selected due to their interest in also expanding the service share of their business. This service shift has been a top-down initiative. However in only two companies, the initiatives have led to the establishment of enterprise wide service development processes, and in the other two companies, the service development is more ad hoc. It is argued that even if interaction design has close theoretical relation to service design such combination has so far been limited. We discuss the shift from product to service view of the offerings within these companies, and relate this to user-centered perspectives. We argue there is a window of opportunity within technology-intensive and engineering focused industries to include user-centered design when formalizing service development.

  • Nursing under the skin : a netnographic study of metaphors and meanings in nursing tattoos.

    • The aims of this study were to present themes in nursing motifs as depicted in tattoos and to describe how it reflects upon nursing in popular culture as well as within professional nursing culture. An archival and cross-sectional observational study was conducted online to search for images of nursing tattoos that were freely available, by utilizing the netnographic methodology. The 400 images were analyzed in a process that consisted of four analytical steps focusing on metaphors and meanings in the tattoos. The findings present four themes: angels of mercy and domination; hegemonic nursing technology; embodying the corps; and nurses within the belly of the monster. The tattoos serve as a mirror of popular culture and the professional culture of nurses and nursing practice within the context of body art. Body art policy statements have been included in nursing personnel dress code policies. Usually these policies prohibit tattoos that are sexist, symbolize sex or could contribute and reproduce racial oppression. The results show that the tattoos can be interpreted according to several layers of meanings in relation to such policies. We therefore stress that this is an area highly relevant for further analyses in nursing research.

    • We present PARTICIPATE, a technology probe exploring how to strengthen the connection between activities taking place at public libraries and their collections, both in the digital realm and in the physical space. Based on ethnographic studies and participatory design activities, we derive three core implications for place- and activity centric library services. These implications led us to design PARTICIPATE in collaboration with library staff from three European countries. The probe is a mean to investigate how place- and activity-centric digital services in the library space can engage participants in co-creating knowledge, and enable libraries to integrate activities with library collections.

    • This study describes and analyses the Swedish ecclesiastical heritage as well as the structures and systems that provide conditions and frameworks for how it is perceived and managed. One purpose is to explain today’s situation concerning the 3,000 historic church buildings and sites protected by national heritage legislation and owned by the Church of Sweden. Furthermore, the study analyses how the approaches, paradigms or discourses, which define that ecclesiastical heritage, have changed over the past two centuries. The study aims to bridge the gaps between antiquarian, art history and conservation discourses, where churches are mainly seen as material historic objects and other discourses that regard churches as living heritage, intangible heritage, or as resources for human rights and sustainable development. The analyses are based on theories such as the concepts of Authorized Heritage Discourse, heritagisation, secularisation, and research methods as discourse analysis and self-reflexivity. The study defines and discusses the Church Antiquarian System, which includes the State-Church agreement, the Historic Environment Act and the State financial compensation. The analyses show that the system is based on a partly outdated conservation approach, with origins in an even older nineteenth-century antiquarian discourse, that is not consistent with the national heritage policy adopted by the Swedish parliament. Thus, it blocks a necessary development where many redundant churches could be revitalised as resources for society. The current approach, as well as the Church’s use of its heritage and history, contribute to a deliberately created positive image, avoiding dark or controversial heritage that illustrates abuse of groups of people such as “witches” in the seventeenth century. To achieve the desired development towards a holistic and inclusive approach to ecclesiastical heritage, several recommendations are given. These include identification of heritage discourses in heritage practices and policies, tolerance of many existing heritage approaches, a review and update of the Church Antiquarian System, and finally the need for developing the competence of heritage officers in the adapted reuse of heritage as a resource for sustainable societal development.
