- The focus of this chapter is on managing grand challenges strategically in public sector organizations. This builds on an increased research interest in how to tackle grand challenges - challenges that cut organizational boundaries and responsibilities. When attempting to tackle grand challenges, there is no time to wait for large structural initiatives; instead, action from the bottom up and at the local level is needed. The chapter discusses an ongoing strategic process within the city of Gothenburg with the ambition to tackle criminality and segregation. The chapter further discusses what new routines are established and how performance can be measured and managed in an organizational setting across boundaries but with a long-term, shared, goal. In sum, the chapter focuses on grand challenges in the public sector, strategic management, inclusiveness, measurability and accountability.

- In this chapter, we report a study of housing corporations and their roles in vulnerable neighbourhoods in the Swedish city of Gothenburg. Housing corporations are afforded much power in the context of the integration of immigrants into Swedish society through the tool of housing and through various projects aimed at supporting the tenants. We are interested in how the housing corporations’ attempts to support the integration of immigrants unfold in practice and how these efforts relate to other activities. The study, which is based on interviews with employees at housing corporations, both private and municipal, illustrates that the housing corporations in vulnerable neighbourhoods have a crucial role in the integration process, as for many new arrivals, they are one of the first and most important points of contact with Swedish society. However, as the target group for the housing corporations consists of all tenants, the actions become intertwined with other issues. Yet there seems to be an understanding that they need to manage the relations with the tenants carefully, mainly through listening, communicating, and the creation of common interests.
