    • The Visual Object Tracking Segmentation VOTS2023 challenge is the eleventh annual tracker benchmarking activity of the VOT initiative. This challenge is the first to merge short-term and long-term as well as single-target and multiple-target tracking with segmentation masks as the only target location specification. A new dataset was created; the ground truth has been withheld to prevent overfitting. New performance measures and evaluation protocols have been created along with a new toolkit and an evaluation server. Results of the presented 47 trackers indicate that modern tracking frameworks are well-suited to deal with convergence of short-term and long-term tracking and that multiple and single target tracking can be considered a single problem. A leaderboard, with participating trackers details, the source code, the datasets, and the evaluation kit are publicly available at the challenge website1

    • The Visual Object Tracking challenge VOT2021 is the ninth annual tracker benchmarking activity organized by the VOT initiative. Results of 71 trackers are presented; many are state-of-the-art trackers published at major computer vision conferences or in journals in recent years. The VOT2021 challenge was composed of four sub-challenges focusing on different tracking domains: (i) VOT-ST2021 challenge focused on short-term tracking in RGB, (ii) VOT-RT2021 challenge focused on "real-time" short-term tracking in RGB, (iii) VOT-LT2021 focused on long-term tracking, namely coping with target disappearance and reappearance and (iv) VOT-RGBD2021 challenge focused on long-term tracking in RGB and depth imagery. The VOT-ST2021 dataset was refreshed, while VOT-RGBD2021 introduces a training dataset and sequestered dataset for winner identification. The source code for most of the trackers, the datasets, the evaluation kit and the results along with the source code for most trackers are publicly available at the challenge website(1).

Results of 58 trackers are presented; many are state-of-the-art trackers published at major computer vision conferences or in journals in the recent years. The VOT2020 challenge was composed of five sub-challenges focusing on different tracking domains: (i) VOT-ST2020 challenge focused on short-term tracking in RGB, (ii) VOT-RT2020 challenge focused on “real-time” short-term tracking in RGB, (iii) VOT-LT2020 focused on long-term tracking namely coping with target disappearance and reappearance, (iv) VOT-RGBT2020 challenge focused on short-term tracking in RGB and thermal imagery and (v) VOT-RGBD2020 challenge focused on long-term tracking in RGB and depth imagery. Only the VOT-ST2020 datasets were refreshed. A significant novelty is introduction of a new VOT short-term tracking evaluation methodology, and introduction of segmentation ground truth in the VOT-ST2020 challenge – bounding boxes will no longer be used in the VOT-ST challenges. A new VOT Python toolkit that implements all these novelites was introduced. Performance of the tested trackers typically by far exceeds standard baselines. The source code for most of the trackers is publicly available from the VOT page. The dataset, the evaluation kit and the results are publicly available at the challenge website (http://votchallenge.net ).

  • A CORDIC-Based Architecture with Adjustable Precision and Flexible Scalability to Implement Sigmoid and Tanh Functions

    • In the artificial neural networks, tanh (hyperbolic tangent) and sigmoid functions are widely used as activation functions. Past methods to compute them may have shortcomings such as low precision or inflexible architecture that is difficult to expand, so we propose a CORDIC-based architecture to implement sigmoid and tanh functions, which has adjustable precision and flexible scalability. It just needs shift-add-or-subtract operations to compute high-accuracy results and is easy to expand the input range through scaling the negative iterations of CORDIC without changing the original architecture. We adopt the control variable method to explore the accuracy distribution through software simulation. A specific case (ARCH:(1, 15, 18), RMSE: 10(-6)) is designed and synthesized under the TSMC 40nm CMOS technology, the report shows that it has the area of 36512.78 mu m(2) and power of 12.35mW at the frequency of 1GHz. The maximum work frequency can reach 1.5GHz, which is better than the state-of-the-art methods.

    • Under the tide of world multi polarization and economic globalization, the internationalization of higher education has become the general trend. Implementing the ‘going out’ strategy and cultivating international logistics talents are the internal needs of Application-oriented Undergraduate Colleges and universities to adapt to the development trend of higher education, and also the internal needs of Application-oriented Undergraduate Colleges and universities to improve the level of running a school. At present, in terms of international logistics talent training, there are some problems in the undergraduate of application-oriented universities, such as the lack of international logistics talent training platform and funds, the lack of international teaching staff, and the imperfect teaching system of international logistics talent training. In view of these problems, this topic introduces the guiding ideology of the ‘the Belt and Road’ and builds an application-oriented undergraduate university, which can explore the cultivation of international logistics talents from the aspects of the construction of an international logistics talent training platform, giving full play to its own characteristics and advantages, improving the curriculum, teaching and evaluation system, and promoting the internationalization of professional construction, so as to continuously improve the cultivation level of international logistics talents.

    • From a copper target, laser-ablated plasma was investigated by spectral- and temporal-resolved emission spectroscopy. With the presence of a 0.8T steady magnetic field, the emission of the expanding plasma showed significant enhancements of the spectral lines for all neutral, singly, and doubly ionized species. The relative enhancements for different species have been studied with temporal-resolved measurement by comparing the spectra obtained with and without the magnetic field. The enhanced emission from the plasma plume is attributed to an increase of the radiative recombination rate in the plasma due to magnetic confinement. The temporal evolution of the plasma parameters, including electron temperature and electron density, was deduced and discussed for the cases with and without a magnetic field.     • A Delay-Tolerant Network (DTN) is a necessity for communication nodes that may need to wait for long periods to form networks. The IETF Delay Tolerant Network Research Group is developing protocols to enable such networks for a broad variety of Earth and interplanetary applications. The Arctic would benefit from a predictive velocity-enabled version of DTN that would facilitate communications between sparse, ephemeral, often mobile and extremely power-limited nodes. We propose to augment DTN with power-aware, buffer-aware location- and time-based predictive routing for ad-hoc meshes to create networks that are inherently location and time (velocity) aware at the network level to support climate research, emergency services and rural education in the Arctic. On Earth, the primary source of location and universal time information for networks is the Global Positioning System (GPS). We refer to this Arctic velocity-enabled Delay-Tolerant Network protocol as "GPSDTN" accordingly. This paper describes our requirements analysis and general implementation strategy for GPSDTN to support Arctic research and sustainability efforts
