  • Changes, Problems, and Challenges in Swedish Spatial Planning—An Analysis of Power Dynamics

    • During the past few decades, the Swedish spatial planning system has experienced numerous problems and challenges. In particular, there have been changes in legislation and an increased neoliberalisation of planning that gives private actors a larger influence over the planning processes in Sweden. In this article, we analyse these changes through the lenses of collaborative and neoliberal planning in order to illuminate the shifting power relations within spatial planning in Sweden. We analyse the changes of power relations from three dimensions of power based on interviews with different kinds of planners throughout Sweden. We show that power relations in the Swedish spatial planning system have shifted and that neoliberalisation and an increased focus on collaborative planning approaches have made spatial planning more complex in recent decades. This has led to a change of role for planners form actual planners to collaborators. We conclude that market-oriented planning (neoliberal planning) and collaborative planning have made it more difficult for spatial planners in Sweden to work towards sustainable urban futures.

    • In planning for a future sustainable transport system, it is important to consider the likely effects of e-commerce. This paper analyses the understanding of impacts of e-commerce on urban planning as expressed in planning practice in a number of Swedish municipalities. Knowledge claims concerning the potential effects of e-commerce are studied through an analysis of planning documents and supplementing interviews. These knowledge claims in planning practice are contrasted with the findings presented and discussed in the research literature. The results indicate that the current understanding of e-commerce in Swedish planning practice is limited and that it is primarily viewed as an opportunity to address transport system issues by reducing passenger transport. However, the overview of the literature shows that e-commerce has so far only had limited effects on prevailing mobility habits and that freight transport has increased in parallel with increased e-commerce. Furthermore, e-commerce challenges city centres as commercial areas. Thus, from a planning perspective e-commerce should not be regarded as an easy solution for an unsustainable transport sector. To harness its potential benefits, there is a need to develop pro-active planning strategies that address the potential impacts of e-commerce.

  • Exploring the nexus between e-commerce and urban land use planning – e-commerce impacts on mobility and location strategies

    • The aim of this study is to discuss potential long term effects of online shopping on transport (both passenger and freight) and urban land use planning (e.g. structure and location of retail) with a focus on the Swedish case. The explorative approach is conducted through a mixed method approach combining the analysis of planning documents and reports, interviews with planners/private actors for the Swedish context and a review of international research literature. The results of the study indicate that in Swedish planning documents the current understanding of the potential effects of increasing e-commerce is limited. E-commerce is typically viewed as an opportunity to address transport system related issues through substituting passenger travel with freight distribution. The review of literature reveals that e-commerce so far has done little to alter prevailing individual mobility habits while there is conclusive evidence that freight transport will increase and result in more dispersed transport patterns as home delivery becomes more important. There is also a potential conflict between consumer pressure for fast home deliveries of goods bought online and current approaches to addressing problems with urban freight through consolidation and coordination of distribution transports. Concerning location of retailing there are indications that e-commerce may be contributing to an ongoing transformation where the role of city centres as commercial areas are reduced. An important implication for urban planning is consequently that the continued trend towards e-commerce should not be regarded as an easy solution for an unsustainable transport sector. While increasing e-commerce can bring about changes that could support less car-dependent planning and thereby encourage policies for enhancing the transition towards a more sustainable society, it is far from obvious that this will be the case. To harness the potential benefits of increasing e-commerce there is a need for developing pro-active planning strategies that address the impacts of e-commerce fully. At the same time, this study indicates a lack of knowledge regarding the long term effects of e-commerce on the transport sector which can only be solved through more research carried out.
