  • Monitoring and Evaluation as a Way to Complete and to Implement a Policy : The Case of Brazilian National Innovation Policy

    • The present National Innovation Policy (henceforth called PNI) was instituted in Brazil by Decree No. 10.537, of October 28, 2020, within the federal public administration. The policy's objective is to guide, coordinate and articulate strategies, programs, and actions across several public entities to foster innovation in the productive sector. Thus, it aims to increase the productivity and competitiveness of companies and other institutions throughout the innovation process. The policy is structured around six axes: funding innovation, innovation culture, technological background, market development, educational systems, and intellectual property. Objectives and guidelines are defined for each of these Axes. However, neither a previous Theory of Change, a Logical Framework, nor a monitoring and evaluation system was established to guide the implementation. Operationally speaking, the policy was implemented by gathering ongoing actions from eighteen different federal ministries and agencies and then assigning them to the axes above. It was an ad hoc measure to put the policy into practice. As can be inferred, the selected actions did not emerge as a breakdown from axes. In 2021 the design and implementation of a monitoring and evaluation model (M&E) were commissioned to an independent evaluation group. The objective was to develop an original methodology and indicators for monitoring and evaluating outputs, outcomes and impacts of the PNI. The challenge of the model is twofold: to adjust the matching amongst actions, axes, and the policy's objectives, and to implement a common framework for M&E able to coordinate the involved agencies. A Theory of Change and a Logical Framework were ex-post designed and validated, and based on these references, the model was conceived. It defined a classical template for monitoring the ongoing actions (using flags and lights according to execution), adding indicators of outcomes and impacts. It is an integrated M&E model that, once implemented, will require that new actions be justified not only in terms of their outputs but also on the expected outcomes and impacts. Standard indicators of science, technology and innovation outcomes and impacts from different sources as for OECD, UNESCO, Global Innovation Index and Sustainable Development Goals (SDG/UN) have been gathered and organized to be employed in the M&E process. Non-standard indicators are also foreseen so that the model can measure internationally comparable and specific indicators. The whole model is now under development and validation among stakeholders. We expect this process to go beyond the domain of M&E and influences the way priorities are defined, and governance is established and run. By involving different actors, incorporating the SDGs into the policy's core, the evaluation process facilitated the policy's implementation and coordination. Furthermore, the articulation between the different stakeholders, promoted by the M&E, minimized fragmentation and uncoordinated actions within the scope of the policy's formulation. It is in this sense that the evaluation process is a way to transform the policy itself

    • O projeto Citizen Sensing (projecto europeu no âmbito do programa ERA4CS) pretende desenvolver um sistema participativo de gestão de risco climático capaz de incorporar informação local, no quadro das diretrizes sobre adaptação face aos riscos climáticos e analisar até que ponto um sistema deste tipo pode contribuir para melhorar o nível de preparação e de resposta por parte dos cidadãos e das autoridades de modo aumentar a resiliência urbana em diferentes contextos europeus.O projeto irá desenvolver e testar um sistema piloto de gestão de risco participativo em quatro cidades europeias - Porto (Portugal), Roterdão (Holanda), Norrköping (Suécia) e Trondheim (Noruega), estudando se e como o sistema poderá aumentar o envolvimento dos cidadãos e a contribuição para a resiliência urbana.A plataforma conjuga informação recolhida pelas formas clássicas com informação fornecida pelas pessoas e, simultaneamente, fornece-lhes informação para responderem de forma adequada às situações de risco a que estão expostas, tal como serão utilizados sensores de monitorização de elementos climáticos na cidade.

  • An algorithm for improved stability of DSL networks using spectrum balancing

    • The proper management of the signal to noise ratio margin is important for improving the stability of digital subscriber line (DSL) networks and increasing the customer satisfaction regarding services such as triple-play. This work presents a novel algorithm for multiuser margin optimization that benefits from the relationships between power and margin adaptation. The proposed multiuser margin maximization (MMM) is a meta algorithm that repeatedly invokes a spectrum balancing base algorithm. The base algorithm corresponds to a dynamic spectrum management (DSM) algorithm of level one or two, and is responsible for part of the overall spectra optimization procedure. Simulation results illustrate the performance of the proposed algorithm when using two base algorithms: iterative water-filling (IWF) and iterative spectrum balancing (ISB). The results show that the proposed MMM is able to design better noise margins and spectra, providing performance improvements when compared to a previous margin optimization algorithm that is restricted to using DSM level 1 coordination.

    • Optoelectronic devices are susceptible to interface recombination, which can have a detrimental impact on their performance. Therefore, there is an urgent need for tailored passivation strategies to reach a technological boost. In this contribution, two architectures based on passivated Cu(In, Ga)Se-2 solar cells are analyzed with X-ray photoelectron spectroscopy (XPS): one based on rear passivation with gold nanoparticle aggregates, and the other with Al2O3 as a front passivation layer. It is demonstrated that XPS can assist in the understanding of passivated devices from a chemical point of view, comprehend their limitations and push forward the development of future devices.

    • Spatial reasoning is one of the malleable skills well-suited to be developed using robotics that not only benefits children in their pursuit of STEM-related topics but also fosters their perspective-taking skills on dimensions beyond spatial skills. In a study involving elementary school children aged 7-10 years old, we investigated the impact of playing a game with physical robots in a physical environment versus playing the same game with virtually embodied robots in a virtual environment. The game focused on developing spatial perspective-taking skills, requiring children to make moves based on the robots' point of view. We examined how the two environments influenced their experience of fun and learning spatial reasoning skills. We conducted a between-subject user study with 59 participants from 3rd and 4th grades, where they either played with the physical or virtual version of the game. Children in both conditions showed significant improvement in their perspective-taking and spatial orientation test scores. Furthermore, they rated the physical game as more fun compared to the virtual version.
