- It has become increasingly common to use projects as a form of organization when implementing public policies in the area of social welfare, and in other policy areas as well. The EU, along with its various structural funds, is a key player behind this development in Europe, but the same trend can also be found at national and regional levels in other countries. In previous research, we have identified political, administrative, and organizational motives behind this trend toward more project-based organizations within public administration (Jensen et al. 2013). The problem with this trend is that this form of project organization carries inherent challenges when these projects are intended to be implemented in permanent organizational structures. The purpose of this paper is to identify problems and challenges that public administrations face when the project is used as a structural form of organization (i.e., as a policy tool) when implementing public policy. This article takes as its starting point the policy implementation research and especially the seminal work of Richard Matland (1995), who bases his implementation analysis on the variables policy conflict and policy ambiguity. The use of these important variables makes it possible to identify various paradigms in implementation research, as well as factors that can explain the implementation results. This research tradition is complemented by research on temporary organizations. Our analysis shows that the use of project organization puts special demands on the players involved; and that if these demands are not taken into account, there is a high risk that projects designed to bring about social change risk becoming isolated events that do not produce the intended effects.

Previous research has identified political, administrative and organizational motives behind this trend towards more project-based organizations within the public administration. The problem is that project-based organization carries inherent problems and special challenges when these projects are supposed to be implemented in permanent agencies and organizations. The purpose of this paper is to identify problems and challenges that public administrations face when ‘the project organization’ is used as a structural form of organization in implementing different kinds of public policies. The article takes its starting point in the policy implementation research and especially in Matland’s conflict-ambiguity model. This research tradition is complemented by a review of research on temporary organizations, which draws attention to some inherent and significant characteristics of project organizations, that is the concepts of entity, relationship and time. Our analysis shows that the use of project organization puts special demands on the players involved, and if these are not taken into account, there is a high risk that projects designed to bring about social change will not produce the effects that policymakers and citizens expect.

- Projekt som organisationsform har blivit allt vanligare inom den offentliga sektorn och därmed också inom välfärdssektorns kärnområden: vården, omsorgen och skolan. Att organisera i projekt utlovar en början och ett slut och däremellan nyskapande, experimenterande och entreprenörskap. Det utlovar såväl ordning och kontroll som frihet och gränsöverskridande. I boken presenteras fyra typer av projekt som är vanligt förekommande i offentlig sektor: förändringsprojekt, försöksprojekt, samverkansprojekt och uppdragsprojekt. Men framför allt får läsaren verktyg för att kunna förstå omgivningens avgörande betydelse för projektets genomförande och resultat. Boken innehåller mångas konkreta exempel. The interactive project - a model for analyzing environmental uncertainty

- Contemporary organization theory reminds us about the impact of the environment on what is going on in organizations and that neither permanent nor temporary organizations can be understood without taking their relations to other organizations into consideration. The aim of this article is to outline a model for analyzing fundamental relationships between projects and important actors in its environment. The model can be used for identifying determinants of uncertainty in the environment and how these influence project structures, processes and outcomes. The model enables us to contrast different ways in which relationships either constrain or enable projects to accomplish their tasks.
