  • Forests, Forestry and the Water Framework Directive in Sweden : A Trans-Disciplinary Commentary

    • The Water Framework Directive (WFD) is an ambitious piece of legislation designed to protect and improve water quality throughout Europe. However, forests are only mentioned once in the WFD, and forestry is not mentioned at all, despite its potential implications for streams, rivers and lakes. Here we present a transdisciplinary commentary on the WFD and its implications for forests and forestry in Sweden. This commentary has been prepared by forestry stakeholders, biophysical and social scientists. While we were cognizant of a large body of discipline-specific research, there are very few inter-or trans-disciplinary commentaries which link academic and stakeholder perspectives on the WFD. We had originally felt that there would be little commonality in our concerns. However, we found significant areas of agreement. Our key areas of concern about the implications of the WFD for forestry in Sweden included: (i) concerns about what is meant by good ecological status and how it is assessed; (ii) a perceived lack of clarity in the legal framework; (iii) an inadequate environmental impact assessment process; and (iv) uncertainties about appropriate programs of measures for improving water quality. We were also concerned that ecosystem services provided by forests and the positive effects of forestry on water quality are inadequately recognized in the WFD.

  • Policy change implications for forest water protection in Sweden over the last 50 years

    • Improving water quality has become an important environmental issue, spurred in part by the Water Framework Directive. However, the relationship of policy change with forest water protection measures is relatively unknown. We analyzed how policy and practice have developed in Sweden using 50 years of historic data from the Krycklan Catchment Study, ocusing on riparian buffers. Corresponding to legislation, education and voluntary measures mphasizing stream protection, two step changes occurred; between the 1970s–1980s, buffers increased by 67%, then by 100% between 1990s and 2000s. By 2013, just 50% of the stream length affected by forestry was protected and the application has varied by stream size; small streams lacked a buffer approximately 65% of the time, while 90% of large streams had buffers. The doubling of buffer implementation from the 1990s–2000s corresponded to the adoption of a number of environmental protection policies in the 1990s that all came into effect during this period.

  • Groundwater storage effects from restoring, constructing or draining wetlands in temperate and boreal climates: a systematic review protocol

    • Wetlands in many parts of the world have been degraded, as use of the land for food production and forestry for human needs have taken precedence. Drainage of wetlands has led to deteriorated wetland conditions and lowered water tables. Across the world, there are several programs for wetland restoration and construction, primarily to reintroduce lost habitats for wildlife, and to obtain nutrient retention functions. In Sweden, recent dry and hot summers have reinforced interest in the hydrological functions that wetlands may have, in particular as potential support for water storage in the landscape and added groundwater storage during dry periods. However, the agreement on substantial effects on groundwater is limited, and there are several critical knowledge gaps, including the extent to which such effects extend outside the wetland itself, and how they vary with local conditions, such as topography, soil, and climate. Therefore, this review will address the groundwater storage effect of restoring, constructing or draining wetlands in the boreo-temperate region. Methods: We will conduct a systematic review of the evidence, drawing on both peer-reviewed and grey literature. Articles in English, Swedish, Norwegian, Danish, French, German and Polish will be retrieved from academic databases, Google Scholar, and websites of specialist organizations. We will screen literature in two stages, first at the title and abstract level and then in full text, the latter with blinded decisions by two independent reviewers for all articles. Articles will be included based on relevance criteria for a Swedish context: wetlands on previously glaciated soils in boreal and temperate climates. Data will be extracted from all included articles, including wetland type, intervention type, and hydrogeological setting. Studies will be subject to critical appraisal to evaluate their susceptibility to bias. Provided enough evidence of sufficient reliability, we will carry out meta-analyses of effect sizes in relation to various factors. The review will include a narrative synthesis in which we summarize the results of the review.

    • Whereas there is evidence that mixed-species approaches to production forestry in general can provide positive outcomes relative to monocultures, it is less clear to what extent multiple benefits can be derived from specific mixed-species alternatives. To provide such insights requires evaluations of an encompassing suite of ecosystem services, biodiversity, and forest management considerations provided by specific mixtures and monocultures within a region. Here, we conduct such an assessment in Sweden by contrasting even-aged Norway spruce (Picea abies)-dominated stands, with mixed-species stands of spruce and birch (Betula pendula or B. pubescens), or spruce and Scots pine (Pinus sylvestris). By synthesizing the available evidence, we identify positive outcomes from mixtures including increased biodiversity, water quality, esthetic and recreational values, as well as reduced stand vulnerability to pest and pathogen damage. However, some uncertainties and risks were projected to increase, highlighting the importance of conducting comprehensive interdisciplinary evaluations when assessing the pros and cons of mixtures.

  • Conceptualizing and communicating management effects on forest water quality

    • We present a framework for evaluating and communicating effects of human activity on water quality in managed forests. The framework is based on the following processes: atmospheric deposition, weathering, accumulation, recirculation and flux. Impairments to water quality are characterized in terms of their extent, longevity and frequency. Impacts are communicated using a "traffic lights" metaphor for characterizing severity of water quality impairments arising from forestry and other anthropogenic pressures. The most serious impairments to water quality in managed boreal forests include (i) forestry activities causing excessive sediment mobilization and extirpation of aquatic species and (ii) other anthropogenic pressures caused by long-range transport of mercury and acidifying pollutants. The framework and tool presented here can help evaluate, summarize and communicate the most important issues in circumstances where land management and other anthropogenic pressures combine to impair water quality and may also assist in implementing the "polluter pays" principle.

    • Water scarcity contributes to the poverty of around one-third of the world's people. Despite many benefits, tree planting in dry regions is often discouraged by concerns that trees reduce water availability. Yet relevant studies from the tropics are scarce, and the impacts of intermediate tree cover remain unexplored. We developed and tested an optimum tree cover theory in which groundwater recharge is maximized at an intermediate tree density. Below this optimal tree density the benefits from any additional trees on water percolation exceed their extra water use, leading to increased groundwater recharge, while above the optimum the opposite occurs. Our results, based on groundwater budgets calibrated with measurements of drainage and transpiration in a cultivated woodland in West Africa, demonstrate that groundwater recharge was maximised at intermediate tree densities. In contrast to the prevailing view, we therefore find that moderate tree cover can increase groundwater recharge, and that tree planting and various tree management options can improve groundwater resources. We evaluate the necessary conditions for these results to hold and suggest that they are likely to be common in the seasonally dry tropics, offering potential for widespread tree establishment and increased benefits for hundreds of millions of people

  • Socio-ecological implications of modifying rotation lengths in forestry

    • The rotation length is a key component of even-aged forest management systems. Using Fennoscandian forestry as a case, we review the socioecological implications of modifying rotation lengths relative to current practice by evaluating effects on a range of ecosystem services and on biodiversity conservation. The effects of shortening rotations on provisioning services are expected to be mostly negative to neutral (e.g. production of wood, bilberries, reindeer forage), while those of extending rotations would be more varied. Shortening rotations may help limit damage by some of today's major damaging agents (e.g. root rot, cambium-feeding insects), but may also increase other damage types (e.g. regeneration pests) and impede climate mitigation. Supporting (water, soil nutrients) and cultural (aesthetics, cultural heritage) ecosystem services would generally be affected negatively by shortened rotations and positively by extended rotations, as would most biodiversity indicators. Several effect modifiers, such as changes to thinning regimes, could alter these patterns.

    • The extent to which scientific knowledge translates into practice is a pervasive question. We analysed to what extent and how ecological scientists gave input to policy for two approaches advocated for promoting forest biodiversity in production forests in Sweden: green-tree retention (GTR) and continuous-cover forestry (CCF). GTR was introduced into forest policy in the 1970s and became widely implemented in the 1990s. Ecological scientists took part in the policy process by providing expert opinions, educational activities and as lobbyists, long before research confirming the positive effects of GTR on biodiversity was produced. In contrast, CCF was essentially banned in forest legislation in 1979. In the 1990s, policy implicitly opened up for CCF implementation, but CCF still remains largely a rare silvicultural outlier. Scientific publications addressing CCF appeared earlier than GTR studies, but with less focus on the effects on biodiversity. Ecological scientists promoted CCF in certain areas, but knowledge from other disciplines and other socio-political factors appear to have been more important than ecological arguments in the case of CCF. The wide uptake of GTR was enhanced by its consistency with the silvicultural knowledge and normative values that forest managers had adopted for almost a century, whereas CCF challenged those ideas. Public pressure and institutional requirements were also key to GTR implementation but were not in place for CCF. Thus, scientific ecological knowledge may play an important role for policy uptake and development, but knowledge from other research disciplines and socio-political factors are also important.
