    • To limit compromising the integrity of the planet, a shift is needed towards food production with low environmental impacts and low carbon footprint. How to put such transformative change towards sustainable food production whilst ensuring food security into practice remains a challenge and will require transdisciplinary approaches. Combining expertise from natural- and social sciences as well as industry perspectives, an alternative vision for the future in the marine realm is proposed. This vision includes moving towards aquaculture mainly of low trophic marine (LTM) species. Such shift may enable a blue transformation that can support a sustainable blue economy. It includes a whole new perspective and proactive development of policy-making which considers, among others, the context-specific nature of allocation of marine space and societal acceptance of new developments, over and above the decarbonization of food production, vis a vis reducing regulatory barriers for the industry for LTM whilst acknowledging the complexities of upscaling and outscaling. This needs to be supported by transdisciplinary research co-produced with consumers and wider public, as a blue transformation towards accelerating LTM aquaculture opportunities in a net zero-carbon world can only occur by considering the demands of society.

    • Incentive-based conservation has become a significant part of how tropical forests are being governed. Reducing emissions from deforestation and forest degradation (REDD+) is a mechanism to mitigate climate change that many countries have started to implement. REDD+, however, is criticized for its potential negative impacts on local populations and Indigenous people. To prevent and mitigate the negative impacts, safeguards are increasingly being used to prevent and shift the focus toward 'non-carbon' elements of forest conservation. We discuss the legitimacy of these types of projects from a stakeholder perspective. Using a normative framework, we assess the Ecuadorian Socio Bosque conservation program, concentrating more specifically on the level of input and output legitimacy. Results show that Socio Bosque in its current form has shortcomings in both input and output legitimacy. We argue that an encompassing conception of legitimacy, including input and output criteria, particularly from a local stakeholder perspective, is essential for the future success of incentive-based conservation and particularly for REDD+ projects.     • The petrochemicals industry (mainly plastics and fertilizer production) is expanding, despite increasing attention to the environmental impact of petrochemicals. In our paper, we explore the role public finance plays in the petrochemicals industry. We do so by mapping the public and private financial flows into large-scale petrochemical projects for the decade 2010-20 and discuss the role of public financial institutions for the development of the industry globally. Secondly, we provide a detailed analysis of the roles international and domestic public finance has in enabling two case studies of prominent petrochemical projects. Namely the Sadara plant in Saudi Arabia and the Surgil plant in Uzbekistan. The cases are illustrative of the dynamics of state interest and involvement in fossil fuel producing countries as well as of lending and guarantees from foreign export credit and development finance institutions, and how such public finance plays an important role in leveraging private finance. Our findings show how public finance for petrochemicals is highly globalized and to a large degree originates in developed countries. As these industrial infrastructures are designed to last decades, the public finance thus strongly contributes to the carbon lock-in of the sector and limits the possibilities for low-carbon investments needed to comply with the UN Paris Agreement.

  • Global outsourcing of carbon emissions 1995–2009: A reassessment

    • Increasing global production fragmentation allows for outsourcing of emissions, which may undermine national climate policies. Researchers focusing on the gap between consumption-based and production-based emissions have concluded that developed countries are systematically outsourcing emissions to developing countries. However, asymmetries in emissions embodied in trade may emerge due to differences in carbon intensity of energy and production between different countries, and need not be evidence of outsourcing. This study investigates if previous results concerning emission in –and outsourcing of developed and developing countries hold when emission flows are adjusted for technological differences. Two striking results are demonstrated: first, the magnitude of outsourcing is significantly smaller than previous studies have suggested, and, second, there is no clear divide between developing and developed countries. Large developed Anglophone countries (US, UK, Canada and Australia) were increasingly outsourcing emissions between 1995 and 2009 by shifting toward more carbon-intensive goods in their imports and less carbon intensive goods in exports, whereas other developed countries (i.e. the Nordics, advanced Asia and even the aggregate EU-27) maintained a positive emission trade balance. Among major developing countries, China is a major insourcer of emissions, while other emerging economies show no consistent pattern (e.g. India, Turkey and Brazil) or marginal outsourcing (e.g. Indonesia and Mexico). These results contribute to a more nuanced understanding of the impact of international trade on global carbon emissions.

    • Droughts are often suspected to increase the risk of violent conflict through agricultural production shocks, and existing studies often explore these links through meteorological proxies. In Syria, an alleged agricultural collapse caused by drought is assumed to have contributed to increased migration and the conflict outbreak in 2011. Here we use satellite derived cropland and climate data to study land use dynamics in relation to drought and conflict in Syria. We show that claims of an agricultural collapse cannot be substantiated as croplands saw a fast recovery after the 2007–2009 drought. Our study highlights the importance of considering land-use dynamics for understanding linkages between meteorological droughts, agricultural impacts, migration and conflict. Furthermore, our results suggest that the influential drought-migration-conflict narrative for Syria needs to be reexamined, with implications for wider discussions of how climate change might alter conflict risk.

    • We use data from a survey of 2439 farmers in 5 countries around the Baltic Sea (Denmark, Estonia, Finland, Poland and Sweden) to investigate their preferences for adopting agricultural practices aimed at reducing nutrient leaching and greenhouse gas emissions. The measures considered are set-aside, catch crops and reduced fertilization. Contracts vary with respect to the area enrolled, contract length, possibility of premature termination, availability of professional advice and compensation. We quantitatively describe farmers’ preferences in terms of their willingness-to-accept compensation for specific attributes of these contracts, if implemented. The results vary substantially between farm types (farmers’ characteristics) and between the 5 countries, and support differentiation of contract obligations and payments to improve the uptake of AgriEnvironmental Schemes. The results can be readily used to improve the design of country-specific nutrient reduction policies, in accordance with the next Common Agricultural Policy.

    • Since 2009, the United Nations Framework Convention on Climate Change (UNFCCC) regime has seen the emergence of several new political groups. This article analyses how the new political groups are positioning themselves in relation to the key UNFCCC principles (the North–South divide and ‘common but differentiated responsibility and respective capabilities’, CBDR/ RC). Drawing on original data, including official statements and submissions, observations at COP 17, COP 18, COP 19, and interviews with delegates, the article analyses the BASIC group (Brazil, South Africa, India and China), the Climate Vulnerable Forum (CVF), the Cartagena Dialogue for Progressive Action (CD), the Durban Alliance (DA), the Like-Minded Developing Countries (LMDC), and the Association of Independent Latin American and Caribbean States (AILAC). Modelled after Hendrik Wagenaar’s approach to narrative policy analysis, the article draws a map of narrative positions based on the North–South and new CBDR/RC divisions. This framework reveals the embeddedness of narratives in practice as they unfold in the formation of new political groups. CVF, CD, DA and AILAC align on a narrative of ‘shared responsibility across the North–South divide’. This meta-narrative challenges the hitherto dominant notion of CBDR/RC, which BASIC and LMDC defend through a meta-narrative of ‘differentiated responsibility upholding the North–South divide’.

  • Politics and the plastic crisis: A review throughout the plastic life cycle

    • This article surveys the politics of plastics through a reading and analysis of more than 180 scientific articles in the fields of environmental science and environmental studies. Despite the many benefits of plastics, the global plastic system is increasingly being recognized as the source of severe environmental problems. Rather than orient the investigation around specific venues, levels, or architectures of governance, our survey first follows plastic through its life cycle, and then considers the major categories of plastic objects addressed in the current literature, and the different approaches taken to each category. The politics of plastics is a growing field of inquiry, with the most rapid expansion in the areas of marine pollution and microplastics. Our consideration of plastic flows reveals increasing politicization towards the latter end of the life cycle, that is, plastic as waste and pollution. Turning to plastic objects, we observe different forms of mobilization, and varying connections between flows and objects, which allow for multiple interpretations of what is at stake. In the closing section, we consider two recent trends in the plastic governance discussion that take a more holistic view of the plastic crisis: attempts to construct (a) a circular plastics economy and (b) global plastics conventions or treaties. We end the paper by highlighting the need for studies to further investigate the norms and practices that maintain the role of plastics in society, as well as the political and economic arrangements that secure its overabundance and low price.
