  • Energilandskap i förändring : Inramningar av kontroversiella lokaliseringar på norra Gotland

    • Energisystemet omstruktureras. Nya energikällor tillkommer och andra fasas ut samtidigt som efterfrågan på energi kvarstår ur ett globalt perspektiv. Lokaliseringen av de fysiska strukturer som genererar och distribuerar energi innebär en högst praktisk påverkan i den fysiska omgivningen liksom i det sociala landskapet innan, under och efter en etablering, vilket gör det relevant att undersöka hur nya lokaliseringar av energiinfrastruktur tas emot. Det övergripande syftet med den här avhandlingen i sociologi är därför att bidra till en ökad förståelse av lokal hantering av globala energidilemman.I avhandlingen analyseras lokaliseringar av kontroversiella energiprojekt, eller mer specifikt hur två sådana fall förstås och tolkas av berörda aktörer. Det görs genom ett teoretiskt ramverk baserat på inramningsteori (frame analysis) och sociala praktiker. Studien erbjuder en sociologiskt grundad förståelse av plats och förståelsens betydelse för inställningen till lokaliseringar av energiinfrastruktur.Avhandlingens empiriska fall utgörs av lokaliseringen av logistiskt arbete kring byggandet av en storskalig naturgasledning och av en planerad men inte realiserad etablering av en vindkraftspark till nordöstra Gotland. Dessa studeras genom intervjuer, observationer och textanalyser.Studien visar hur olika aktörer kombinerar och väger olika aspekter mot varandra i sina inramningskonstruktioner. Resultaten visar att även komponenter bortom det lokala ingår i inramningarna och att de inkluderar relationer mellan olika aktörer liksom förändring över tid. Denna förståelse presenteras genom en analys av fyra centrala aspekter – platsrelaterade, platsöverskridande, position och process – vilka tillsammans fångar den multidimensionalitet och komplexitet som kännetecknar kontroversiella lokaliseringar. Ett resultat är att den mest framgångsrika inramningsstrategin visade sig vara att särkoppla olika aspekter, det vill säga att uppmärksamma flera olika aspekter men på olika sätt hålla dem isär. En av studiens styrkor är att den inkluderar såväl strategiska inramningar som görs av olika aktörer i syfte att exempelvis få en lokalisering till stånd eller förhindra densamma, som inramningar som görs av dem som inte tar aktiv del i den formella lokaliseringsprocessen. Det ger en komplex bild som sträcker sig bortom policynivån och som visar att det inte finns en enstämmig förståelse i ”lokalsamhället”. Avhandlingen bidrar därmed till att bredda förståelsen av inramningar av kontroversiella lokaliseringar.

  • Nature and the Social Sciences : Examples from the Electricity and Waste Sectors

    • The book has two interrelated objectives. One objective is meta-theoretical and concerns the exploration of theoretical debates connected to issues of studying society and environmental problems; another objective is empirical/analytical, referring to the analysis of "green" public participation in the electricity and waste sectors in Sweden, and partly in the Netherlands as well as the UK. The metatheoretical part draws the conclusion that the ontology of critical realism, combined with a problem-subjectivist tenet, is a particularly fruitful basis for the social sciences in order to provide an understanding environmental conflicts. The empirical questions refer to preconditions and obstacles to public participations in the "greening" of the domestic practices related to electricity and waste. Methodologically, the empirical part is based on a combination of statistical data and comparative case study research, conducted through semi-structured interviews with local authorities, housing organizations, energy companies, a windpower cooperative, and households. The challenges of providers are divided into making visible, making acceptable, and making doable, based on both material and socio-political characteristics of the sectors. Households, in turn, face the challenges of constructing combinations of green identity as a foundation of their motivation: ecological, environmental, economic, and social green identities. The study shows how differences in identity-combinations across cases-although materially influenced-are rarely materially determined in any irrevocable way. Instead, policy reform may substantially strengthen the social support of action-motivating combinations of green identities.

  • Scaling sufficiency : Towards less material consumption

    • Various researchers have pointed out that avoiding further catastrophicconsequences related to the deteriorating ecological state of the planet,brought about by unsustainable production and consumption patterns,requires not only technological innovation and efficiency in productionprocesses, but also absolute reductions in energy and material use (i.e.,sufficiency). The rapid expansion of research on ideas such as sufficiency andpost-growth indicate an increasing realization that fundamental societalchange is needed if we are to avoid devastating environmental effects andsocial inequities.Using a theoretical perspective consisting of the literature on sustainableconsumption, sufficiency politics and policies, and scaling sustainabilityinitiatives, this thesis aims to contribute to our knowledge about socialecologicaltransformations from the perspective of sufficiency, specificallyaddressing (un)sustainable consumption. Sweden serves as the case with, onthe one hand, its strong civil society, policy and business promotion ofsustainable development and, on the other, high per-capita levels ofunsustainable consumption of resources.This thesis comprises four separate articles and a cover essay. Article oneexplores how environmental non-governmental organizations (ENGOs) areframing different sufficiency activities—ranging from those that can beapplied within the current market arrangements to others that deal withsocial relations and non-commercial values beyond market exchange—as away to attract a wider audience. Article two analyses the individual motivesfor working less and the socio-ecological outcomes of Gothenburg City’s ‘rightto part-time’ policy. The third article contrasts the visions and discourses of‘community repair’ with the mainstream circular economy discourse byanalyzing the ENGO campaign ‘Fix the Stuff’ and the open Do-It-Yourselfrepair spaces ‘Fixotek’ in the City of Gothenburg. Article four explores howdifferent business forms impact upon the social and ecological sustainabilitydynamics of the changing Swedish second-hand clothing market.Sufficiency is an approach that remains peripheral in the public debates onhow to enable social and ecological sustainability. Nevertheless, the researchin this thesis provides concrete examples of how sufficiency practices can bescaled, not only through bottom-up and grassroots movements, but also viaiimore conventional actors, such as municipalities, established ENGOs andfirms (Papers I–IV). It therefore contributes to knowledge about howsufficiency can extend beyond an individual strategy towards low-impactlifestyles, and thus can involve various societal actors and amplificationprocesses, ranging across scaling out, scaling deep and scaling up. In addition,I illustrate how the scaling of sufficiency practices is also coupled withvarious challenges and tensions, which risk undermining some of the keyaspects of the sufficiency approach.Furthermore, through the lens of the sufficiency approach, this thesis alsoadvances the debate on sustainability transitions and circular economies(Papers III and IV). In particular, it draws attention to how the mainstreamcircular economy discourse has overlooked questions relating to the rolesand powers of citizen-consumers and corporations, as well as the control ofmaterials, skills and resources. Moreover, there are social-ecological issuesrelated to which market actors have access to used clothing, how thesematerials flow and how profits are eventually distributed that have yet toreceive much attention in the current circular economy debate. Together,these issues have important implications for who benefits from the transitionto a circular economy and in what ways.

  • Tillit i samhällsskyddets organisation : Om det sociala gränssnittet i risk- och krishantering mellan kommunen och funktionshindrade

    • Systemet för samhällsskydd och beredskap i Sverige har sedan 1990-talet genomgått en rad förändringar gällande juridik, organisering och ansvar. Framför allt har kommunernas ansvar inom området ökat och systemet har kommit att bli mer beroende av aktörer i lokalsamhället. Dessutom har den enskilde individen fått ett ökat ansvar och är idag en självklar aktör i systemet. De i området styrande principerna om ansvar, likhet och närhet föreskriver att störningar i kommunal verksamhet ska hanteras av de roller som bedriver verksamheten i normala fall. Det innebär att störningar eller kriser i en verksamhet som exempelvis den kommunala omsorgen ska hanteras och lösas av den ordinarie personalen. Systemets ordning i kombination med principerna gör därför att frågor om säkerhet och trygghet för den enskilda omsorgstagaren hamnar i gränssnittet mellan individen och organisationen. Avhandlingens syfte är att fördjupa kunskapen om relationen mellan funktionshindrade personer och kommunens organisation för samhällsskydd och beredskap gällande trygghet och säkerhet. Fyra separata empiriska delstudier från Sverige inkluderas. Den första undersöker kvantitativt vilka riskuppfattningar personer med funktionshinder har och om kan de förklaras av funktionshindret. Övriga tre delstudier är kvalitativa och studerar i tur och ordning: hur risk- och sårbarhetsfrågor manifesteras, erfars och hanteras av funktionshindrade; hur kommuner organiserar för samhällsskydd och beredskap på lokal nivå och vilken roll kommunen har på det lokala verksamhetsfältet för detta; hur en faktisk krisartad situation hanterades på olika nivåer av den kommunala vård- och omsorgen. De två studierna om funktionshindrade visade att tillit är central för hur riskuppfattningen formas och att den vardagsnära säkerheten är viktig. Personerna utvecklar strategier för att hantera sårbarhet genom att undvika vissa situationer, att visa eller dölja sina behov och att lära sig stå ut med att saker och ting tar lång tid. Detta formar ett interpretationsramverk för trygghet och säkerhet där kroppen speglas som objekt och social representation. Därmed kan kroppen likställas med andra sociala representationer och försvaras, riskförebyggas och skademinimeras. Den första kommunstudien visar att den lokala organiseringen av samhällsskydd och beredskap sker på liknande sätt över landet. Däremot har den kommunala funktionen för skydd och säkerhet att hantera olika organisatoriska relationer med distinkt skilda karaktärer. Relationen till den kommunala organisationen i stort är labyrintartad till följd av rationalitetsproblem inom ändamålsenlighet, mål, ansvarsförläggande och uppföljning är oklara eller helt enkelt saknas; relationen till de kommunala förvaltningarna präglas hierarkiproblem genom brist på auktoritet, legitimitet och exekutiv makt; relationen till externa aktörer uppvisar problem med identitet till följd av brist på resurser och tydlig organisation. Den andra kommunstudien visar att den tid-rumsliga inramningen av en störning i det kommunala dricksvattnet skilde sig åt mellan olika organisatoriska nivåer och att störningen hanterades genom en aktiv agens där tillit och handlingsutrymme var avgörande. Avhandlingens övergripande analys utifrån tillitsteori landar i att medan det tidigare systemet för samhällsskydd och beredskap präglades av en instrumentell tillit med vertikalt riktad makt och en problemlösningsförväntan, är dagens system mer beroende av en humanitär tillit med horisontell maktfördelning och med förväntan på att hantera sårbarhet. De tre teoretiska sårbarhetsformerna beroende, oförutsägbarhet och oåterkallelighet föreslås på den lokala samhällsnivån kunna reduceras med de tre tillitsmekanismerna autenticitet, legitimitet respektive transparens. Det är en typ av tillit som är bättre anpassad för det gränssnitt mellan den enskilda individen och organisationen där vi hittar mycket av ansvaret för trygghets- och säkerhetsfrågor idag.

  • Everybody knows? : Conversational coproduction in communication of addiction expertise

    • The coproduction idiom within Science and Technology Studies (STS) centers on how science and society produce knowledge together. The current thesis explores expert communication – which is immersed in the relationship between science and society – as a case for understanding such coproducing processes. Expert communication is often characterized as a democratic initiative of knowledge enlightenment. But we know less about the consequences that communication initiatives bring. For instance, while groups of publics and experts are large and heterogeneous, expert communication often involves simplified and dichotomized relationships between these groups. The aim of this thesis is to understand the practice of expert communication in terms of how expertise is communicated and received. Who gets to represent experts and publics, in what ways and in which situations, and how do they engage with expertise?Expert communication takes place in all kinds of fields. The focus of this thesis is communication of addiction expertise. The addiction field makes a suitable case for studying co-constitutive practices of communication, as it is broad and disparate, and filled with different contradictory perspectives, actors and relations. The current study explores communication of addiction expertise through three cases that involve different types of experts and publics, as well as different dimensions of the expert/public relationships and of communication as a process of coproduction: Newspaper readers’ interpretations of media representations of biomedical addiction expertise, conference participants’ collaboration within a conference on codependency, and civil servants’ and politicians’ interaction within county council committee meetings. Drawing on STS approaches of coproduction of knowledge and classical sociological conversation analysis, the thesis explores questions of how, what, and whose knowledge is communicated and received, and what activities and actors are involved in these processes. A specific focus is put on how sociability in the form of conversational routines is productive, as sociability carries expertise and establishes relations between actors involved in coproducing processes of communication.Publics are not only recipients of expertise but also active enablers of how expertise comes into being in the everyday society, as publics engage with expertise through filtering and intertwining expertise through and with their personal experiences. Expertise, at least regarding human and social activities such as addiction, is thus bound to everyday experiences and lives. It is also shown how certain expertise, certain experiences, and certain actors and victims of addiction related problems are included while others are excluded. For example, biomedical explanations such as the reward system and the brain disease model seem to co-exist well with peoples’ personal experiences in contrast to social scientific explanations. Moreover, certain actors manage to draw on personal experiences in multiple roles as both experts and publics. Introducing the concept of conversational coproduction, the studies also highlight the sociability and conversational routines involved in expert communication as crucial for (de)establishing relations and making expertise flow or freeze in local coproducing processes as well as for understanding consequences of expert communication and its relation to public participation and democracy.

    • This dissertation is a study on the contemporary environmental policy discourse called ecological modernisation and especially on eco-modernist social theory. Its central tenet on the (forthcoming) simultaneous existence of economic rationality and ecological rationality constitutes the primary object of an ‘explanatory critique’. The twofold aim of the study is (1) to show that the idea of individuals simultaneously being both ecologically and economically rational must be false and (2) to suggest one reason for its existence. Hence, the simultaneity motif within ecological modernisation theory is analysed as an example of ‘false consciousness’. By presenting certain energy saving measures as examples, the environmental planning dilemma inherent in the practice of simultaneously applying ‘green’ technological measures and encouraging ‘green’ lifestyle changes is demonstrated. ‘Green’ technology is in the study described as a type of economic means of control and thus permeated by economic rationality while, on the contrary, ‘green’ lifestyle changes are described as genuinely representing ecological rationality. The study contends that you cannot evoke ecological values (essential for the emergence of ‘green’ lifestyles) by applying economic means of control. Drawing on the analytic dualism of critical realist Margaret S. Archer and the neo-Marxist environmental sociology of Allan Schnaiberg, this dilemma is conceived of as a ‘constraining contradiction’ or a ‘dialectical conflict’. The study ends with a tentative synthesis of ecological modernisation and ‘green rationalism’ – the latter being political scientist John S. Dryzek’s term for the neo-Marxist environmental policy discourse. It is argued that ecological values could co-exist with economic objectives, but only insofar the ecologically rational activities and the economically rational activities in society are kept apart and, consequently, do not conflict. If then the ecologically rational actions eventually become more numerous than the economically rational ones, a truly ecological rationalisation of society might ensue.
