- Following the 2009 Copenhagen Summit, momentum for mitigating global climate change has been spurred by the idea that success at the international level must be built around existing national policies. The Mistra Indigo research program —a collaboration among IVL Swedish Environmental Research Institute, the University of Gothenburg’s Department of Economics, and Resources for the Future—was created to analyze this bottom-up approach to climate policy. From 2012-2015 the program brought together leading experts in economics and environmental policy, with the goal of understanding how to design and select environmental policy instruments to promote longterm, cost-effective global climate change mitigation change while taking into account the uncertain ties of international policy.

Bioeconomic Model of Community Incentives for Wildlife Management Before and After CAMPFIRE

- This paper formulates a bioeconomic model to analyze community incentives for wildlife management under benefit-sharing programs like the Communal Areas Management Programme for Indigenous Resources (CAMPFIRE) in Zimbabwe. Two agents influence the wildlife stock: a parks agency determines hunting quotas, and a local community chooses to either aid or discourage outside poachers. Wildlife generates revenues from hunting licenses and tourism; it also intrudes on local agriculture. We consider two benefit-sharing regimes: shares of wildlife tourism rents and shares of hunting licenses. Resource sharing does not necessarily improve community welfare or incentives for wildlife conservation. Results depend on the exact design of the benefit shares, the size of the benefits compared with agricultural losses, and the way in which the parks agency sets hunting licenses.

- The Regional Assessment Report on Biodiversity and Ecosystem Services for Europe and Central Asia produced by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) provides a critical analysis of the state of knowledge regarding the importance, status, and trends of biodiversity and nature's contributions to people. The assessment analyses the direct and underlying causes for the observed changes in biodiversity and in nature's contributions to people, and the impact that these changes have on the quality of life of people. The assessment, finally, identifies a mix of governance options, policies and management practices that are currently available to reduce the loss of biodiversity and of nature's contributions to people in that region. The assessment addresses terrestrial, freshwater, and coastal biodiversity and covers current status and trends, going back in time several decades, and future projections, with a focus on the 2020-2050 period.

- A project led jointly by Climate Strategies and DIW Berlin has been exploring whether inclusion of domestic sales of selected energy intensive commodities (e.g. steel) in domestic emission trading schemes is an effective and feasible approach towards restoring the carbon price signal in these sectors, without damaging competitiveness. It has been delivered by a multidisciplinary, international team of researchers from a number of institutions, representing various fields (EU law and institutions, climate policy and economics, energy market and infrastructure policy and economics).
