    • Swedish climate policy targets net zero greenhouse gases (GHG) by mid-century, with road transport independent of fossil fuels by 2030, requiring far-reaching changes in the way energy is used. Forest management is expected to support carbon sequestration and provide biomass for various uses, including energy. In this paper, we combine two energy scenarios with four forest scenarios and quantify GHG balances associated with energy-use for heat, electricity, and road transport, and with forest management and production, use, and end-of-life management of various forest products, including products for export. The aggregated GHG balances are evaluated in relation to the 2-degree target and an allocated Swedish CO2 budget. The production of biofuels in the agriculture sector is considered but not analyzed in detail.The results suggest that Swedish forestry can make an important contribution by supplying forest fuels and other products while maintaining or enhancing carbon storage in vegetation, soils, and forest products. The GHG neutrality goal is not met in any of the scenarios without factoring in carbon sequestration. Measures to enhance forest productivity can increase output of forest products (including biofuels for export) and also enhance carbon sequestration. The Swedish forest sector can let Sweden reach net negative emissions, and avoid “using up” its allocated CO2 budget, thereby increasing the associated emissions space for the rest of the world.

    • Explores the notion that the introduction of total quality management (TQM) in the public health care sector indicates a conceptual break with a tradition in which the authority to define and interpret the meaning of medical practice has been located solely within the medical profession. It also serves to shift the focus of medical practice away from its contextual and interactional character towards numerical representations and codification in monetary terms. Further, it is argued that the realization of management ideals in everyday practice is dependent more on the availability of pre-existing technologies and standard procedures than on the ingenuity of particular organizational and institutional actors. These arguments are illustrated with the reutilization for TQM purposes of “local incident reports” in a Swedish hospital organization.

    • Stroke patients not eligible for acute intervention often have low priority and may spend long time at the emergency department (ED) waiting for admission. The aim of this retrospective case-control register study was to evaluate outcomes for such "low priority" stroke patients who were transported via Fast Track directly to the stroke unit, according to pre-specified criteria by emergency medical service (EMS). The outcomes of Fast Track patients, transported directly to stroke unit (cases) were compared with the outcomes of patients who fulfilled these critera for Fast Track, but instead were transported to the ED (controls). In all, 557 cases and 509 controls were identified. The latter spent a mean time of 237 min in the ED before admission. The 90-day mortality rate was 12.9% for cases and 14.7% for controls (n.s.). None of the secondary outcome events differed significantly between the groups: 28-day mortality rate; death rate during hospitalisation; proportion of pneumonias, falls or pressure ulcers; or health-related outcomes according to the EQ-5D-5L questionnaire. These findings indicates that the Fast Track to the stroke unit by an EMS is safe for selected stroke patients and could avoid non-valuable time in the ED.
