  • Regimes of Hospitality : Urban Citizenship between Participation and Securitization – the Case of the Multiethnic French Banlieue

    • This thesis analyzes various local development policies in Europe’s big urban areas. Striving to understand the respective places accorded to the measures to increase the participation of the inhabitants on the one hand, and to improve for security and public peace in the context of social and territorial policies on the other, I examine how urban policies define models of urban citizenship. The empirical work concerns two sites in the greater metropolitan area of Paris, Le Franc-Moisin–Bel-Air in Saint-Denis and Les Cinq Quartiers in Les Mureaux. It consists of an analysis of public documents as well as a series of interviews and observations. This methodological approach serves to gain an understanding of how participative and security procedures emerge in the history of French urban policy and how these norms interact locally.By investigating the overlap of security politics and participatory devices, I demonstrate that deprived areas do not have access to an adequate form of intervention to meet the expectations and needs of its inhabitants, who are squeezed between a logic of development reluctantly accepted by, but rarely negotiated with its inhabitants, and a logic of security that often leads to the confinement of residents to their respective areas. The thesis thus demonstrates how institutional interventions in multiethnic areas can fuel feelings of suspicion be-tween local stakeholders and civic distrust. Indeed, the participatory procedures that are developed in urban strategies influence the conduct of participants on matters of identity and belonging and can intensify socio-ethnic stigmatization. This effect provides me with a critical standpoint on new techniques of government. The local partners of the state develop daily routines in urban strategies that contribute to articulating participatory devices and security procedures. I claim that the results from this process are “regimes of hospitality”.

  • Impossible Interculturality? : Education and the Colonial Difference in a Multicultural World

    • An increasing number of educational policies, academic studies, and university courses today propagate ‘interculturality’ as a method for approaching ‘the Other’ and reconciling universal values and cultural specificities. Based on a thorough discussion of Europe’s colonial past and the hierarchies of knowledge that colonialism established, this dissertation interrogates the definitions of intercultural knowledge put forth by EU policy discourse, academic textbooks on interculturality, and students who have completed a university course on the subject. Taking a decolonial approach that makes its central concern the ways in which differences are formed and sustained through references to cultural identities, this study shows that interculturality, as defined in these texts, runs the risk of affirming a singular European outlook on the world, and of elevating this outlook into a universal law. Contrary to its selfproclaimed goal of learning from the Other, interculturality may in fact contribute to the repression of the Other by silencing those who are already muted. The dissertation suggests an alternative definition of interculturality, which is not framed in terms of cultural differences but in terms of colonial difference. This argument is substantiated by an analysis of the Latin American concept of interculturalidad, which derives from the struggles for public and political recognition among indigenous social movements in Bolivia, Ecuador and Peru. By bringing interculturalidad into the picture, with its roots in the particular and with strong reverberations of the historical experience of colonialism, this study explores the possibility of decentring the discourse of interculturality and its Eurocentric outlook. In this way, the dissertation argues that an emancipation from colonial legacies requires that we start seeing interculturality as inter-epistemic rather than simply inter-cultural.

  • Beyond the silver bullet : unveiling multiple pathways to school turnaround

    • Research on school improvement has accumulated an extensive list of factors that facilitate turnarounds at underperforming schools. Given that context or resource constraints may limit the possibilities of putting all of these factors in place, an important question is what is necessary and sufficient to turn a school around. We use qualitative comparative analysis (QCA) of 77 Swedish schools studied over 12 years to answer this question. Our core finding is that there is no "silver bullet" solution. Instead, there are several distinct combinations of factors that can enable school turnaround. The local school context is essential for which combinations of factors are necessary and sufficient for school turnaround. We discuss implications for research on school improvement and education policy.

  • Hyenas of the Limpopo : The Social Politics of Undocumented Movement Across South Africa’s Border with Zimbabwe

    • An increasing number of people today cross the Beitbridge border of South Africa and Zimbabwe. This comes with a corresponding growth of creative strategies that seek to aid the crossing of those people and goods that may lack the necessary documentation. Such ‘informal’ border crossings have come to define one of the important economic regions in Southern Africa, the post-1994 Limpopo Valley.This thesis approaches routine acts of facilitating undocumented border crossings as an everyday social politics with deep historical roots. By use of archival and ethnographic methods, the thesis examines the social history and embodied practices of a variety of actors who engage in undocumented border crossings. A particular focus is placed on the role of private transporters (omalayitsha), who represent an important link between an exclusionary and yet fragmentary migration regime and undocumented travellers. In three theoretical and four empirical chapters, and inspired by border studies as well as the critical realist approach in migration studies, the thesis connects border practice to irregular movement and cheap labour within a regional context defined, in part, by dispossession. Through thick interpretations of the lived experience of border practice, the study also connects such political economic processes (e.g. migrant irregularity, labour precarity and economic informality) to questions of social identity and migrant subjectivities.By situating the figure of the hyena at the centre of Southern African border struggles, the thesis invents an analytical concept that serves both an empirical and a theoretical task. Empirically, it enables a synthetic understanding of how everyday contestations around the possibility to work across the border for low-skill migrants have been interacting, through time, with broader processes of capital accumulation to partly shape the region’s migrant labour system. Theoretically, it shows how facilitation of undocumented border crossings calls for new sociological models that can account for processes that escape binary classification (as formal or informal, inclusive or exclusive, legal or illegal, ordered or disordered), thus contributing to a better understanding of the role of migration in the contemporary world.

Le salut de l’Europe, affirment-ils, repose sur sa capacité à exploiter en commun les richesses des colonies africaines. Rivalisant avec la puissance montante des continents américain et asiatique, l’Eurafrique deviendra ainsi le pôle dominant de la géopolitique mondiale.Le projet eurafricain, un temps caressé par les régimes fascistes, renaît de ses cendres après 1945 et inspire les « fondateurs » de l’Europe : Jean Monnet, Robert Schuman, Paul Henri Spaak, Konrad Adenauer.     • For a long time, studies of colonialism and imperialism focused primarily on once colonised societies where the traces and consequences of colonialism lay immediately open to anyone’s experience. In recent decades, and much due to postcolonial scholarship, which has disclosed that colonising societies were just as much influenced by colonialism as the colonised ones, there has also emerged an impressive body of research that traces colonialism’s influence on the national cultures and histories of a number of European states, and not just those that had explicit colonial ambitions. This research testifies to the fact that colonialism lingers on as a touchy and salient issue in national imaginaries and cultural identities, as well as in national high politics. Meanwhile, the urgency of a series of contemporary developments and projects should challenge research also to go beyond the methodological nationalism or, better, methodological colonial statism often inherent in such studies.In this chapter we attend to the ‘the European project’, or more specifically the project of European integration. Challenging received ideas in scholarship, we suggest a new point of departure for the analysis of the relation between Europe and Africa in the interwar and postwar eras. By demonstrating that the early European integration that culminated in the Treaty of Rome in 1957 in fact was a colonial enterprise that incorporated all the member states’ colonies within its institutional framework, we also point to the crucial implications that this has had for postcolonial relations between what is today the European Union and the former colonies in Africa.In reconceiving historical European integration as a colonial project, we also discuss the implications of this for contemporary conceptions of European integration. Provided that European integration in the postwar period to a large extent revolved around matters of trade, the EEC being a ‘customs union’, our intuition should tell us that such a project ought to have been deeply concerned with colonial affairs, particularly because the future of the French empire and its trading bloc seemed to hinge on France’s ability to preserve and consolidate its colonial economy. It should be equally safe to assume that the general political and geopolitical situation of the latter part of the 1940s and the 1950s, so profoundly marked by colonial crises and colonial wars, should have left a strong imprint on the various initiatives to bolster postwar Western European cooperation. To imagine that these circumstances did not affect European integration would be as counterintuitive as to imagine European integration to have been unaffected by the Cold War. Yet, this is how things are portrayed in just about all of today’s standard histories of European integration (see further Hansen and Jonsson 2014a). As a third and final task, then, the chapter seeks to clarify this puzzle and lacuna, focusing, inter alia, on the need to rethink the concepts and remodel the interpretive frames within which the history of European integration traditionally has been understood and explained.
