  • Swedish coastal herring fisheries in the wake of an ITQ system

    • The European common fisheries policy (CFP) advocates measures to sustain small-scale fisheries; hence, in the European Commission's proposal for a reformed CFP, these are exempted from a mandatory system with tradable fishing concessions. This opens up for management actions designed for small-scale fisheries, but also implies new management issues. This article provides insights into the topic based on a Swedish small-scale herring fishery in the western Baltic Sea that was exempted from an ITQ-system. The fishery has been profitable since the system was introduced, and the increasing effort of both incumbent fishermen and new entrants implies a situation where fishermen compete for a limited quota. The migratory pattern of the herring implies high densities in the southern parts of the fishing areas during spring and in the northern parts during autumn. This forms the basis for two different fisheries in the area, as well as for the current management proposal to divide the quota into a spring and an autumn part. This and other management proposals are discussed in the paper. The main conclusion from the case study is that, when exempting a fishery from tradable fishing concessions, it is important to build other institutions dealing with the fundamental problem of access to the quota. Failure to do so might result in an over-capacity issue and threaten the long-run development of an otherwise successful small-scale fishery.

  • Towards sustainable fisheries of the Oresund cod (Gadus morhua) through sub-stock-specific assessment and management recommendations

    • Fisheries management traditionally relies on stock assessments assuming discrete populations within large administrational areas. However, failing to account for sub-stock structuring may result in overestimation of the stocks' true harvest potential and unsustainable exploitation of small stock elements. Atlantic cod (Gadus morhua) frequently occurs in spatially segregated populations, some of which exhibit fine-scaled stock structuring within current management boundaries. Here we use the locally spawning cod stock in the Sound ("Oresund") as a case study, and perform a sub-stock-specific assessment to evaluate biological and economic effects of managing the Sound cod as a separate stock. Our results indicate that reducing exploitation pressure, particularly through technical regulations i. e. increasing gill-net mesh sizes, would not only enhance the stock age distribution, but yield long-term net benefits to the local gill-net fishery. Furthermore, our study emphasizes the need for developing sub-stock-specific management recommendations in order to ensure the maintenance of fisheries resources in general, and the persistence of sub-stock structuring in particular.

  • B.E.A.C.O.N. - Beacon Emits Audio from Color, Or Not

    • People who suffer from dementia are often isolated due to lack of ways of communication. In many cases verbal communication can be difficult to perform at all. We created Beacon with the goal to let people with dementia interact with a very simple and intuitive control interface to give them a means of non-verbal communication, and let them take control over the soundscapes that Beacon is capable of producing. In this paper we describe our concept Beacon, its physical form and how the design makes it possible for a person with dementia to control the software by moving around items of different colors and sizes on its surface to create synthesized and sampled sounds. We hope that Beacon will produce positive results among people with dementia, and that the interaction will be rewarding.

    • An increased awareness of the importance of nutrition for older people's health and quality of life has underpinned projects and quality improvements for the meal situation in care establishments. The present study took place in a nursing home in a village outside an average-sized town situated in mid-Sweden. Care staff had initiated a change from external catered meals to purchase the food and cook the main meals themselves. The intention was to increase flexibility in accommodating the requests and needs of the elderly and, in doing so, to achieve increased professional pride and satisfaction. To ensure that no negative effects resulted for the residents in the nursing home, outcomes were evaluated through the present intervention study. The objective was to investigate whether and, if so, how their energy and nutrient intake and weight were affected. At the start, only one main hot meal was exchanged for home cooking to avoid work load problems as no increased costs were allowed and no extra staff were to be recruited. The study population consisted of 21 residents, aged 69-97 years. Weight, energy and nutrient intake were recorded before and during the intervention by 3-day food records validated by Goldberg's cutoff method. The same 3 days of the weekSunday to Tuesdayand the same menus were used for both measurement periods. At group level, the energy intake corresponded to the estimated energy requirements, both at baseline and at follow-up, although the intervention resulted in a significantly higher energy intake from the meals cooked in the ward kitchens. Two-thirds of the residents (n=13) slightly increased in weight from baseline to follow-up, while two participants (with body mass index 27.5 kg/m(2) and 33.5 kg/m(2), respectively) lost 5.0 kg and 6.9 kg, respectively. The total protein intake was insufficient both at baseline and follow-up and only met the participants' needs to 8122% and 83 +/- 26%, respectively. In conclusion, the intervention resulted in no adverse consequences for participants in terms of energy and nutrient intake. Most participants were weight stable or had small increases in weight, and the greatest weight gain was observed in the lighter clients. The low protein intake at both time points causes concern and suggests the need for further nutritional interventions to optimize older people's protein intake.

    • Erving Goffman’s book Frame Analysis (1974) differs from several of his other texts (e.g. the praised books The Presentation of Self in Everyday Life, Encounters, Stigma and Asylums) in that it is probably read because of Goffman’s reputation rather than because it is considered to have an indispensable message. Frame Analysis doesn’t seem to be a book that you must read. It lacks the heuristic character that marks many of Goffman’s other texts, and it has been described as ‘prolix’ and ‘extraordinarily messy’. The reason for this might be that Frame Analysis, at least partly, is a book on methodology, and such books are not expected to have greater literary qualities. Goffman wanted to make a ‘general statement’ with Frame Analysis, and against that background I am trying to answer two questions in my contribution: (1) of what is frame analysis a general statement? (2) what is it that is being generalized? To answer these questions, I search backwards among the texts Goffman published before Frame Analysis and study if there is a frame-analytical continuity in Goffman’s sociology, and if so, in what way?

    • New Public Management (NPM) is one of the most significant reforms in public welfare in recent times. Making individual civil servants more dependent on the directions of the local manager than on common professional standards, previous sociological research argues that NPM results in a ‘deprofessionalization’ of civil servants. Taking a somewhat different approach, recent public administration research indicates that NPM may, at the same time, enhance the professional status of welfare managers. By integrating the literature on the sociology of professions and public administration this article develops a theoretical framework for understanding the influence of NPM on school principals’ professional project. Taking a process-oriented methodological approach, the article analyzes the professionalization of Swedish school principals. To grasp fully how and why NPM fuels the professionalization of principals, we study the professionalization process over an extended period of time and compare the professional project before and after the introduction of NPM in public education. The result shows that Swedish school principals gained increased support for their professional project by the introduction of NPM. The article argues that NPM can function as a catalyst for welfare managers’ professional projects.

    • Carsharing is an important element in the transition to a more sustainable transport system. In contrast to the widely studied business-to-consumer (B2C) market segment, studies on Business-to-business (B2B) carsharing and its impacts are limited. This paper analyses the factors that drive and hinder organisations from using B2B carsharing for their employees’ work trips. The paper takes a case study approach, analysing B2B carsharing use for local work-trips at seven employers in Gothenburg, Sweden, based on interviews with employers, property owners, and carsharing operators. Our results indicate that carsharing services can contribute to reducing the employers’ costs for work-trips, ensuring the sustainability and safety of the employee's work-trips, as well as increasing the employer's workplace attractivity. However, carsharing services are currently used only to a very limited extent. Obstacles that limit a greater use of carsharing services are employers’ lack of data on the employees’ work travel patterns, little economic incentives for employers, as well as parking management and travel policies that favour the use of the private car.

  • Framing Social Interaction : Continuities and Cracks in Goffman's Frame Analysis

    • This book is about Erving Goffman’s frame analysis as it, on the one hand, was presented in his 1974 book Frame Analysis and, on the other, was actually conducted in a number of preceding substantial analyses of different aspects of social interaction such as face-work, impression management, fun in games, behavior in public places and stigmatization. There was, in other words, a frame analytic continuity in Goffman’s work. In an article published after his death in 1982, Goffman also maintained that he throughout his career had been studying the same object: the interaction order. In this book, the author states that Goffman also applied an overarching perspective on social interaction: the dynamic relation between ritualization, vulnerability and working consensus. However, there were also cracks in Goffman´s work and one is shown here with reference to the leading question in Frame Analysis – what is it that’s going on here? While framed on a "microsocial" level, that question ties in with "the interaction order" and frame analysis as a method. If, however, it is framed on a societal level, it mirrors metareflective and metasocial manifestations of changes and unrest in the interaction order that, in some ways, herald the emphasis on contingency, uncertainty and risk in later sociology. Through analyses of social media as a possible new interaction order – where frame disputes are frequent – and of interactional power, the applicability of Goffman’s frame analysis is illustrated.
