    • Quality is playing an increasingly important role following recent developments in European Higher Education. The inclusion of quality assurance within the framework of the Bologna process, a new trend of competition and stratification of the European Higher Education Area, the increasing emergence of the markets as instruments of public policy and the loss of trust in institutions as a consequence of the progressive adoption of New Public Management have changed the traditional relationship between higher education institutions and society and governments and the role and objectives of quality assurance systems. It is in this fast changing context that the detailed analysis of the Institution Evaluation Programme (IEP) of the European University Association (EUA) becomes a very interesting case study due to the special characteristics of IEP which probably is the only durable European example of ‘supportive peer review’. The IEP is a special example due to its unique methodology that aims at supporting universities in their efforts to improve their quality management mechanisms and adapt to change. This methodology also makes IEP extremely flexible, being easily adaptable to different levels of evaluation (whole institutions, special services, single specialised faculties, regions and even whole systems). The book includes a number of research based papers with stronger theoretical content and chapters that describe aspects of IEP. EUA, seat in Brussels, is the result of a merger in 2001 between the Association of European Universities (CRE, founded 1959 in France) and the Confederation of European Union Rectors’ Conferences. EUA has conducted evaluations in more than 250 universities in 46 countries during the past 14 years (mainly in Europe but also in Latin America and South Africa).

    • The aim is to make clear that the EUA-IEP started to offer Peer Reviews as service to member institutions in a time when systems for quality assessments were only coming up and were introduced in different countries. At that time in 1993/1994 National Systems for Quality Assessment of Higher Education Institutions were coming, having different shapes in various countries, most often as demands from Governments or National Agencies for Universities and University Colleges, with their balancing of improvements and accountability almost invariably ending in the latter, much more than the former. At the EU level, under the Dutch presidency the Council of Ministers of Education initiated what might be seen as the first movement to implement a European wide quality assessment system of higher education. It was within this context that the CRE decided to implement its Institutional Evaluation Programme (IEP). CRE had during the years gained trust among its member institutions and when ‘supportive peer reviews’ were suggested as a service, member institutions of CRE supported the idea. At the time there did not exist a method for doing Peer Reviews as ‘supportive’ institutional reviews. Therefore the IEP evaluation methodology was quite innovative and so far no one else has ‘supportive peer review’ for the higher education institution as a whole.

    • In this chapter we draw some conclusions about the IEP’s future in a multi-level multi-actor context where it is being developed and used. The fact that in Europe there is a new governance layer above the nation-state and the implementation of the Bologna process which some see as a European response to globalisation of higher education has an obvious influence over the future development of the IEP that is analysed in this concluding chapter. The EUA is today playing a role as one of the actors of the European higher education policies and participates as an active stakeholder in the implementation of the Bologna process and the definition of the European quality evaluation procedures for higher education. We demonstrate that the EUA has relied strongly on the IEP to support its legitimacy as an expert organisation in the area of higher education quality evaluation.
