    • This document reports the findings of the project “Large scale bio electro jet fuel production integration at CHP-plant in Östersund, Sweden”. BEJF is an electrofuel produced in a synthesis process where biogenic carbon dioxide (CO2) is the main carbon source and hydrogen from electrolysis of water using renewable electricity is the main energy source. The project is a feasibility study for a factory for such fuel located at Jämtkraft's facility for CHP in Östersund. Thus, the aim of the project is to assess the feasibility for producing renewable aviation fuel at a specific location considering and evaluating e.g., different processes, operations and integrations, costs, environmental impact, business models and actors.IVL The Swedish Environmental Research Institute, Jämtkraft (JK), Chalmers University (CU), Lund University (LU), Nordic Initiative for Sustainable Aviation (NISA), and Fly Green Fund (FGF) have been the primary implementers in this project. Other project stakeholders (AFAB, and The Power Region), have provided relevant data to the various working groups. The project has included experimental work, modelling and calculations, as well as literature-based studies but not the construction of any facilities.

  • Country Size and the Rule of Law: Resuscitating Montesquieu

    • The political and economic impact of country size has been a frequently discussed issue in social science. In accordance with the general hypothesis of Montesquieu, this paper demonstrates that there is a robust negative relationship between the size of country territory and a measure of the rule of law for a large cross-section of countries. We propose that there are two main reasons for this regularity; firstly that institutional quality often has the character of a local public good that is imperfectly spread across space from the capital to the hinterland, and secondly that a large territory usually is accompanied by valuable rents that tend to distort property rights institutions. Our empirical analysis further shows that whether the capital is centrally or peripherally located within the country matters for the average level of rule of law.

    • Climate engineering (geoengineering) has been widely discussed as a potential instrument for curbing global warming if politics fails to deliver green house gas emission reductions. This debate has lost momentum over the last couple of years, but is now being renewed in the wake of the December 2015 Paris climate change agreement. Resurgent interest primarily stems from two elements of the Paris agreement. First, by defining the long term goal as “achiev[ing] a balance between anthropogenic emissions by sources and removals by sinks of greenhouse gases” instead of decarbonization, the agreement can be interpreted as providing leeway for climate engineering proposals. Second, the agreement formulated a temperature goal of “well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C”. In response, several scientists argued that these goals may require climate engineering.As these discussions will affect the forthcoming review of pathways toward 1.5°C warming, this policy brief takes stock of climate engineering. It draws on the expertise of Linköping University’s Climate Engineering (LUCE) interdisciplinary research programme. The brief provides an overview of the status of academic debate on climate engineering regarding bioenergy with carbon capture and storage (BECCS);  stratospheric aerosol injection; and mass media reporting and public engagement.
