  • The role of learning in transdisciplinary research: moving from a normative concept to an analytical tool through a practice-based approach

    • Transdisciplinary (TD) research is an example of a participatory research approach that has been developed to address the complexity of societal problems through the exchange of knowledge and expertise across diverse groups of societal actors. The concept of knowledge exchange is central to the ability of TD research to produce usable knowledge. There is, however, limited theoretical attention to the processes that enable knowledge exchange, namely learning. In this article, we analyze the "transferability" of knowledge generated in TD research settings from a practice-based approach. In this approach, learning and knowing are seen as situated in social practices, in meaning making processes where the involved participants make sense of what they do and why they do it. We describe and analyze three TD projects, and discuss the role of practitioners' perspectives in the interpretation of the tasks and realization of TD, and in the consequences this has for the organization of the research process and the usability of its results. The analysis shows that while the project teams were given the same task and framework, they did not understand or enact TD in a similar fashion. The three projects created different goals and organizations. They also resulted in different challenges, which could be identified and analyzed by the use of a practice-based approach to learning. In the conclusions, we identify aspects for both practice and research that are important for creating sufficient conditions for learning in TD research processes so that they can better promote contributions to societal change.

  • Dialogprocessen om allemansrätten : underlag för utveckling av dialogmetodik och dialogkompetens

    • Under 2012 och 2013 har avdelningen för Miljökommunikation vid SLU fungerat som rådgivare till Naturvårdsverket i planeringen och genomförandet av en dialogprocess om allemansrätten och dess tillämpning. Denna rapport har tillkommit som ett avslutande led i detta uppdrag. Syftet med rapporten är att stödja utveckling av dialogmetodik och dialogkompetens inom naturresurshanteringen genom att redogöra för och kritiskt diskutera de erfarenheter som vi gjort av att arbeta med en omtvistad och komplex samhällsfråga genom dialog. I rapporten redogör vi för de tankar och teorier som har väglett planeringen av dialogprocessen och diskuterar vad vi, så här i efterhand, anser att vi kunde ha gjort annorlunda. Syftet med rapporten är alltså inte att diskutera dialogprocessens innehåll och/eller hur olika aktörer och intressen ser på frågor som rör allemansrätten. Rapporten ska ses som ett underlag för hur den som ansvarar för en dialogprocess bör planera, genomföra och förhålla sig till deltagarna och det som sker. Rapporten består av följande fem delar: 1. Viktiga förutsättningar och ramar för upplägg och planering av dialogprocessen 2. Händelseutvecklingen i de fem möten som processen bestod av 3. Deltagarnas åsikter om processen, vad de tycker att de lärt sig 4. Deltagarnas rapportering av lärdomar från dialogprocessen till sina hemorganisationer 5. Diskussioner och rekommendationer

  • How research on communication can help to understand the management of natural resources and sustainability transformations: practices, concerns and new perspectives on environmental communication

    • Communication is an integral part of natural resource management and sustainability transformations, and questions on how communication helps or hinders the development of more sustainable relationships between people and their environments have become increasingly urgent. This special issue directs our attention to the processes and outcomes of such communication and explores what a focus on communication makes visible and accessible for practical as well as academic analysis. The twelve articles collected in this issue examine a wide range of contexts and practices of environmental communication, here understood as the joint construction of meaning related to environmental and sustainability issues. In this editorial, we propose five conceptual lenses that, as we argue, are crucial for an in-depth engagement with environmental communication. Together, these provide us with an understanding of communication as arising from manifold interactions that are shaped by and shaping disagreement, power relations and, more generally, the interplay between structure and agency. We examine the contributions to this special issue in light of these conceptual lenses and highlight how the twelve articles help us to understand the role of meaning-making in environmental management and sustainability transformations. We conclude with suggestions for future work, identifying spaces for further conceptual development and empirical scrutiny as well as scope for new ideas on environmental communication to gain in importance and influence.

  • Adaptive management? Observations of knowledge coordination in the communication practice of Swedish game management

    • Modern management of natural resources is guided by the normative theory of adaptive management (AM). Behind this theory lies a strong, albeit implicit, expectation that organisations aiming for AM have the capacity to communicate in a way that facilitates the required coordination of the knowledge perspectives involved. The aim of this article is to discuss the extent to which the communication practice of Swedish game management organisations facilitates coordination of knowledge corresponding to AM. Based on operationalizations of communicative rationality and agonistic pluralism, we use the concepts 'discursive closure' and 'discursive opening' to investigate how the coordination of knowledge is carried out through communication in relatively recently established organisations, the Swedish Game Management Delegations (GMDs). We analyse four communication episodes from GMD meetings and notice that multiple perspectives were expressed (discourse openings) but were not evaluated in a communicative rational way before being closed. The consequences of these closures were that knowledge perspectives with potential relevance, but with unclear validity for game management, were not elaborated upon, in terms of their truth, intelligibility, legitimacy or sincerity, which inhibited AM. The concepts of discursive closure and discursive opening proved useful for investigating communicative capacity. An important question which needs to be addressed to improve communicative capacity for AM is whether it would be practically possible to keep to the agenda and rules of the GMD meetings and still admit discursive openings about differences in perspectives.

  • Communication problems when participants disagree (or avoid disagreeing) in dialogues in Swedish natural resource management – challenges to agonism in practice

    • In this article, we analyze how participants perform disagreement in meetings organized with the explicit purpose of managing through dialogue conflicts concerning natural resources in Sweden. How is a conversation initiated about something that participants disagree about? How do they clarify to each other that, about what, and why they disagree? How do they show that they understand it is like that and what do they do when this is clear to them? Answers to these questions are important because, if dialogue is to contribute to the constructive development of conflict situations, dialogue should be regarded as a forum where disagreement is expressed and developed, rather than as a forum and tool for consensus. We conducted a sequential analysis of how disagreement is performed and accomplished in normative dialogues in which participants talk about how to reduce the negative impact of wildlife populations — such as predators and grazing birds — on human activities such as domestic reindeer husbandry and cropfarming. The analysis shows that disagreement is articulated in ways that do not seem to make ontological, epistemological and axiological differences among positions clear for participants. We identified six procedures through which disagreements are(not) accomplished in these conversations. This shows that routines and procedures in normative dialogue are characterized by consensus-preferences not helpful foragonistic dialogue. In order to avoid situations where dialogue leads to discursive closures, standards and procedures that facilitate articulation of disagreement need to be developed.

  • “I don’t know if we should have that discussion now” : Negotiating procedural frames in collaborative governance of natural resources

    • Collaborative governance within natural resource management relies on dialogical forums where people can negotiate complex issues through conversations. In this paper, we investigate situations where procedural frames around these discussions are negotiated in the conversations between its participants in a corpus from five different natural resource management contexts. We present how frame discussions are initiated, how actors express that actions are not aligned with the frames, and finally, how these openings of discourse about the frames are interactively managed, maintained, and closed. We argue norms of inclusiveness, consensus, and performance shape the interaction and hamper the joint investigation of the frames, and undermine the entire justification of the collaborative processes and the core quality of dialogical conversations.

    • While calls for critical, engaged and change-oriented scholarship in environmental communication (EC) abound, few articles discuss what this may practically entail. With this article, we aim to contribute to a discussion in EC about the methodological implications of such scholarship. Based on our combined experience in EC research and drawing from a variety of academic fields, we describe six methodological dilemmas that we encounter in our research practice and that we believe are inherent to such scholarship. These dilemmas are (1) grasping communication; (2) representing others; (3) involving people in research; (4) co-producing knowledge; (5) engaging critically; and (6) relating to conflict. This article does not offer solutions to these complex dilemmas. Rather, our dilemma descriptions are meant to help researchers think through methodological issues in critical, engaged and change-oriented EC research. The article also helps to translate the dilemmas to the reality of research projects through a set of questions, aimed to support a sensitivity to, and understanding of, the dilemmas in context.

    • In 2007, the Swedish Environmental Protection Agency (SEPA) asked the authors to design and run a program for communicative skills development of Natural Resource Management (NRM) administrators and managers at SEPA and county administrative boards. This essay is based on our experiences with and reflections on the program. We first discuss basic assumptions about the situation of the administrators and their need for communicative skills development. Second, we provide a brief description of program implementation. Finally, we use our experiences to explore implications for a wider context of NRM. We conclude that initiating and supporting bottom-up processes within top-down structures is a delicate task that demands continuous training. Establishing professional learning teams at the administrators' places of work can facilitate continuous reflection and communicative competence development.

  • Meaning-making in the practice of collaboration: how implicit normative structures guide collaborative processes around contested natural resource issues

    • Although communication is considered crucial for collaboration in natural resource management (NRM), its role has so far been superficially studied. In this paper, we present a way to investigate this communication by focusing on its implicit aspects. We observed and examined communication in three processes that aimed to find solutions to predator-reindeer problems through collaboration between reindeer herders and wildlife authorities in northern Sweden. Despite the three processes sharing the same external and internal conditions, they developed in completely different directions. We explain this by considering each process as a social practice and identifying the character of the normative structures guiding its members' sense-making and action. We show how the structures emerged, were reproduced and affected the course of events and outcomes of each process. We conclude that recognising the significance of the implicit aspects of communication offers novel opportunities to better understand collaboration in NRM.
