    • Although often perceived as poorly attractive and unreliable, buses are central in the development of sustainable mobility options in urban areas. Therefore, 3iBS - the Intelligent, Innovative, Integrated Bus Systems (a research project funded by the European Commission) promoted the research on a new generation of vehicles and facilities. Specific emphasis was placed on the design of bus stops as crucial elements to improve the quality and accessibility for all of bus services. The paper describes the conflicts to solve and stresses the need of univocal directions to design inclusive bus facilities; specific recommendations for implementing innovations in this field are eventually provided.

    • The 3iBS project includes three work packages (WP) of which WP1 concerns “key topics for urban bus systems” and focuses on each of seven identified 3iBS key topics. One of these topics is accessibility and safety. This deliverable presents recommendations for future R&D activities. The basis has been recommendations formulated and conclusions drawn in European project 2004-2013. The recommendations include the following themes: innovative solutions (for infrastructure, vehcles, information systems, and ticketing systems), standardisation of user interface designs, multimodal user interface designs, changes in mindset to acknowledge a 'Design for All' approach, accessibility as access to social services, and the journey as ‘the whole journey’ from a to b. In addition, recommendations concern knowledge development, in particular re similarities and differences between travellers with disabilities and older travellers, as well as between actual and perceived accessibility and safety/security in public transport. Finally, a need has been identified for development of processes, methods and tools to support development and evaluation of solutions as well as to involve different stakeholders (incl. travellers) in an efficient way. In particular there is a need help assess the cost/benefits of different measures, making it easier to prioritise between measures and help decision makers to implement them.

    • Dissemination and implementation of accessibility solutions carry practical and technical challenges. In order to fully understand the barriers to diffusion a number of other influencing factors must also be acknowledged stretching well beyond practical, design or technological challenges. Part of these factors concern surrounding factors including: a political/societal level in terms of policies and political vision and legal and regulatory factors (includingprocurement); an organisational level including organisational culture, organizational leadership and vision; as well as an individual level including attitude, knowledge and expertise. In addition, some factors are generic whereas others have been recognized as influencing the diffusion and implementation of specific parts of the public transport system: more precisely new vehicles, infrastructure, information systems and ticketing systems respectively. Other factors are related to the process applied when developing and implementing the innovation including cooperation and collaboration between different stakeholders and participation of users. Facilitating implementation of innovations require actions on different levels such as making use of the possibilities of innovation procurement, creating a supporting culture within the organisation responsible which requires a clear and long term vision and strong leadership, and a structured implementation process with defined phases and decision gates.
