- The desire for many people today is to be professional, and many occupations seek professional status. The idea of a profession has a higher status than a mere occupation; professionals have lot of knowledge and power to decide about their own work and they can also voice opinions about others. Occupations are driven towards attaining professional status. This process is not driven by single individuals aiming to exercise power in relation to other individuals. It is a collective, national process by an occupation. The overall aim of this dissertation is to examine, describe and analyze the process of professionalization of local public managers. There are four researchtopics: a) What are the characteristics of a professional group, and do these apply to local public managers? b) How is municipal organization portrayed with regard to the roles of politicians and administrators? c) How do politicians,managers, and public servants view themselves and each other in a normative and descriptive way? d) In what ways are managers trying to increase their influence to reach a position from which it is possible to choose to follow, or notfollow, a political decision? The methods used in this research are several; a deep case study in which surveys, observations, document studies and interviews are conducted. As theoretical framework theories of power, professionalization and discourse are used to analyze the empirical material from the case study.The results show top managers’ ongoing quest for professional status. They exclude other groups in order to handle their work without interference from others – discretion, the driving force behind professionalization. Usurpation is a strategy to get into the area of the politicians. Politicians are talked of as children in need for raise and a municipality is perceived as a private business enterprise. In this discourse values such as effectiveness, customer satisfaction, competition and value-for-money are important. The municipality is heavily inspired by thei deas of New Public Management. This development is quite problematic withregard to democracy. The democratic values such as public ethics, political democracyand the rule of law – the public ethos - are not spoken of. My hope is that this dissertation can prompt managers to reflect, since I have tried to see their work from a different perspective than what they most probably use.

- Sverige ratificerade FN:s konvention om barns rättigheter, barnkonventionen, 1990. Juni 2018 beslutade riksdagen att göra barnkonventionen till svensk lag. Barnkonventionen har således varit en del av svenska samhället under trettio år. Huruvida människor känner till detta kan hänga samman med i vilken utsträckning svenska medier uppmärksammat barnkonventionen och dess eventuella status som svensk lag. En utgångspunkt är mediers roll i samhället. Det handlar om att ge information, granska makt, visa på olika uppfattningar och skapa underlag för debatt och beslut. I studien undersöks om barnkonventionen omnämns i svenska medier, ifall det nämns med koppling till lag och ifall det sker förändringar över tid.

- In Sweden, as in many other countries in the Western world, care and support to people with mental illness have undergone major organizational changes. The aim of the thesis is to describe and analyse the image of the psychiatric field that Swedish newscast gives from a long-term period of view and in the perspective of the great changes that have occurred in the psychiatric field. The research questions are: What image has the Swedish news coverage of the psychiatric field shown in a broad and long-term perspective? And how does the news image correspond to societal context? “The psychiatric field” encompasses both an individual as a societal perspective on mental illness. A model based on the idea of the psychiatric field as “reality” is used to study the news image. The model consists of psychiatric field actors and questions, their properties and relationships. The study of news content in the news program Rapport, “Sweden’s largest news media”, is used to answer the first research question. To answer the second research question, the news image is studied in relation to events in the psychiatric field and to government statistics. The psychiatric field becomes more newsworthy during the 27 years examined. It occurs more often; gets more space in the broadcasting and more impact as headlines. Four out of ten news items of the psychiatric field is about health care and legislation, while barely one third is related to violence and criminal activities. News about health care and legislation occupies more space, news about violence is more likely to be headlines. The changed news image corresponds to the actual circumstances, where comparisons have been possible to do. The thesis discusses possible explanations for why the news images looks like they do, partly on the basis of interviews with journalists. The results of the interviews show a professional dilemma where the journalists wants on the one hand to contribute to nuance depictions surrounding mental illness, on the other hand protect the fragile and inexperienced interviewers. Change in the news reporting about the psychiatric field over the period studied is probably caused by the interacting factors in society and journalism.
